RAILROADS AGAIN. The main dehate was upon the bill before Con- ress togive the Baltimore and Obie Railroad Bo npany the right of way throuzh the city to make asorthern connection. The absence of any refer- enc: te the © ion of Washington in the bill induced the Council ways and means committee to introduce a joiat resolation protesting agaisist the privilege of the bill, and claiming for the Cor- poration the right to grant the privi asked of ess, especially to the company applying. Mr. Jones, in_re; i the resolution, com- ploined that the bill makes no more reference to this Corporation than if it had no rights or no exis- thace, when, in fact, that company particularly should ask the Ee of this U ition, in which Congress this identical power. ‘This raitrord company, h it owns consider- able property in this city, and by its existence bas tended to cut up the st: for a number of years hos refosed to pay for the repair of those streets by the regular taxation ef their property. ‘This refusal has gone so far that the Mayor and collector have come to the determination to test the right of the Corporation to tax the company’s erty. Con- * mos the property has Boon eivertiacd for sulr in the tax Hist. Mr. Bohrer ssid that the ion of the city which he represented, is anxious that the privi- lege should granted, as it would be of great <dvantage to the residents there. The construc- of the read. mpon the rente proposed; would edd greatly to the health of that section of the city. [tis through what is called Stepper's Gulf. a deep, damp tavine, where much of the sic and disease of the eastern part of the city is gener- ated. In its ut condition. it is a great di: advantage and hindrance to the improvement of the city. Hf improved. as proposed by the Rail- road Company, the cause ef disease would be _re- moved, and the general improvement of the Ward wonld certainly follow. As to pecuniary advan- tage. it could not be disputed that in a commercial point the city would reap inunense benefits. Mr. Wallace was with the gentleman from the Sixth Ward, (Mr. Bohrer.) he Corporation has by the charter the right to tax all bat United States property. Itis the policy of the city to have the Southern connection here, and make this city a depot for the Southern trade. But if this is used. they will make a connection elsewhere. e beuefits will be lost tous. Already we proposition strongly urged, tocarry a way of Marlboro’, to affect aconnection entlemen did not un- t m. It is not a question where sad is te run, or whether the privilege should anted. That isan after consideration. ‘It ix ly have we the power to grant this privilege. vested in this Corporation by act of Congress. If we have, would not the sage of sneha bill be acroachment upon our rigits? In favor of tue resolution. he would sty that the bill offers an indignity to this city, and it is our duty to protest against such an indignity, and how could we pro ceed ina more respectful and moderate manner toan by calling the attention of Congress to the fret that to nt this privilege is a right belong- » this Corporation and vested in it by their nact. As t» the route, that is for consideration r. but the best. cheapest, most practicable, ane nearest Sunthern connection would be by the Bridge, which he hoped would be the onc her Mr. Jones said the Councils had the right to late on this subject vested in them by Con- .. Mr. Watlace, he sald, asks. + Do you want to give you a bonus?” Why should they not pay our city a bonus as well as to the State of Maryland’? ‘That State derives the ordiu: ry ben- efitof the road, and also receives a bonus; but this city, whose streets are cut up by the road, causing a heavy e e city, which de- rives little benettt fr . not only receives no bonus, but is obliged to repair the streets with- out the aid of the property tax, the company abso- lately refusing to pay it. Mr. Abert (president) addressing the Council, took up the last law of Congress in relation to this railroad company, and read the sections explain- ing the powers vested by Congress in this Corpo- ration ander it. He argued that the Corporation had the perfect right tosgrant or refuse the appli- catior - Wallace. ‘Has the Corporation the right ‘ant this company the right of way along the Mr.-Abert. “Undoubtedly! for the power is specitically granted in the act eeferred to in the resolution. and the distinction between reserva- tions and avenues and streets is clear, and in favor of the Corporation's right.” Mr. Bolirer sxid he would be glad to see the ers of the Corporation tirmly established. but ne had no idea of keeping the North and South divided. 26 it v by refusing to grant the right he connection. ned of the action of Congress. asked Congress to improve a reply was “oh! you have all but when this railroad Congress assuming those he railroad company. : peration of the previous question the ion passed, by yeas 13. nays 6. He took up the subject of carbon, illusteating it by the simple burning of a wax candle, of which carbon was the chief constituent.
