She Chair presented the petition of John Rich, asking the remission of a fine; referred. Mr. Donebo presented the petition of James McColgan, praying that a portion of an unex- pited tavern license be refunded; referred. Also, the petition of Dr. Chapin and others, remonstrating against the removal of the North- ern Liberties’ fire engine and apparatus; referred Mr. Brown presented a communication from Wm. Wise, Esq , commissioner of the western portion of the city canal, calling the attention of the Board to the amount of ‘iment deposited fa the canal from the Government Departments, recommending that the City Counctis peti- tion Cougress to pass a small appropriation to assist (he Corporation in cd age Sag said canal in navigable order; referred to the committee to attend to the interests of the Corporation before Congress. Mr. Smith, from the — committee, report- ed abillto regutate the markets of the city of Wasbington; which was amended and Mr. Thomas Miller, from the improvements committee, reported back a bill from the lower board making an appropriation for a gravel foot- walk in the Pirst Ward for the benefit of primary school, No. 4; Also, « billto make a gravel footwalk in the Seventh Ward; . Also, a bill to provide for lighting the city with gs; laid over until next meeting of the board, and ordered to be printed with the proceedings Also, apill making an appropriation for drain- ing the Witer from certain springs in the Fifth Ward Mr. Pearson stated that the springsin question were on Government property, and that tae prin- cipal one was running through New Jersey av- enue, which belonged to the Government; and that the Corporation had no power over said springs. Mr. Riggs thonght that Congress had a perfect right to stop’ all nuisances on their own Property; that they had passed a law at their last session giving to themselves the power over all streets or grounds in which they had ever expended any money; therefore the Corporation had no right to interfere with the matter. On motion, the bill was referred back to the committee. Mr. Tuomas Miller, from the committee of conference on the billto provide for the weigh- ing of bay, straw and fodder, reported that the committee had met and agreed to disagree. Mr. Pearson offered a resolution requesting the Mayor to cause to be furnished to this board the number of butchers’ and vegetabie stalls or stands connected with the centre ma:ket, with the num ber rented, and at what price, in detail, together with (he uumber not rented; passed. A joiat resolution from the lower board recom- mending to Congress the grantiag of a charter to a neW gas company in the Seventh Ward. was received and read, and after some discussion, it Was understood that shortly the mall was to be lighted with gas by the Government, which would do away with the necessity for farther ac- tion on the resolution, and it was accordingly iaid on the table. Oa motion of Mr. Smith, the vote by which, at the last meeting, a bill for the relief of John Van Reswick was rejected, was reconsidered, and the papers in the case referred tothe claims committee Mr. Thoma: Mitler offered a resolution re- questing the Mayor to obtain the opinion of the Corporation Attorney in regard to the power of the Corporation to license inspectors and mea- surers of lumber; passed. Mr. Thomas Miller, from improvements com- mittee, repor ed a bill to correct an alleged error Of assessment of the property of Win. Z kiver, was read and ordered to be filed the papers on that subject Mr Jones, from the ways and means commit- tee, reported a bill exempting certain property of the Washington City aad St. Viacent’s Orphan Asylums from taxation. The bill proposed to Tefand taxes already due, and exempt the prop- erty from taxation ia future. The bill wes amended to require the oaths of the agents of both institutious relative to the amount of prop- ing to the asylums to be exempted * moved to amend by striking out so much ef the second section ax exempts the prop- erty from taxation in fature; carried. He commenced by il- instrating in what manner the earth bad become flattened at the poles—rapidly revolving in pliant state originally, or in an elastic state precent, as suggested by the vibrations of earth. — it bulged out by the force of gravity at the equator and cont: at the poles, as did an elastic globe of brass straps whlch he rapidly revolved on an axle before the audience. The revolutions of ali heavenly bodies in their orbits depend upon the law of gravitation. The force of gravity is in inverse Proportion to the square of the distance. In early , when the human mind first began to soar above the earth and inquire into the mechanism of the Universe, it was believed that light and heat was su plied ot eyes it to the earth and other planets by means talized spheres revclving around them while they themselves remained stationary. This was the doctrine of Aristotle and Pythagoras. Co- Pernicus was the first man to study out the true solar system. Kempler was the first to under. take to solve the laws of planetary motion. All orbits of heavenly bodies are eliptical, with the sun in one of the foci—the ancient idea was that the orbits were circular; this idea being more itn accordance with the abstract idea of perfection. The periods of revolution, and the mean dis- tances of the planets are connected by barmo- nious and invariable laws. Kempler’s vague idea was that there was some Principle in the sun that br the planets in motion in their orbits, assisted by some inexplicable whirl in Nature. Another idea advanced was that the planets were animated by spirits that guided them in their celestial courses. the same as animals are guided in their peregrinations on the earth. Even Newton, the great minister and interpre- ter of Astronomy, hag in bis earlier theories at- tributed light and heat to the influence of comets. Abont the time of the rise of Newton, it was the common belief among scientific men that the force which kept the Planets in thetr course, resided inthe sun.
