CLAIMS FOR REMISSION. ‘The claims committee having asked to be dis- cbarged from the consideration of the petition of J Spalding for remission of a fine— Mr Malloy asked upon what ground Mr. Edmondston stated that it appeared that two families of Spalding’s, and another lived in the same neighborhood, and a quarrel bad sprung up between them, which resulted in the viola- tion of law by both parties, for which they were fined. If it was remitted in one case, it was fair to presome that the other would claim a remis- sion, with equal justice. Mr. Mulloy thought the committee had not ob- tained the evidence, and promised to produce the evidence should the petition be récommitted. Mr. E¢mondston did not think it right for the committee to g6 to the parties implicated, but to the Justice who tried the case Mr. Powell, who reported the bill, said he was Rot opposed to recommmitting the bill if new light ‘was to be efforded; and upon Mr. Maulloy’s prom- ive to bring the evidence, he would vote for it. JEDICIARY SQUARE AND THE MECHANICS’ INstTI- TUT Some timo ago, a bill granting the use of the ‘west portion of Judiciary Square to the Metro- potitan Mechanics’ Iastitute, passed this board with a p-oviso that the building should be re- moved alter thirty days’ notices from the Corpo- ration to tbatend. This was stricken ont by an amendment of the Aldermen, and it came up for the concurrence of this board. Mr Bohrer was opposed to the concurrence If the boildings are erected and no provision mad: for their removal, and the Corporation sieuld order their removal within two years, there might be ground for a suit for damages for $20 00. It is best to be safe. Mr. Wallace said the geatleman based his op- position on the Probability of an extension of the City Hall by Congress. ‘The gentieman js not likely to see that day. He and the speaker will be in their graves before Congress makes any such appropriation. It was in- tended, he supposed, to keep it standing till after the next election and then have a gran@ inaugu- ration ball fa It, which would probably pay well ifthe right party turned up The amendment was concurred in BUTCRERS AND HUCKS : A bill explanz:ory of an act “ inereasing the reut of butchers’ stalls’’ was reported by the po- lice committee, based upon a petition from deal- ers in the Western Market. Mr. Turton said that after those stalls were erected it was found that there were not butchers enough to bay them all; and in order to have the etells tken and occupied, the commissioners called in the hucksters, bacon dealers, &c , by whom they were taken. The butche s’ rent is 310, the bucksters’ $25. The latter desire that they may not be ~~ to pay the additional price for the stails which they occupy as buck- sters under the invitation ef the commissioners This bill provides that nothing contained in the act referred to shall apply to those stalls rented to hucksters, though erected for butchers. Mr Orme argued that the commissioners bad bo power to rent those stalls for any Purpose other than that indicated in the law; that such occupancy could only be legalized by a special act of the councils. Mr. Jones moved to amend the explanatory act by providing that the stalls sball be relinguisbed #s soon as required by the Corporation for the original purpose; lost. And the bill was passed. PRIVILEGED QUESTION. Mr. Wallace inquired of the chairman of the select committee on the Centre Market bill if there was a likeiihood 6fa report shortly. Mr. Jones replied that a Teport would soon be Teady, probably next meeting. COMPSTITION FoR THE PRINTING. Mr Wallace introduced a resolution instruct- ieg the ways and means committee to report a bill to give out the Corporation printing, Tocta- ding the collector's tax list, to the lowes! bidder. Mr. Edmonston said it was too late; the tax list was already in hand. Mr Lloyd moved to amend by instructing the committee to inquire into the expediency of such a bill Mr. Wallace said that, a week ago, this ques- tion was mooted; gentlemen said, “Wait, and report a bill to repeal all laws conflicting with alaw”’ Now, we ask to have such » bill reported, and yentiemen say “Why, the tax list is in the printers’ bands, being set up”? He did not care; Le wanted to see the system ended; for by it the poor man was taxed beyond endurance. He nad seen a poor man, who owed $1 50 tax, pay over Sil, and only because of this miserable system. There are now several daily papers in Washington; as to politics, it 1s all nonsense to talk of !t in this connexion, and the Corporation ought not to favor one more than another. Mr. Jones said be was willing to let the gen- tleman ride this horse to death, as he did others; bat he doubted the propriety of depsrting from the old system The tax Ist, as heretofore, might get into the hands of some Paper of ephemeral existence; he cited instances of the cost of departure from the rule—as that of giving it to the ** American Organ.’ The National In- telligencer was a paper that was likely to fast when we should be forgotten, and its files could always be had Mr. Mobun denounced the Present system as a swindling operation. He thought that printing sbould be asx oper to competition as any other business, and the city patronage as fairly dis- tributed in that as otber work. Mr. Orme was in favor of the resolution. The National Intelligencer was a reilable paper; bat there are others as reliable, and equally entitled to this patronage. ’Tis true that the poor man pays for it, and he would, by this fair competi- tion, endeavor to save at least a half of it to im; and a balf saved tothe poor man is « great con- sideration. Rich men’s property is never forced into market. He was opposed to giving it to one maa forever; other papers have as much Tigbtas the Intelligencer. Give it to the lowest bidder. Mr. Powell was in favor of the Proposition, for it did not cut off the Intelligencer; that paper could enter into competition, and if they offered tbe lowest bid that paper would still have it. The joint resotution as amended was adopted. NEW GAS COMPANY Mr mony introduced a joint resolution recom- mending Congress to charteranew pas company. Mr. Ortre asked if there was a petition for such acompany? The gentleman was angry because the present Lycee would not rumpbeir pipes through the Seventh Ward without remunera- tion. If they wanted the gas, let them ask for it. The gentleman comes unauthorized. Mr. Lloyd said he did not know if the gentle- man was a stocktolder iu the preseat company. Mr Orme. “1 am in every company in the city.”” Mr. Lioyd. That accounts for bis zeal. As to the charge of presumption, he spoke the senti- meats pene of the Seventh Ward They had xppealed to the company for gas, and they refused. becanse it did not pay directiy. Now we apply to the Corporation to ask of Congress a charter for a company that will aid them. Such a Company is contemplated by responsible men Messrs. Orme and Lioyd indulged in some ood humored passes. The former asserting that the Seventh ward had been in darkness long enough. and now asked for light. t. Lioyd rejoined by admitting the charge, if it referred to gas light; but if to intellectual light, he would cali for a comparison of repre- sentatives to disprove the charge. The resolu- tion passed, yeas 16, nays 3. THE HAT BILL DEAD The long discussed bay bill was referred to conference committee, which met last night, and st the end of the session, Mr. Mulloy re- ported that they bad agreed to disagree. = Screasme Covar.— Yesterday, Vincent L. Mr. Comingo on Romeltook place lestevens ing, it being on the fine arts in Rome. The au- dience was large and intelligent, as usual. The lecturer commenced by sayifig that Rome was the great treasure house of the intellectual wealth of all ages and countries. He contrasted Old Rome and Young America. While the former was abead in works of art, the latter was unsur- passed in the world in the preety and magnifi- cence of her natural scenery; while Rome in ber palmiest days, after an existence of many ceaturies, could boast only of 4,000 miles of roads, our American nation, after an existence of little over a half a century, operated 25,000 miles of railroad. He spoke of the distinguished ar- tists of Rome in the order tn whic) they had arisen in the profession. Leonardo Diventia, the first artist of distinction, was not only a painter, sculptor, Ee but a scholar. Mictaet An- gelo was distinguished in inting, sculpture and architect Ra was a of all others In painting. Shakspeare was in lit- — aphael was in this branch of the fine The lecturer through the Art led bis audience, as it were alleries of Rome. He pointed out to them the ues and portraits of nearly all the ancient beroes, statesmen, philosophers, and — with whom classic history has made us ‘amiliar. Heled his hearers into palaces de- voted to art, and through halls, lined as it were, with the living bistory and mythology Of the t. Scarcely do we read of a person or scene O ancient history or mythology, but what has been transferred to the canvas or chisel in the everlasting marble. He spoke of the statuary, sculpture, and paintings of the Capitol. One of the most striking figures there was an eques trian statue of Marcus Antonius, who had slain his eight hundred men with his own hand. He was represented as bareheaded and barefooted, at full speed on the back of a fierce charger, his fret dungling stirrupless in the air. Cwsar, Au- gustus, and in fact, nearly all the distingeished characters of ancient times were here Tepresent- ed, either on canvas or in marble. He spoke of the dying Gladiator, a copy of which is to be seen inthe Art gallery Of the Smithsonian, as being among the statuary at the Capitol. ‘The lecturer said that the mind actually he- came bewildered in contemplating all the beauti- fal and magnificent works of art on exhibition in the pablic halts, churches, palaces, and villas of Rome. There seemed to be no end to variety and novelty. He spoke cf Raphael's Inst work, the “Transfiguration,’’ which was indescribably pane The P< of “ The Judgment,” by Michael Angelo, was ihe largest in ler, being thirty by sixty feet in size. This represents Christ ina cloud with two classes of persons, One sent triumphantly to the sunny realms of btiss, and the other hurled down into the awful gulf of despair. ‘The lecturer alluded to an in« terview which be had with Crawford while in Rome. The artist entitled the gtoup which he had designed for the eastern pediment of our Capitol, “The Past of America ” He hoped to frcelve one more order from hix Government. and that for “ The Fature of America.”’ This hope Of the artist, the American beart could not help but regret, had not been realized. The most striking and affecting work of art with which the lecturer had met inall Rome, he accidentally came across while promenadine in beWilder- ment the magnificent art galleries of the old Capitol. It was simply a plain, modest bust of Wasbington. [Prolonge: applause} Pouce Arrairs —Before Justice Willtams Yesterday,Jno. Collins was arrested and marched up to the ‘‘Temple of Justice,”? and accused of a violent assault and battery upon one John De- laney. Itturned out in evidence that Delaney was very drunk on the day in question, and while in that condition went to Pay avisit toa smal! house which he owns in that delectable suburban locality, yclept “Swampoodle,’? with a view to accertaining that no one had shouldered avd made off with it. While there, he went up an alley to inspect the premises, and in #0 doing exposed himself to the vision of Mrs. Collins, who, ii seems, bad rather an unfavorable opinion of Delaney’s honesty, for no sooner did ake be- hold him than she called him “an old peese stealer,’* and other choice epithets of alike char- acter. It seems that Delaney, by making no reply to the remarks of Mrs. Collins, exasperated that lady's husband, who thereupon went out of his house and attacked Delaney with his fists, converting his jolly face into a striking sem- blanee to a piece of underdone beef, and knock- ing him down; and not content w knocking him down, he turned to and inflicied sundry violent kicks npon his prostrate rson. He then went out into the street and called a watch- man to come and take Delaney away, allegin; that he was drunk and disorderly; and the of- ficer, not knowing the facts in the case, took the poor fellow to the central lockup, froin whence he was only relieved by his wife coming forward and paying a fine of $3. Delaney then thought it was his turn, and accordiayly hid Collins ar- rested and brought before the mag’ e, and held to bal in the sum of $300 for his appearance a! the Criminal Court. Tenth Distriet—Refore Justice Rowland.—On Thursday last, Officer Young, of this District, arrested John Gerhardt for d:sorde rly conduct in the publie streets. Itseems that Gerhardt, who follows the bonest, though humble oceupa- tion of rag picking, saw his old enemy, Henr Leisberger, whe buys old iron, in the street, an: behaved ina very disgraceful manner towards him, so much so as to create a small commotion in the peaceful neighborhood whereia the affair eccurred. Lrisberger took a considerable share, also, in the muss, by using a great deal of profane language, and calling Gerbardt hard names. The officer, with characteristic impartiality, escorted both offenders to the Magistrate's office, where Gerhardt was fined $5 and 94 cents costs, and Leisberger $1 and 58 cents cost. On the same day, the boys of one of the public schools on the Island, afer school was dismissed in the evening, passed by the school attached to St. Dominick’s Catholic Church, and pelted the doors and windows with stones, and finally broke the door open. As this was the second or third attack of a similar character by the same Haphig of youngsters, the teacher of the school id complaint before the Justice, who caused warrants to be issued against five of the ring- leaders, who were arrested and brought before the justice, where they were severally treated to a fine of 81 and 58 cents costs, and after receiving a sound lecture {mgm the magistrate were dis- missed, —_ Count or Craims, Yestxrpay.—Blas P. Al- viso agt. The United es. Mr. McPherson, the Deputy Solicitor, closed the argument in this case for the Government. Mr. Phillips replied oa behalf of the claimant, and the case was sub- mitted. Rich’d Irvine, trustee of the Mechanics’ Bank, New York, agt. The United States. This claim originated in the loan of $25,000,000 made by the Government in I1S\4. The petitioner claims that the Mechanics’ Bank took a portion of the loan, under an agreement tbat if any part of it was afterwards made at a rate more favorable to the lender the bank should secure additional stock the amount of (he difference between the rate at which it took the stock and the rate of any subsequent loan. The amount claimed under this agreement is $15,062 50, with interest from the 10th day of July, 1S!4. Mr. Thompron, of Indiana. opened the argument for the cla‘mant; and, without concluding, the Court adjourned. Boston, Fred Ringgold, Alfred Chureb, Samuel Pord,and Wm Danlop, and conveyed them to the central guard-house. The law im- posed a penalty of $5 in each case, which with the costs amounted to $6 15 each—total $19.20— which was secured to the Corporation and the Prisoners were released.
