Adjourned until Monday, A Sosstiturs Bitt was reportea in the Senate yesterday by Mr. Bright to provide for the care and preservation of the works constructed by the United States, under the superintendence and control of a qualified officer of the Engineer De- partment, acting under the Department of the Interior, as the most economical means of taking care of and keeping in order so costly a work. The second section provides a complete and continued supply of water for all Governm purposes in the cities and District of Columbia. The third section authorizes Washington and Georgetown to connect supply pipes with the main conduits, to be made in the strongest and best manner, and requires the provision of a suffi- efent number of hydrants for the public supply of the water to the inhabitants and the means of using the water for security against fire, and for useful and sanitary purposes. This section se- cures to the ie all the advantages and con- veniences which is intended by the Government that they should enjoy . New way to Cottect a Drsr.—Yesterday afternoon, about 5 o'clock, a quarrel between two colored individnals attracted a crowd of boys to the corner of Sixth and N streets north. The ma in dispute appeared to be the payment of certain money which one alleged the other owed him. The debtor appeared to be decidedly averse to settling up, and was about walking away, when the hungry creditor displayed his determination to force'a payment e knocked the debtor down,"drew bis pocket-book from his pocket, and, calling the boys around to witness that he did not levy on more than the debt, took a dollar from the pocket-book and returned the balance to the owner. This plan of collection may work well with refractory debtors, but it bas reprehensible features, as the collector would perhaps ascertain if brought before a court. Sitesontan Lectorys .—The fourth and last tecture of Prof Caswell’s course on Astronomy came off at the Smithsonian, last night—the uranch of the subject treated of being Siderial Astronomy. He commenced by alluding to the beauty and purity of the starry heavens, which never changed, but were precisely the same ax tn the days of the patriarchs. The number of stars visible to the caked eye at any one time is only abeut three thousand—the number to be seen during an entire night, about seven thou- sand. The stars are not equally dis- tributed over the heavens, but are dense in some portions and sparse tn others. In illustration of this fact he ailuded to the “milky way,’’ so clearly definable by the naked eye. The early Greek Ast omers had grouped the stars into constellations, which they had named after cer- tain animals which they were fancied to resem- bie in general outline. Besides the consteila- stronomers have marked the heavens off es of latitude and longitude, so that one astronomer can direct another to the locality of any particular star as definitely as a man’s fesi- dence can be given inacity. All be has to do ts to state the constellation, the latitude and lon- gitude, and the part of the constellation or fan- cied animal in which it is located. The stars are also designated by nitude,"’ this term being used in reference to brightness and not size. The stars vistble to the naked eyes are divided into six classes of nitude; all after the sixth class are telescopic The distances of the tixed stare fromthe earth are su very great that as- tronomers do not undertake to estimate them ja miles. The standard of measurement adopted is the velocity of light, which is estimated to be at the rate of 192,000 miles per second. The nearest fixed star is so remote that it is estimated that it takes three years and a half for its light to travel to the earth, and that if the star were extinguished from the heavens, it would be three years and a half before the inhabitants of the earth would know it, as the stream of light would continue coming that long. The siar Sirius is estimated to be so remote that its light is twenty-two years in traveling to the earth, and others of the stars visible to the naked eye are estimated to be seventy-two years of velocity distant. Itis estimated that if the star Sirius ‘were removed so far away that it would take 16,500 years for its light to reach the earth, it would still be visible by the telescope. It is —— tbat some of the stars now visible by be telescope, are 100.000 years of velocity dis- tant, at the rate of 192,000 miles to the second. Tus Taratas —The play of “Masks and Faces,”’ last night, again drew a large and fashionable audience. Among those present we noticed several Senators and members of the House, as well as a large representation of the beauty and gallantry of the Metropolis. As on former occasions, the play was well performed— we saw grave Senators joining heartily in the rounds of applause with which it was received The performance to-night ts a new play en- titled ‘‘Mesalliance,” translated and adapted to the stage by Miss Davenport, on which occasion this accomplished lady takes ber farewell benefit. Of course all those whom she has afforded such genuine pleasure for the past two weeks will be on band to take leave of her. Work Acaty.—It will be an interesting Item of news to-day, at manya fire-side where the Star circulates, that the committee—Messrs. John Davis, C. T. Clark, and JB. Conway— on the part of the discharged Capitol employ had an interview witb the Secretary of Wart morning, and that he informed the committee that he bad authorized Capt. Meigs to set the men at work again. They were thu ployed. it will be remembered, when th P' priation ran out on the Post-Office extension, and also last year on the Capitol extension. The committee express themselves as warmly sensi- ble of the kindness and courtesy which they re- ceived at the hands of Secretary Floyd.
