SPIRIT OF THE MORNING PRESS. The Union, treating of Wisconsin nullifica- tion and legislative falsehoods, gives a history of the Booth fugitive slave case, and says that since Wissonsin fell into Republican hands, she has secured a preéminence in infamy—that we have seen nearly her entire State government, from the Governor down to the lowest official, including a large portion of her late Legisla- ture, bribed with near s million of dollars in railroad stock, to further the interests of a plundering corporation. The Union attributes the result of the late Connecticut eleetion to the trickery and fraud of Giddings, Grow, Wilson, Burlingame, and other ‘ Black Republican freedom shriekers and enemies of the Constitution and Union,” who canvassed that State immediately before the election, and also to the overweening eonfi- dence of the Democrats in regard to the con- test. The Jutelligencer, treating of the proposed Southern Convention at Vicksburg, seems to be skeptical about its patriotic intentions and its representation of «the South,” and ex- presses the opinion that if it is powerless for good, it can at least do no great harm. U7" In New York, the opposition to the pro- posed new city charter, now before the Legisla- ture, is quite flerce. The main objection to 1t is found in that section which continues in office until January, 1563, the present incumbents in the Law Departwent, the Street Department, and the Croton Aqueduct Board, together with the City Chamberlain. This arrangement is thought to be the result of a political bargain for the benefit of the incumbents referred to. D7" On the 2th ult., the family of Dr. Junkin, President of Washington College, at Lexington, Va., were poisoned with arsenic which was put into their creain at supper by aslave name Bill.
