On Sunday night last, about balf-past six o'clock, a force of about twenty strong men—friends of the deceased, and under the lead of bis brother—assembled ata place that had previously been determined upon, and marched down Congress street. Mr. Grant, who oceupies the store underneath the suspected room, was called upon, and gave the crowd eve facility in bis power, assuring them that they should be afforded an admission. Before the person who had the key could be reached, the impatient crowd resolved upon forcing an en- tance, and they did so. The door was unlocked with a crowber, and the room was instantly filled ‘with indignant men. Their suspicions proved correct. Michael Price was found upon a dissecting board it had been operated upon but little. His brother first recognised the remains. The plan which is said to find most favor in their committee room, is by an issue of treasury netes and the modification of the tariff law, to increase the receipts under its operation. Our impression is that how to modify the Tariff jaw to that.end—whether to do it nominally to that end, but for the most part to the end of putting the people’s money in the pockets of American manufacturing capitalists rather than into the national treasury, is really the stumbling block in the way of the rendition of & speedy report on the subject. It is believed to be the policy of the chair- man of that committee to recommend but slight changes in the tariff law this winter, and those wholly with the view of increasing the revenue. In this policy he is doubtless sustained by the anti-protectionists associated with him; but it is very questionable with us whether they will not be eventually borne committee may recommend. The prospect pension bill will, of course, greatly affect their recommendations; as, if passed, that will ne- cessitate the raising of some twenty-five mil- lions of dollars more revenue for the next fiscal plain elsewhere to-day. Schuyler Colfax, of Ind., will shortly give notice of his intention to in- new Territory, embracing the South Platte gold diggings and portions of Kansas, Utah, and Nebraska. The proposed Territory will the Rio Grande and Platto rivers. Sottlers desire the name of the Territory to be Colona, but it is probable that another name will be adopted.”’ A Cauicrarnic Imrnovexcxt.—A friend gave us, a week or so ago, a pen made of India rubber, patented, as per the mark upon it, on the 5th of May, 1851. We have used it alto- steel pens of good quality. The one now in our hand has already accomplished 2s much writing as any twenty steol pens we ean find, yet it is at this moment as serviceable as when first dipped in ink. So far it has not corroded pon. In all respects it writes just as a quill pen writes; being equally as flexible and agreeable. Those who write much are aware that it involves far less physical labor to write with a quill pen, than with cither those of gold or steel ; and in cases where much writing is required, the economy of labor in the pro- cess is a matter of considerable importance From present appearances we see no reason to judge that this said India rubber pen will not be as serviceable at the end of a month, as now, at the end of a week's very hard service. It affords us great pleasure to bear such testi- mony in all cases wherein we are satisfied that mechanical inventions really involve practical progress. Tee War or 1812 Pension Brtu.—The closer we ecrutinize the Prospects for the en- actment of this measure into a law in the course of the present session, the slighter they become, in our judgment. Indeed, the state of the national treasury is such, as that to pass the bill now, will be on the part of thoso voting for it a practical invitation for the establish- ment of direct taxation, or a return to a system of duties on imports involving the highest rate of taxation ever dreamed of by the most ultra advocate for protection. The bill calls for the Psyments under it from the commencement of the carrent Congress, which will necessitate a draft ot about twenty-five millions of dollars under it up to the first of January, 1866. That is, for this year’s and last year’s payments under it. In the meantime, the deficiency in the revenue. estimated by the Secretary of the Treasury for the next fiscal year, is about seven millions of dollars, and the amount of out- standing obligations of the Government to be liquidated (treasury notes to be redeemed) in the same time is twenty milliops more. Or, in all, with the passage of this bill, the revenue to acerue will fall fifty-two millions of dollars short of the aggregate sum that must be paid. How it can be paid without a resort to direct taxation or doubling the duties now assessed on imports, we cannot well imagine. Tux Pay or Navat Orvicens.—The bill re- ported yesterday by Senator Mallory to in- crease the pay of the naval officers, we trust, will promptly become a law. No other class of Government employees are so poorly paid. If those desiring retrenchment in governmental expenditures will take the trouble to examine the Navy Register, and ascertain what the pres- ent pay of the officers really is, that no objection on the score of economy will be made by them toits enactment The in- crease proposed is as follows: To captains and éommanders, in addition to their Present pay, one per cent. thereon for each full year of ser- vice; to lieutenants, masters, and passed mid- ehipmen two per cent. addition to present pay; to surgeons of all grades, pursers, and engi- neers twenty-five percent. on their present pay; to professors of mathematics the same as is now received by professors of the Military Academy; and to boatswains, gunners, carpenters, and sailimakers five per cent. on their present pay (Jess the two per cent. allowed by the act of 1854) for each full year of servic. Increase or tae Navy.—In accordance with the Department’s recommendation, Sena tor Mallory has reported from the Naval Af- fairs’ Committee @ bill for the construction of ten Propeller sloops-of-war, to be capable of carrying the heaviest armament, yet of draft to enabie them to aseond rivers where but few United States naval vessels can now go. They are to have great speed. When the Committee on Territories shall be duly reached in the cal! of the committees com- menced in the House Hall yesterday, the bill for the admission of Oregon as a State into the Union will be reported back and put upon its passage, if a majority of the Honse favor the Project at this time. Of that fact, we have but little doubt. So we anticipate the passage of that measure through the House at an early day.
