The Union, speaking of the resolutien that. has been offered in the House of Representa- tives, proposing the enactment of a law refer- ting the appointment of Governors, Judges, and other Territorial officers to the people of the Territories at the polls, considers it the ne plus ultra of the theory of squatter sover- eigaty, being unable, it says, to imagine a single evil that the proposed mode of appoint- ing Territorial officers would avoid, or a single practical advantage that it would accomplish. The samd paper speaking of the result of the suit of Passmore Williamson against Judge Lewis, thinks that there is a lesson in this case which is applicable to both sections of the Union. . The Intelligencer is devoted to Congression- al proceedings and news to-day. _ +o WASHINGTON NEWS AND GOSSIP Tax Arrain or tus Waxperer.—We find that the Government officers in this city, un- der whose official cognizance the affair of the yacht Wanderer properly comes, are satisfied that though she brought no negroes herself from Africa, she made the voyage as a tender to a vessel, since scuttled and suns, that did bring the cargo, numbering 330,recently landed on the coast of Georgia and run up into the in- terior, and already scattered on different plan- tations in Georgia, South Carolina, and Ala- bama, so as effectually to defy pursuit and reel: tion, as that is defied by the current system of spiriting off fugitive slaves by and through the agency of the underground rail- road organization throughout the North. The Wanderer’s part of the affair, as under- stood from what has reached the Government officers here, was, on the voyage, to act as the slaver’s tender and decoy—a decoy whenever it was necessary to spread sail and draw off from the ship conveying the forbidden cargo the attention of pursuing vessels, her appearance at a distance being just that of aslaver; while, on being overhauled, nothing whatever toiden- tify her with the slave trade could be found upon her. On reaching the coast of Georgia, her mission is understood to have been that of landing the negroes from the other ship. While we have no doubt whatever that such is the histery of her connection with the slave trade, believing that the community—that of southern Georgia—among whom her offence is cognizable to the law, entertain pretty mueh the samo opinion of the law under which those concerned in her operations must be tried, as New England generally entertains of the fugi- tive slave law, we are inclinad to think that the effort to execute the anti-slave trade law in her case will be as abortive as efforts to reclaim fugitive slaves, by operation of law, in New are, now, notoriously. All this isem- inently suggestive of «‘ fodd for reflection.”’ Taz Weatuer—though such in this region for six weeks past as to give folks in the cities “the blues,”’ aad to half smother those in the country in interminable mud,—has been really a godsend to the public interest. For a long Previvus season so little rain fell as not only to destroy much of the yield of Indian corn in all directions that should have been gatherad in the fall; but to do infinite damage otherwise We here refer to the drought’s effeet in short- ening the fall pasturage in half the S‘ates of the Union, and in doubling the labor of preparing the land seeded down this season to wheat nearly everywhere—and, further, ia rendering unprofitable, for the time being, every description of mechanical ljabor—milling, tc.,—that required a medium supplyiof water in the streams to be profitably conducted. ‘The drought was, therefore, really a national calamity, though its disastrous consequences were not and never can be duly appreciated by the populations of the cities. Until very recently, it has injured the business of the country, as we explain above. Again, how- ever, thanks to the disagreeable weather of the last six weeks, the earth is saturated with rain, the streams are full, and the wheat crop has obtained from the extraordinary falls of rain, the remarkably mild weather for the Season, and the total absenco of fall fly, (wher- ever we have heard from) a full start, finer than almost any previous one within the mem- ory of man—a start which bids fair to make up to the farmers their losses from the extra- ordinary prevalence of the rust that scourged the country in all directions last summer. We are, therefore, no grumblers on account of the mud now in the streets of Washington, and the late juiciness and disagreeability of the weather generally, because knowing well that these things are but forerunners of increased ability on the part of our country neighbors to spend money liberally with those in trade in the Federal Metropolis. -Mcworanpa or Current Ixrernest.—The story that the recall of Lord Napier is the re- sult of bis intimacy with Southern American statesmen, is a source of no little mirth here. It is worthy of the peculiar igenius of Mr. Charles Sumner, to whose fertile brain its au- thorship is attributed. ‘Lhe on dit is that he, not long since, made = quasi complaint to the British foreign office to that effest. Secretary Cass entertained the Commiitees on Foreign Kelations of the House and Senate, at bis residence yesterday, with a sumptuous dinner. The corps diplomatique dined with the French Minister, Count Sartiges, yesterday, at bis residence on Georgetown heights. Senator Wilson’s amendments to the Pacific Railroad bill seem to be ingeniously prepared, with a view to postpone its construction until after the next Presidential election, when he hopes 2 Republican President will have the selection of the route. The Senate Post Office Committee, it is said, will shortly bring forward a Proposition chang- ing the present system of ocean mail service, and abolishing the franking Privilege. Their intention is believed to be to allow no more for the transportation of the ocean mails, in any service, than the postage received from that particular source. The Department is under- stood to sanction the adoption of such a rule. The Committee on Foreign Relations of the House, it is said, will report s resolution au- thorizivg Consuls to receive presents from for- eign Governments, which, it is to be hoped, will wet pass, as it may open the way for cor- ruption of Government agents abroad. Judge Watrous is said to deny any intention to resign.
