Senator Hunter introduced # resolution de- claring that it is inexpediont to change the tariff at the prevent session, and contended that on the revival of business the present law would be ample to supply sufficiea? revenue. Mr. Bigier offered, as a substitute, » resolu- tion declaring that as the revenue is ‘asuffi- cient, it is; therefore, wise to increase the im- port duties. The amendment of Mr. Bigler was rejected, and that of Mr. Hunter adopted by a large majority. Mr. Slidell regarded it the duty of Congress to lobk rather to a reduction of expenses than an igcrease of revenue. heagh «+ The Star” is printed ex the Satna ices eel im use south of Baiti- more, its editien is se large as te require it te be te press at an early hour, Adver- ; therefere, sheuld besentin y 19 o'clock, m.; etherwise they may net appear until the next day. - SPIRKIT OF THE MORNING PEESS. The Union, speaking of “ The Revival of Business—Tte Federal Revenué,” says that the late financial revolution has performed its great mission, the destruction of specalatiot schemes and the cheapeting of money by limi- iting its employment, and rendering its hol- ders more cautious and circumispect. It says that the importations into the city of New York during the present month are ¢normons, and that the conviction is universal amongst well-informed business mén, that we are just opening upon a plethoric supply of money for the federal exchequer. The [ntelligencer is devoted to Comgresstonal proceeding’ and news to-day. 17 Ellis sends us “Going Home,” and ‘‘Leav- ing Home,” two fine songs by Ordway. i" The late Dr. Geo. M. Tae Tate or 7H two BLack Cats.—Not the tale popularly believed to have been told of the doings of the Senate in Executive ses- Sion on Friday of last week, by those two veri- table black cats, but the legend concerning them as narrated by the “ oldest inhabitant”’ in Washington nurseries, and faithfully chroni- cled’ by a brilliant correspondent of the Star, below, is really one of the most readable things that has seen the light in this country in the last quarter of a century. We predict for it republication in many newspapers, and re spectfally ast all who may take occasion to spread it before their readers, to do us the justice to say, at the same time, that it is from the Washington City Star. The Twe Cats # the Capitol. An Invian Ltcryy. A long time ago, before the membry of man, and, indeed, before the Daily Glebe was first published, there dwelt a tribe of Indidns im the southern portion of the country afterwards ktown as Maryland. Within sight of the sm ke of (heir village, was a beautiful hill overgrown with oaks, with a sward so thick beneath the feet of the tall trees tht the bunter’s moccasin left no print on the herbage Near at hand a rivulet leaped and spa: kled from rock to rock, murmur- ing ever with the pleasant music that waters make, and bearing on its bosom the fallen blooms of the cherry and laurel, that dipped their boughs in i's wavelets as it hurried to cast itself upon thy broad bosom—Potomac! We bave heard that this dancing brook was after- wards christened the Tiber, after some far away river that stoed by a great city whose impurities turned the crystal of its waters to Toler, even as care turns the roseate of youthful cheeks into parchment, or greed transmutes the beart and complexion of tue miser to the color of the gold- en calf The children of the forest had an attachment to the billof which I speak. They held their pow wows there On the precise spot now oceu- pied by Capt. Meigs’s heating apparatus they lit their council fires. The deer on the adjacent heights of Virginia, seeing the gleam in the summer nights, would raise their stately heads, prick up thee small ears, and, with their uos- trils quivering, seek to divine what unwonted star was rising from the east. Then speeding swiftly away, fear lending wings to their flight, they wouid disappear in the direction in which it is popularly believed the star of empire takes its way. The bill, as I have said, was invested with a sacred character as the council ground of the tribe. Other circumstances gave it a double share of sanctity; for on its summit, a sachem, who Was strongly suspected of being either a necro- mancer or Know Nothing, had built himself a lodge. Here he lived in solitude with bis squaw, whose name was Tabitha; his, Tomas, or, for sbort, Tabby and Tom. Throughout the whole tribe be was reputed a medicine man of forty bolus power. No norther could blow but he was supposed to havea band in tts guidance; no spell of weather troze p the bireb canoes on the River of Swans, but fe wes known to hae had something to do in the congealation. Hun- ters never missed their game but they believed Tomas bad bewitcbed the sha‘t, nor dusky young Pocahontasses failed to attract the regards of the braves, but they knew Tabitha had looked on them with the evil eye. And so they brought to the sachem offerings of game, and skins, and narcotic weed, praying him, in his distribution of patronage, to remember the claims of the un- dersigned = Tomas took the per centage and credited the givers. At least I hope be did. The old edda from which | learn this history, does not say that he ever went from home to give an account of his stewardshipto his constituents. Had he done so, there is no doubt he would have been entitled to mileage, which would, equally without doubt, bave been promptly allowed by the proper committee. Certain it is that he lived as a sachem should live, at the expense of the majority, feeding from the public crib, and as much fawned upon as if be hud been a door- keeper or the he:d of a department The Sachem presided ez officio in the grand palaver of bis nation. Jn the lower, or deliber- ative council, he performed the honorable fanc- tions of * Speaker’’—so called because he never expressed bis sentiments on beg fe but when any oue else made motions out of order, brought him to the floor by a well-directed blow of his bammer In the higher, or executive assembly, he served the office of ‘* Vice Manitou” This being a more dignified body, the hammer was dispensed witb, as not coming under the rules. When an orator in that assembly transcended tbe comprehension of his colleagues, it was the duty of the Vice Manitou to remark, ‘‘the tongue of my brother speaketh buncombe,” which bad usually the effect of causing the orator to subside oa bis haunches. [tis true that some sectional men would occasionally rebel against this re- minder, and would threaten to secede; but as the fi. si who made the suggestion were immediately afterward seen running down the hill, at two degrees forty minutes, with several arrows in bot pursuit, the disunion feeling grew weaker, until, at length, the commonweal became so cemented that no one thought of expressing sen- timents adverse to the constitution unless he were already at the bottom of the hill out of arrow-shot, and certain, Moreover, that no soecial Sines were within hearing. Tobus flourished, in those halcyon days, the Great Republic of Red Men, No. 1, serene in the baght effulgence of their comstellation—a warn- log and example to all the nations of the earth, and able to vanquish in single combat their own afavity, avoirdupvis, in tameless felines of the pérarie. | Weil, it fell upon a day in the merry month of May, tbat the Improved Order of Red Men held axiand pow-wow on Palaver flill. The subject of their deliberations wes to construct a bunting path from the valley of the Parent of Waters to the sands of the Western Sea, I will not men- tion the names of the speakers, although | know tbem all, having spelied them out of the saya of the pub. docs. Suffice it to say that most of their brief remarks were longer than the pro- posed road, wider than the forty miles of alter nate sections, and sballower than the offers of capitalists to construct it. Now it so happened that the great Tomas had one mortal aversion, and that was to long 5 es. Once, when an Indian agent treated him aspeech anda dinner, Tomas bad remarked— “Brother, shorten your speak, and lengthen your mutton :’? On the occasion of debating the buating path—Tomas, as Vice-Manitou, had borne up under the eloquence, with the endu- rance chafacteristic of his race. ‘Fhe gentiemen who usually acted with him «aw. however, that a burst was brewing. But the avenging Manitou would not suffer such an ontrage on the Proprieties of debate to Piss unpunished.
