Tue Exctist ano Montcomgey Arrairn —- Card from Mr. English.—My attention has been called to the statement inserted in the Wasbing- ton papers of yesterday, at the request of Hon. Wm. Montgomery, purporting to give an ac- count of bis rencontre with me on Saturday last. 1 propose saying but few words in relation to it. {neither know nor care who the parties are who made the statement, as it carries on its face conclusive evidence of its partial and ez parte character. That different versions of such an affair should exist, might be expected ; and that the part that I took in it should be grossly mis- Tepresented, occasions me no surprixe whatever. [neither seek, nor have sought, eny dif- culty with Mr. Montyomery—I shall avoid none When I met bim on Saturday I was not aware, (nor am [ yet,) that | had by word or deed given pim any cause for offence; and when in friendly recognition | extended him my hand, I addressed bim in terms courteous, polite and gen lemanly. This fciendiy salutation was met in a rude and insulting manner, which I resented, on the tn- stant, inthe most effective way then in my power. December 21, 1558 Fioatixe Arovxp Loose.—The following statements concerning matters in this city bave obtained eurrency through newspaper correspondents, private gossip, & The Senate and House Committees on Naval Affairs had a joint meeting this morning to confer with the Secretary of the Navy in re- gard to the propriety of carrying out his re- commendation for building ten new steam sloops. The House Committee are said to be rather adverse to the measure, but it is be- lieved they will ultimately concur in the re- commendation, on account of existing exigen- cies. Senor Mata, who is here as the Minister of constitutional (Juarez) government in Mexico, paid General Cass a visit on Saturday, and was at the White House yosterday. His of- ficial reception, it is thought, will not take place until the Administration is satisfied that the Juarez party in Mexico can sustain itself in possession of the government. Professor Alexander, who was engaged to bring about a uniform decimal currency be- tween this country and England, bas failed to accomplish that object, and is said to have ap- plied for a further advance of funds, in order to c-ntinue his labors, and to bave had bis ap- plication refused by Seeretary Cobb. The House Committee on Ways and Means are cutting down the estimates of the various Governmental departments fearfully. The Civil and Diplomatic, and the Legislative, Ex- ecutive and Judicial Appropriation bills, are believed to be already prepared it is said that the Senate Committee on Ter- ritories will not report the bill to organize a government for Arizona, unless a similar one for Daecotah accompanies it, and this cannot te done until the Indian titles to the land are ex- tinguished by the confirmation of treaties al- ready made with them. Three of Fillmore cabinet—Crittenden, Stuart, and Conrad—with othergleaders of tLe Whig party, are consi ering ways and means for resuscitating that party. The Post Office Department intends to prose- cute in all casesof borrowed franks to cover Private correspondence, where the offence can be traced to the guilty parties. An effort will be made to instruct the House Committee on Territories to report a bill re- pealing the English Kansas bill. It is to be presented as a test question Charles L. Weller, Postmaster at San Fran- cisco, to whose confirmation Senator Broderick bas exhibited decided hostility, prepared and forwarded to members of the Senate and others copies of @ pamphlet, defending his character from charges brought by Henry L. Goodwin and R.K Porter. It is stated that an effort bas been made by parties opposed to Weller to gain possession of these Pawpblets, so as to prevent the Senate from becoming acquainted with the facts therein set forth. It is rumored that the Hon. Wm. Mont- gomery goes to Paris next week, to enjoy the advantages of the fire treatment. Report says that the President has deter- mined to nominate Commodore Stewart for restoration to the active service list. The Commodore was retired by the late Naval Board. On the whole, Mr. Montgomery’s efforts at explanation have so far resulted quite as un- fortunately as his attempt to ‘‘cut”’ Mr. English by applying the term “puppy” to him in re- turn for s courteous and friendly salutation. Tue Nava Nomtxations.—The prevailing belief that the Naval renominations were sent to the Senate to-day, caused the congregation of a considerable number of gentlemen person- ally interested in them, as wellas other Naval officers, at the Capitol this morning. They all have our heartiest wishes that each may find his name on the list. — Nournatep.—We learn that the President has transmitted to the Senate the nomination of Mr. C. P. Sengstack, of this city, to be the Warden of the District of Columbia Peniten- tiary. ——_—___-+e-________ CONGRESSIONAL. Thirty-fifth Congreas—Secend Session. Is tue Senate, yesterday, after our report closed, the debate on the Pacific Railroad was continued. Mr. Wilson offered amendment, to the effect that the road shall commence from a point on the Missouri river, between the mouths of the Big Sioux and Kansas rivers, and be continued to San Francisco, and that the route shall be located by a Board of Commissioners. Mr. Foster moved to amend so that all iron entering into the construction of the road shall be of American manufacture; agreed to, by the following vote : fe Messrs. Allen, Bigler, Broderi k, Colismer, Crittenden, Dixon, Fessenden. «, Hale, Harian, Houston, Kennedy, Thompson of Kentucky, Toombs, Trumbull, Wade, Nays—Messrs. Bates, Bricht, Clay, Clingman, Davis. Note. —It was Mr. Rice, not Mr. Broderick, as stated in our report yesterday, who intro- duced the bill to organize the territory of Da- cotah. Ix tax Hovse, in Committee of the Whole, the debate on the Pension bill was continued. Those who favored the bill, were Messrs. Smith of 1il., Cobb, Giddings, Bennett, Jew- ett, Wright of Tenn., Savage, Underwood, and Maynard; and those opposed to it were, Jones of Tenn., (to the amendments only,) Nichols, Curry, Washburne of Me., Davis of Md., and Keitt. Without taking any action, the Committee rose. The House then concurred in a joint resolu- tion from the Senate, to adjourn on the 234 inst., until the 4th proximo, by a vote of yeas 98, nays 94. Mr. Stanton introduced a resolution calling on the Secretary of the Treasury for various statements concerning French and English im- ports to this country ; adopted. Mr. Goode introduced a joint resolution, looking to the sale of government real estate in Petersburg, Va.; referred. Adjourned. Preceedings ef To-Day. Is Tug Sexats, to-day, the bill authorizing the President to pay over certain moneys to Hiram Powers, was called up by Mr. Pearce, and passed. . Mr. Thompson offered a resolution authoriz- ing the Sergoent-at-Arms to employ an addi- tional page in the place of Reagan ; rejected— yeas 15, nays 39. Mr. Chandler moved to take up the bill ap- eepeesoe to deepen the channel over the St. lair’s flats, taken up. Mr. Bright reported, from the Committee on Public Buildings, that the new Senate cham- ber could be got ready for Occupancy by the 4th of January next. The report recommends that the Superintendent of the Capitol Exten- sion be-instructed to have the new Senate chamber in readiness for their occu cy by the time specified, and that the Vice-President be authorized to appoint a committee of three to make the necessary arrangements; laid over. _ A resolution was adopted calling on the Pres- ident for correspondence with the Mexican Government. The Pacifie railroad bill being taken up, Mr. Ward was addressing the Senate in favor of a Southern route when we went to press. Is tae House, to-day, Mr. Kellog asked leave to introduce a resolution requiring a bill to be reported providing that the peop!e of the Territories ghall elect all their local officers, pay the expenses of their local government, and enjoy the immunities generally which apper- tain to citizens of sovereign States. Also, that the Territories shall be admitted as Sta‘ whenever their population is sufficient to e title them to one Representative; leave not granted. _Mr. Phelps reported the annual consular and diplomatic and army appropriation bill. _Mr. Cavenaugh asked leave to introduce a bill for the organization of a territorial govern. ment for Dacotah and for other purposes ; leave not granted. Mr. Phelps, movod to set apart a half hour each dey for the reception of bills for refer- ence; not agroed to. The bill tor pensioning the soldiers of the war of 1812, and Indian wars of that period, was taken up. Messrs. Atkins and Kunkel advocated it. Mr. Sandidge opposed the bill, on the ground of cost. Mr. Whiteley wished to amend it, so as to exclude the soldiers of those States, the Legis- latures of which refused to place their militia under the charge of the President, or refu: to allow their employment without the limits of their own States. Mr. Davidson was in favor of the bill, but opposed Mr. Whiteley’s amendment, which was rejected. . Mr. Sherman offered an amendment provid- ing that the pension shall be enjoyed only by idiers of the regular army, and that the pay shall not exceed the rate paid toa private sol- dier. He was in favor of the pension system, but wished the same discrimination to be ob- served in this bill that is made by the law pen- sioning the soldiers of the Kevolution. ‘Mr. Giddings opposed the amendment as un- fair, and furnished an apt illustration of its unfairness. Mr. Gartrell was also in favor of Placing the officers and soldiers on an equal footing—grant- ing them the same amount of pay—but was not in favor of disdriminating as to the length of re rales t.
