SPIRIT OF THE MORNING PRESS. The Union, speaking of the ‘ Postmaster General and the New York Times,” that paper having charged the Postmaster General with extravagance and folly in executing a law of Congress directing the establishment of an over- land mail route, says that aside from the mere question of responsibility for the establishment of the overland mail, the Times cannot fail to see that it was not a revenue messure. The Unton is convinced that the Postmaster Gen- eral, in putting into operation the route, knew perfectly well that it would entail a serious tax upon his Department; but it was estab- lished for important State reasons. It was in- tended to open up to settlement the great inte- rior of the country, to create highways between the Atlantic and Pacific, and to invite travel across the continent; and, in the opinion of the Union, it is abundantly justified by considera- tions of State poliey. The Intelligencer is devoted to congressional Proceedings and news to-day. {™ The tobacco crop of Ohio for the past year is estimated to be worth $3,000,000. 1" The Central Park skating pond in New York has been visited by thousands of PFrsons, several of whom on Monday, got their ears frost Ditten I> A few nights ago some balfa dozenslaves belonging to Mrs. Barnes, Oliver Johnson, and others, inand about Morgantown, Va., ran off upon the ‘“‘anderground raUroad.’’ icp The Delaware Legislature, it is said, wil Pass the act granting lottery Privileges so as to aid the construction of railroads in the State, Without involving the State's credit. _—— {>> The State Prison Inspectors of New York have made a report in the case of Moore, the con- vict, who died recently in Auburn State Prison after undergoing the punishment of the shower- bath. The inspectors review the facts of the case, arrive at the conclusion that the man really died in consequence of the excessive punishment, and yet exculpate the officers of the Prison from blame. But while the Prison officers are exempt- ed from the penalties of misdemeanor in this par- Ucular case, the Board recognize the danger which attends the unregulated use of the shower- bath in Prisons, deeree its total abolition asa means of punishment, and forbid its use under any circumstances unless by advice and direction of tne Prison physician erent Naval .—Flag-otticer McIntosh, of the U. 8. home squadron, bas been obliged to return home on account of ill-health. They report meeting with British vessels Diadem and Czsar, now lying outside of Greytown.
