The Union, speaking of written Constitu- tions and Popular Sovereignty, says that it matters little in practice to the citizen whether his rights depend upon the whim and caprice of one man or of a number of men, of 2 mon- arch or a mob; that if they are not secured by guaranties, and not protected by laws, superior to the arbitrary will of the ruling power, it matters little in result whether that will be singular or plural; that in our country the people are recognised as the source of all po- litical power; and that for the purpose of re- straining the excesses of the populace the framers of our Government invented that admirable and distinguished feature in our American system of government, the written Constitution, which it argues should be the Supreme law of the land, however much it may interfere with sectional ebulitions of the peo- ple. LL I> The New Orleans Picayune has a private letter of recent date from Tampico, which in- forms us of the restoration of order at that place. The United States sloop-of-war Saratoga had visited the port, and after some inquiry as to the situation of American residents, had proceeded to Vera Cruz. The purport of the recent inter- views between Gen. Garza and Gen Vidaurri, at Vittoria, was the subject of conjecture, the Ppreva- lent notion being that a secession of the three northeastera States from the Republic was to be the result. —_——— Wisconsin.—The message of Governor Ran- dail to the Wisconsin Legislature states thatthe financial affairs of the State are in a favorable condition. The Governor thinks that there will not be more than $200,000 wanted for the Present Year. Liberal appropriations for completing the Janatic asylum and house of refuge are recom- mended. He favors the mortgage stay law, which be thinks has been greatly misrepre- vented, both at home end abroad. He recom- meads legislation against usury, and is op. posed to State assumption. WASHINGTON NEWS AND GOSSIP. Derravpine InpraNs.—Within the past year the Indian Bureau, under the “eee. of an act of Congress, has been issuing # Indians of the Seneca tribe, located in State of New York, bounty land warrants for their services in 1812. The warrants are sent to agent Colegrave, who has charge of these Indians. Recently the agent became aware that certain unprincipled white men, through specious pretences, have obtained sev- eral of the warrants from the Indians for a mere nominal consideration. Mr. Purse, the President of the tribe, has also informed the Commissioner of Indian Affairs that quite late- ly a man has been among his people endeavor- ing to obtain the names of all such as yet ex- pect to receive warrants from the Government. This, no doubt, unprincipled scoundrel, repre- sents himself as an agent of the Government, and tells the Indians that he is sent to procure their names and identity that it may be known to whom the warrants must be issued. He, also, makes them believe that it is essential that they shall pay him so much per head to defray his traveling expenses, do. His object in collecting these names, it is believed, is that be may employ some rascally members of the tribe to procure the warrants from the agent, and then, for a small consideration, assign them to himself. With commendable promptness, the Com- missioner of Indian Affairs informed Mr. Purse that the pretended Government agent was an impostor, and instructed agent Cole- grave to make inquiries concerning his con- duct, with a view to procure his arrest and punishment. In order, still further, to secure the Indians against fraud, the Commissioner instructed the agent, concerning the warrants, as follows : “ That it is expected you will deliver the war- rants to the respective parties in whose names they have been issued, observing due cantion in the identification of each individual, Should the Indians make sale of said warrants, the as- signments must be executed and the considera- ‘ion paid in your presence, and you are required to certify to the fairness of the transaction in every respect.?? Facts ax» Rumors.—A report has recently been received from the superintendent of the mint at Philadelphia, stating that he has as. suyed some parcels of gold taken from various places within ten or fifteen miles of Henry Creek and the South Fork of Platte river, which proved to be of a fineness equal to 963-1000; and that it was worth a fraction over twenty dollars an ounce troy. This is su- perior in quality to California, and fully equal to Australia gold. The aggregate increase of pay to naval offi- cers to result from the passage of the bill re- cently introduced to the Senat? by Mr. Mallo- ry. is set down by a newspaper correspondent at $555,000. We are inclined to think that there is some error about this, as no calculation in the premises has, as yet, been made by offi- cers of the Department. It is said that the House Committee on For- eign Affairs matured and will soon report a bill authorizing the President to take the ini- tiative steps for the purchase of Cuba. The amount of money placed at his disposal will be $30,000,000. The Democrats on the com- mittee all favored the proposition, while all the Republicans opposed it. It is said that the Senate Naval Committee have agreed to report a resolution authorizing the President to confer upon Commodore Siew- art the rank of Senior Flag Officer on the ac- tive list, as a recognition of his services. The President, it is said, does not approve of the Pension Biil which recently passed the Hlouse, but believes that the admission of the principle it involves would opon the door to such unlimited claims as to bankrupt the Gov- ernment. It is hardly likely that the bill will pass the Senate. The Washington correspondent of the New York Herald estates that the Administration is fully assured that the differences with European Powers regarding Central America are in the way of being honorably settled; and if present negotiations are notfinterrupted, a few months will place us in the position we desire. The Administration cannot make public the nature of these negotiations at present Itis said that J. Buchanan Henry, private secretary to the President, contemplates resign- ing his position at the close of this session, and settling in New York to practice law. Tue Nortagrn Route to tae Paciric.— We learn that Col. Nobles, late Superinten- dent of the construction of the Fort Ridgely and South Pass wagon road, during the past season sent out a party to examine the route for the proposed road from St. Paul’s direct to Fraser river, and also to “prospect” for gold in that region. This party write in high terms of the facilities of the route, Pronouncing it the best across the continent. They sey that of the whole distance not more than twenty miles fail to be susceptible of settlement, or lack timber, water, or grass. They insist that the Fraser river gold mines will prove as rich and extensive as those of California or Aus- tralia, and that on that route, in two years, the traveler will find a good hotel at the end of every day’s journey across the continent! They add that the British Government is now surveying a railroad route from the head of Lake Superior to Puget’s Sound, the pro road for its whole length traversing the richest and most productive region in all the North- west; and really presenting less obstacles in the way of snows than other Proposed routes laying further South. They argue that the remarkable dryness of the atmosphere in that quarter will prevent snows from falling there toa greatextent. Col. Nobles informs us that Minnesota is building her railroads to connect with those of Britain, as described above, and that the British capitalists propose to have theirs cross the Canada line between the head of Lake Michigan and Lake Superior, running thence through the disputed tract, the States of Wisconsin and Minnesota to Fort Union, on the Missouri river, and thence through British territory to Puget’s Sound. SUPPRESSION OF THE AFRICAN SLAVE Trane. The amendatory bill for the Suppression of the Slave trade, submitted to the Senate Thurz- day by Mr. Seward, provides as follows: That in addition to the vessels now so employed, the President is authorized to employ ten steam vessels, properly equipped, to cruise on the coasts of the United States, Cuba, Africa, or elsewhere, where he may suppose attempts likely to be made to carry on the trade in con- travention of the acts of Congress. It confers the power on the Legislature of any State to pass laws Prohibiting foreign slave trade within its limits, and to declare such punishments as it may deem expedient consistent with the Constitution of the Untted States. All vessels are prevented hereafter from depar' any port of the United States for Pytediame’ Africa until due notice is given of the intended voyage to the District Attorney of the United States for that district ; the Attorney must then cause an examination to be made, and continued unti! her actual departure, to as- certain whether she be designed directly or indirectly for the slave trade.
