WASHINGTON NEWS AND GOs sir ——_—_ > New Year's Day Hene.—Nearly half the stores and other private business places in Washington are closed to-day, the custom of keeping the first of January as a holiday hav- ing become very general in the Fees tropolis. In the Executive Department’ no business is done to-day, as all in pabtic pea ployment here on salaries devote it to making the President, and congratulatory calls upon by x other principal government fanctionaries, their own and their personal friends. Atanearly hour this morning, it being evident that the late over- fluid weather was passing away, Pennsylvania avenue exhibited signs that we were to have the usual gayeties of the occasion in all quar- ters of the city. At noon, thousands on thou- sands were out on foot, and in vebicles, prow coeding from one hospitable mansion to another, whercin all were welcome, and in many of which an abundance of good cheer was duly spread for ail. At Ila. m. the usual diplomatic New Year's Day reception took place. and was attended by every gentleman now in Washington connected with either foreign legation; who made a bril- liant picture indeed. in full official dress, as they were, and attended by the ladies of their respective families. At haif-past eleven, the officers of the Navy and Army,in full dress uniform, (the latter wearing the hat recently introduced into the service,) followed in paying their compliments to the Chief Magistrate. They presented a very fine appearance, indeed, and as they lin- gered about the room contributed greatly to the liveliness of the scene. At noon, precisely, the great gates of the Executive grounds were thrown open, and a dense mass of the sovereigns, of all pursuits and degrees, marched up to the portals of the White House to pay their respects to Presidery Buchanan. These matters were managed, rs usual, under the direction of the efficient and popular Marshal of the District of Columbia, than whom no other ever conducted the trying ceremonies of the occasion with more true EVENING STAR. The Union, speaking of ‘The South and the Slave Trade,’ says that it is perfectly convinced that the people of the South are as thoroughly opposed to the project of importing savage Africans into the bosom of Southern society, as they could be to any revolutionary proposition; that the landing by stealth of a single vessel on the coast of Georgis, laden with a few scores of these miserable beings, has little other practical effect than to test the Vitality of the laws which prohibit the traffic; and that th uth probably owes it to itself to vindieste its real sentiments ex the subject by expressing them in unequivocal and em- phatic terms through her State Legislatures. The only point in his communication worthy o° particular comment, is the fact that it em- beaces an opinion from the Attorney tor the Corporation of Washington, involving, if it be correct, a necessity that the Avenue railroad bill passed by the House shall be amended by the Senste so as to render assurance that the power to tax the road for municipal Purposes and to regulate its rates of fare will vest in the Corporation cf Washington, doubly sure We have consistently contended, as all readers of the Stor well know, that this power and security should be so vested. If the lawyers of the House of Representatives who passed the bill in the bolicf that it does vest such power and authority in the Corporation are wrong in that opinion, as Mr. Carlisle's professional opinion intimates, we trust that gentleman will take due care to suggest to some Senator the amenc- ment which his better knowledge of the defects of our local law may indicate to him as being requisite. There need be no fear that Con- gross will not promptly follow his suggestion made for that purpose. So far as the Inteligencer’s correspondent's voucher for the fact that no member of the Washington Councils is likely to essay to grind his own “‘axe” or the “axe” of ary one else in connexion with this matter, we may not inappropriately ask—who, pray,will vouch for the voucher himself ?—that he is not grind- ing an ‘‘axe"’ in airing the immaculacy of the members of the Councils, one and all, and in Prompting delay in the construction of the railroad for the accommodation of passengers between the Capitol and Georgetown’? If the editors of the Ivtelligencer will visit the Coun- cil chambers they will see in attendance there, almost as regularly as the bodics mect, a citizen who grinds bis and the axes of others there as freely as—in the local columns of the Jatelligencer itself; who is, doubtless, now la- boring with might and main to turn the con- struction of the proposed Avenue railroad to his own pecuniary adv antage. As the Intel/igencar loans to a correspondent its columns through which to sneer at the Star, we feel called on to speak thus plainly to it, however much we may regret the necessity for 80 doing. Though, as he says, the Star is a Penny paper, it furnishes its patrons nearly double as much reading matter at that price, as the Intelligencer furnishes its patrons for a Sixpence, and its daily cireulstion is three times that of the Intelligencer; while its read- ers within two hundred miles around Wash- ington city, number four for every one who Treads the daily Intellicencer. So nothing whatever is to be made by sneering at the Star, which, in these Progressive times, will neither lessen its circulation, nor deter sensi- ble people from availing themselves of the re- markable facilities for reaching the public eye its edvertising columns afford. Oar venerable neighbor--the Inte/ligencer—has been sound asleep for the last decade, and docs not realize tbat the world in these times look to the maga- zines for essays, and to the cheap and exten- sively circulated newspapers for their daily news rexding, and their facilities of communi- cating with the public in matters of business.
