SPIRIT OF THE MORNING PRESS. The Union, speaking of a self-sustaining postal system, says that, as it understands the spirit of the Postmaster General’s report in re- ference to making the Postal Department self-sustaining one, it is not to be received as @ recommendation either of the main policy of rendering the Department self-sustaining. or of the special measures he suggests to that end, as intrinsically expedient or advisable. That he advises Congress how they may carry into effect their policy without himeelf endorsing that policy ashisown. The Uxson thinks that it would be a blind and narrow policy, indeed, to undertake to lop off from this vast system of accommodation to the people all branches of the service which are not individually re- munerative to the Treasury. ; The Intelligencer, in an article entitled “ Political Self-Accusation,” says that if we find the exponents of Democratic opinion com- pelled to deplore the “ excesses of the popu- lace,”’ and to dread the gradual accumulation of power in its hands,’’ we are, perhaps, war- ranted in drawing the inference that there may be some well-founded basis for the apprehen- sions thus confessed. WH Revotction 1x Haytt.—Captain Higgins, of the schooner North Wind, arrived at Boston from Gonaives, reports that a revolution broke out {1 Hayti on the 22d ult., headed by General Jaffard, in which the citizens joined and proclaimed him President. The towns of Aux Cayes and Jacmti and the southern portion of the Island favor the demonstration against the Present government. asa alan te (7 The Chicago Press says that a young lady, now a sewing girl in that city, bas re. ceived a letter from an uncle in New York, stating that herself and two uncles had fallen equal heirs to the comfortable sum of £27,000, 000, or about $135,000,000, by the recent death of an unele at Calcutta, India, where he had accumu- lated his immense fortune in mercanti!e pursuits. — Homictpe at Lavrey.—Mr. Troma Duvall, residing near Laurel, Piince George’s county, baving occasion to chastise one of bis negroes, for some cause, the negro threatened the life of Mr. D. with an axe, when bis master drew a pis- tol, aimed and shot at his arm, but unfortunate- ly missed, striking him in the side, which Proved fatal. On car- Tying it to the “Sister?” superintending, it was opened and ascertained to contain a beautiful child, and on the bosom of its dress was pinned this inscription : “My name is Emma Frances. I will be four months old on Saturday. ‘The Mother’ will take care of me and clothe me. ‘Take me in” Se U2” A communication in the Boston Traveller states that a gentleman of Boston has made an offer to the Corporation of Harvard College of the sum of $50,000, the income of which Is to be used for the preservation and Agassiz’ wonderful mu- seum; that he refused to have any part of it ex- pended ona building, or in s: aries; and also refuses to bave bis name connected with it. On the application of various éhemical tests, about seven grains of arsenic were found in a portion of the apple, which had been roasted afer the insertion of the poison. Mr. Gippixes.—Mr. Giddings, of Ohio, got himself into a scrape on Saturday last, in the House Hall, which be will long remember. He essayed an abolition speech out of place—the bill for codifying the revenue laws being under consideration—in which he took the liberty of charging the Democratic party with being in favor of reopening the African slave trade, and demanded that some democratic member should answer—yes or no—whether the charge was true or not. Contrary to his evident ex- pectation, his colleague, Mr. Cox, did give him the categorical answer he demanded, em- phatically denying the truth of his charge, of course. Mr. C. then turned the tables upon his veteran assailant, by demanding to know of him—the probable Republican candidate for Governor of Obio at the next election—whether he does or does not favor negro political equal- ity in his State—a doctrine repudiated by a large wing of his party there, though up to this time vehemently insisted upon by Mr. Giddings himself. Refusing to take a Jeseon from the frankness of Mr. Cox, Mr. G. squirmed, wriggled, and twisted out of his dilemma, by proclaiming that he considered negroes justly entitled to political co-equality with the Democrats'—but expressly declined to say that he also considered them justly entitled to itical coequality with the members of his the Republican party! Repeatedly, Mr. Cox put the question to him, and as often did Mr. Giddings refuse to answer the question; preferring to expose thus glaringly the want of good faith—ingen- uousness—in the twenty odd years history of his career in Congress, by at this late hour de- clining to avow, when such avowal might in- terfere with his prospect for further advance- ment, allegiance to the ism in which he has— from beginning to end—altoge‘her lived,moved and had his political being. Seamen, Marines, and other employes, un- der charge of the Navy Department—Number of seamen now in the service is that authorized by law, viz: 8,500; marines, including non- commissioned officers, musicians, drummers, fifers, and privates, 1,895; other employes—at Portsmouth, N. H., 580; at Boston, Mass., 1,409; at New York, N.Y . 1,920; at Philadelphia, Pa., 1,096; at Washington, D. C., ; at Nor- folk, V 1,646; at Pensacola, 665; at Mare Island, 350; at Sackett’s Harbor, 2—total, 8,471. The vessels of war belonging to the Navy are given as follows:—Ships of the line, 10; frigates, 10; sloops, 21; brigs, 3; schooner, 1; screw steamers, first class, 8, second class, 6, third class, 9, tenders, 2; side-wheel steamers, first class, 3, second class, 1, third class, 3, tender, 1; store ships, 3; receiving ships, 5—total, 83. Tax Acquisition or Cuna.—On Saturday, the Democratic members of the Senate assem- bled in caucus, for consideration of the Presi- dent’s recommendation concerning the acqui- sition of Cuba. The sitting was of three or four hours’ duration, and the debate involved, apparently, every phase of the question. The majority expressed themselves favorable to the measure, but there was a great deal of differ- ence of opinion, as to whether a move, in that direction, at this time, would not be prema- ture, and frustrate the very object sought to be attained. It is said, that Mr. Douglas thought there was no danger that the Presi- dent would act precipitately. He was in favor of acquiring Cuba, but preferred to wait the occurrence of an event similar to the Black Warrior affair, and then seize the Island by way of reclamation. This suggestion was not concurred in by most of the other Senators, and itelicited a very animated debate. The result of the consultation was, a determination to favor the recommendation of the President, in general terms, but several Senators refused to commit themselves to any precise methed of action, preferring to be left at liberty to ex- amine the subject more fully. Ransom, of Northampton, a pleasant, handsome, and tal- ented son of the Old North State, who is for the first time in her service as a legislator, though he bas before served her as Attorney General. Hon. Thos. Settle, jr , of Rockingham, Speaker of the House, and brother-in-law of Hon. David 3S. Reid, of the United States Senate, is another talented and promising member, and the young- est man who has ever been elected to the Speak- er’s chair, Wm T. Dorteh, of Wayne; Hon. John Kerr, of Caswell, former member of Con- gos Mr, Flemming, of Rowan; Mr. J. I. ‘ales, o: amance, (a young and very talent: brother of Hon. A MM. Sesion new in Congeaney: Ex-Gov. Postau Revenve.—the reply of Postmaster General Brown, to the Senate's resolution of inquiry as to whether the Post Office Depart- ment can be made eelf-sustaining, is to the effect, that the surest method of accomplishing that object will be by a return to the old rates of postage—that is, five cents on letters for distances under, and ten cents for distances over 3.000 miles.
