I WASHINGTON NEWS AND Gossip. ——___ Ax Inportant Memoria, ro Wasnixaton Crry.—Yesterday, Mr. Kennedy presented the memorial of the Baltimore and Uhio Railroad Company, asking leave to extend their Wash- ington Branch Koad, so as to form a closer connection with the Southern and Southwest- ern lines, by one of the following routes, at their option : ‘st. By a tunnel under Capitol Mill, so as not to interfere with the public buildings, or disturb the surface of the grounds, and thence by the most eligible route to the most conveni- ent point on the Potomac river, in the District of Columbia, with authority to use locomotives. 2a. By leaving said branch Railroad so as to strike a line between east Third and cast Sixth streets, and run along or near said line to some point on the east branch cf the Potc- mac, between the Navy Yard and the Potomac. 3d. By or near the route of the Alexandria and Washington Railroad, to and over the Long Bridge to the west side of the Potomac, with the privilege of a connection with the eastern side of the Potomac. This third route and branch to be operated with horse power. 4th. By or near the route heretofore char- tered by Congress, near the eastern boundary of the city of Washington, crossing the Eastern branch of the Potomac above the Navy Yard, aad thence to a point on the castern shore of ‘the Potomac nearly opposite to the city of Al- exandria, with the privilege of using locomo- dives. The memorial sets forth that this extension will fill the only gap in the route from New Orleans to New York, which when properly organized, will reduce the time between those cities from six and a half to three and a half days. The Philadelphia, Wilmington ‘and Balti- more Railroad company, and the Orange and Alexandria Railroad company concur in the memorial. So far as the interests of this city are con- cerned, we have no doubt that the proposition to extend the Baltimore and Ohio Railroad to Buzzard Point—the high headland between the Navy Yard and the Arsenal—will prove most advantageous, as it will open to settle- ment, as it were, that section of the city ; and will thus result in a considerable increase of the Corporation's revenue from the Sixth Ward, & desideratam devoutly to be prayed for. The condition of that portion of the city has been am eyesore for the last quarter of a century. ‘Phe construction and use of a railroad through it will at once cause it to wear the air of im- Provement incident to every other portion of Washington. The companies, if Congress ap- Proves of that route, will, of course, at once Provide the means of transporting the mails, Passengers, baggage, freight, &c., between Washington and Alexandria by a swift boat, running the 4j miles in perhaps a third of an hour, arranged with facilities for the entrance and egress of passengers, freight, £c , direct from the cars on either shore, equal to those in use in Philadelphia where the Camden and Amboy railroad connects with that city, or at Havre de Grace. Sv far as the Long Bridge project is concerned, we are satisfied that no time would be saved by resorting to it (using horse power) and that ur- less the enterprise be restricted most stringent- ly, it might vitiate the contract of the Govern- ment made when it purchased that structure, that it shall be kept up as a free bridge for the use of travel by ordinary vehicles—a matter of great importance to the interests of the Seventh Ward particularly, as well as to the consumers of marketing in the District of Columbia. The Government is now bound by a formal contract embraced in the deed in which it purchased the Long Bridge, to keep it Up in perpeluo as a free bridge. ‘To deed it to any railroad com- pany under the expectation that it would use it as much for the original purpose of its pur- chase by the Government, as for a source of Te from railroad and other travel, would be a dangerous experiment, we fancy, it mat- ters not what pledges might be made. “Usrrisspiy Leerszation” in Kaxsas.— By way of enlightening Southern members of Congr«ss who continue to regard Senator Doug- las as being ia all respects entitled to Democratic party fellowship, we print below a bill recently intreduced into the Kansas Legislature, in ac- cordance with Mr. D.’s views of the right of squatters in a United States Territory to ex- clade slavery therefrom by “ unfriendly legis- Jation.’” The Supreme Court @ays, substan- tially, that owners of slave Property in the States may lawfully carry it into United States Territories, and that by the Constitution the General Government is bound to protect them inits enjoyment there. Senator Douglas, while admitting the first of these Supreme Court Propositions, utterly denies the latter; claim- ing that the emissaries of New England Aboli- tion Emigrant Aid Societies being squatters there, may, if they can contro! the Legisla- ture, render the constitutional right to take slave property into a territory absolutely null and void. This act shall take effect immediately. rson, w Navan Promotions ann Aprointwents.— The following promotions have been made in the Marine Corps, in consequence of the de- cease of the late Brevet-Brigadier General Henderson, and the commissions issued to the parties : Major James Edelin to be Lieutenant Colo- nel, vice Lieutenant Colonel Harris promoted to the Colonel Commandant. Captain Benjamin Macomber to be a Major to fill the vacancy occasioned by Major Edelin’s promotion. First Lieutenant John C. Grayson to be a Captain, to fill the vacancy occasioned by Cap- tain Macomber’s promotion. Second Lieutenant Edward Jones to be a First Lieutenant, to fill the vacancy occasion- ed by Lieutenant Greyson’s promotion. Lucien L. Dawson has been appointed a Second Lieutenant, to fill the vacancy occa- sioned by Lieutenant Grayson’s promotion. Frederick N. Wise, of Kentucky, has been appointed a Parser in the Navy. Tas Narier Batu.—We have rarely wit- nessed more excitement in fashionable circles of the Federal Metropolis than is just now being manifested with reference to the ball to come off on the evening of the 17th instant, complimentary to Lord Napier and his esti- mable wife, both of whom have endeared themselves to society here, perhaps more than any other sojourners ever did in tho same time. Lord Napier possesses a geni character, acuteness of intelligence, simplicity of manner and habit, refinement of taste, and a fund of conversational information, which, together, have made him deservedly as pop- ular in Washington, if not more popular, than any other representative of a forcign govern- ment ever was. So there is really a great deal of heart in the magnificent preparations being made for the ball in compliment to his wife and himself. We advise all gentlemen de- siring to attend to apply without delay either to some member of the executive committee or at the office of Willards’ Hotel for tickets, as the number is necessarily limited. Tue Very Last Humsuc.—After the Star went to press yosterday, the Senate disposed; summarily, of the application of Messrs. Lane and McCarty for seats as the Senators from Indiana. The whole subject was laid on the table by a vote of 31 to 20—as follows : Yaas—Messrs. Allen, Bayard, Benjamin, Bigler, Brown, C + Clay, Clingman, Davia, Pitzpat rick. Gwin, Hainmond. It is well, in the existing condition of the real busi- ness of the session, that it has boen so early settled. No one dreamed that the bogus claim of Messrs. MeCarty and Lane would meet any other fate, though many feared that it would be made the means of wasting much more of the Senate’s time. Tue Acquisition or Cusa.—The speech de- livered yesterday by Senator Benjamin on this subject, can hardly fail to make a deep impres- sion on the public mind, for we question wheth- er an ablor argument ever graced the forensic history of the Senate of the United States, judging from the impression it has made upon public men of all parties and nations now con- gregated at the Federal Metropolis. We may not inappropriately add that if the passage of the $30,000,000 bill by the Senate was problem atical before, the speech in question wil! insure its adoption by the Senate. Arromstep.—John H. New has been ap- pointed District Attorney for the western Dis- trict of Louisiana, vice Floyd Waldron re- signed. Wm. M. Harrison, Collector of the Customs at Richmond, Virginia, has been reappointed te that position. Samuel M. Weaver has been appointed Mar- shal for the eastern district of Arkansas, vice John Quindley, resigned. Navat Orricer’s Deata.—The Navy De- partment has received information of the death, at Norfolk, of Second Engineer Oscar Davids. of the Navy. His health has been failing fora number of years past. He was a native of the District of Columbia, entered the Navy in 1851, and was about 28 years of age.
