We have. at length obtained the insight into them that enables us to feel assured that as soon as the orders that went out by yesterday's steamer ean assemble the Gulf squadron at San Juan del Norte, and all of the United States Pacific squadron within reach, at San Juan del Sur, the Nicaragua problem will be solved ina trice. We are now satisfied that General Lamar is in- structed, in the dispatches which Consul Run- nells bears to him, to demand the instant res- toration of the property of the American Transit Company, if not restored ere he arrives out. That, however, was done on the day after it was seized, though when the instructions were prepared, there was no official. or indeed other, information of the fact here. General Lamar has also been instructed to demand instant rep- aration and indemnity for any pecuniary dam- age the American Transit Company may have sustained from the seizure ; and if that damage be not satisfied, the two fleets will act according to his orders in and upon the three or four Nicaraguan cities or towns—San Juan del Norte. Realejo, San Juan del Sur, and one or two other less important points on the Pacific coast, within the reach of the squadron’s guns. We are further satisfied that General Lamar has also been instructed to inform Martinez that the United States deny the right of Nica- ; Tagua to make the Belly contract without hay- ing forfeited that of the American Transit Com- pany previously made, according to the manner and mode of its forfeiture as embraced in its own provisions; and that they (the United States) design enforcing the claim of that com- pany for ainple and prompt satisfaction of what- ever it may lose by Martinez’s aysumption of authority to annul its contract with Nicaragua. It is worthy of note that up to this moment Nicaragua has never dared to proceod to annul To oust that com- pany ofits rights, Niearagua’s legislature passed an act throwing tho transit open to all the world—authorizing any and overybody to curry passengers over it. On the very day after, the newspaper organ of the Nicaraguan Government explained the folly of such legislation, by call- ing attention to the fact that if everybody could use the transit route without toll, no one would build the bridges and wharves, dam the rapids, and deepen the channel of the river, all of which are necessary to the convenient use of the route. I> Eight lines of city passenger railroads are now built and in operation in Philadelpbia ; two tines are built but not in operation, aad six lines have been chartered and will be constructed forth- with. Charters for ten other routes will probably be granted by the Legislature, but there is no cer- tainty as to their construction. The ight-house tower is 95 feet high, and the focal plane 108 feet above the level of the sea. The lower part of the tower being of reddish gray brick, with 29 feet nearest the top painted white. The lens is to be of the second order of | Fresnel, showing a revolving natural colored light, with intervals of 30 seconds between the H , and visible in clear weather 17 nautical | s. The beacon light ison an open frame | work, at an elevation of 39 feet above the level of the sea. The lens is of the sixth order, and afixed nautical colored light will be shown. The St. Helena bar light-vessel will be discon- tinued when these lights are displayed. The magnetic bearings of the light-house are lat- itude 32 deg. 24 min. 20 sec. north, longitude 80 deg. 24 min. 30 sec. west. On Garrison Point, Sheerness, east coast of England. a fixed red light. at an elevation of 2 fect, will hereafter be exhibited, and may be seen four or five miles.” > Navan.—The Lancaster, San Jacinto, and | Ifartford, steam sloops-of-war, hay ing been or- ready in abouta month. The steam-frigato | Niagara is at the Brooklyn Navy Yard under- going repairs, and will not be ready for six or eight weeks. The steam-frigate Colorado is at Boston, and the Susquehanna at New York, both ready for sea, except that there are no Engineers in the service to put on board of them. By-the-way. we learn that there are’ now lacking in the service of the full comple- ment of members of the Engineer corps, eight chiefs. twenty-five first assistants, thirty-six second assistants, and twenty-four third assi tants. The reason for this is obviously the ins | adequacy of compensation, which docs not equal that which Engineers obtain in private capacities. ———e-—-. ft Tax Bostox Post Orvicy.—We noticed, some days ago, that the removal of this Office back to its old site on State street would be ordered by Postmaster General Holt, if those parties remoustrating against its being removed to Summer street should file a bond of indem- nity, securing the Government against the ex- pense of the rent of the new building, any ad- vanced rent that might bo demanded for the old building, and any other expenses arising from removing the office back. It is now un- derstood that the parties remonstrate against giving this indemnity on the ground that it is “excessive. and that they refuse to make ade- posit of the amount of indemnification until after the removal shall havo taken place. This being the ease, itis believed that the removal will not transpire. The hesitation of the re- monstrants is attributed in some quarters to theif apprehensions that Congress, at its next session, will order the-rémoval of the office from the State street site, and hence if they should incur the expense attending its removal back to the old site, it will be but so much money wasted. NSLS. Post Orrice Busixess.—During the quarter ending March 31, there were sold by the Post Office Department postage stamps and stamped envelopes, giving an increase of $311,093 over the receipts for the quarter ending December 31. This does not, however, prove any in- crease of correspondence, but merely that post- masters throughout the country have ordered more stamps and envelopes. The only avail- able data for arriving at the state of the corre- spondence of the country, shows that there has actually been a diminution, and hence a falling off in the postal revenue. During the last quarter, the Auditor's office attached to the Post Office Department has re- ceived 28,946 letters, sent out 17,205 letters, and audited 28.917 postmasters’ accounts. a Postat Repvetion.—Since the first of the current month, the single rate of postage upon letters sent from the United States in the Brit- tsh mail, via England to Buenos Ayres, or any other port of the Argentine Confederatien, or tothe Republic of Paraguay, (the corres- pondence for which is forwarded in the mails from England for Buenos Ayres.) is reduced from forty-five to thirly-three cents, prepay- meut required. Misisten to New Graxapa—tit is stated that ex-Senator Geo. W. Jones has withdrawn his declension of the mission to Bogota, and ac- cepted the appointment; and that he will pro- ceed to that country at an early day. We are not yet satisfied of the truth of this report. Steawer Hantronp.—The steam sloop-of- war Hartford, at Boston. was subjected on Saturday last, to the preliminary trial by steam.
