Hatton, resigned. Oa motion of Mr. Dunnington, the nomination was confirmed. Mr. Dunnington presented a communication from H N. Gilbert, Esq , in relation to Lee & Larned’s self-propelling steam fire engine, and calling the attention of the City Councils to the same; referred to fire department committee Mr Riggs, from the finance committee, report- ed, by way of amendment, a substitute for the joint resolution from the lower board authorizing # suit against Jobn M. McCalla, late city collec- tor, and bis sureties; which was . Mr. Thomas Miller, from the improvements committee, to whom was reported a bill author- izing the grade to be changed on Twenty-second street west, between K and L streets north, sub- mitted a w:itten report adverse to the change pro- posed to be made Mr A.W. Miller moved that ther ed with the proceedings; agreed to Mr. Smith, from the police committee, Teported 8 bill from the lower board to increase the sala- ties of the clerks of the Northeru, Eastern, and Western Markets, with a recommendation that it do not pass. The question recurring upon a third reading of the same, it was lost Also, from the sane commiitee, reported a bill from the lower board authorizing the erection of a@ market-house in the Seveuth Ward, recom- mending tts passage The bill being taken up for a third reading, Mr. Moore stated that he thought the locality eae Proposed building should be stated iu the bill. Mr. Smith said that that matter was not es- sential, and hoped the bill would 3 in its present form. The lower board ha emed to tuiak it best to leave the location to the Mayor acd one member from each Board. It was po- posed by them to havea meeting called in the Seventh Ward, and let the citizens of the ward have a voice in determining upon a site to suit thelr wants Such a course would, in his opin- jon, be the best Mr. Taomas Miller did not see a necessity for any market at all in that Ward. In the present condition of the Corporation he deemed sucha notion perfectly intxpedivut. He should vote against it, first, because there was no necessity for one; and second, for the Teason that the Suances of the city did not admit of it Rather toan lacrease the markets, be thought there was & necessity for abridging them. It wasa useless expense of money. Mr. Smith thought the gentleman from the Se ad Ward was wrong somehow to-night, he was surprised at bim ‘ir be did not sincerely believe that he was in bis sober senses » he should think he had drank a bottle of champagne before coming here. He (Smitn) did not think that the question of a necessity for a mark-t would be disputed by any member of the Board. The peo- ple of the Seventh Ward were a people mostly who bad to work at their trades during ten hours of each day, and bad not leisure to walk the long distance to the Centre Market It wax a large Ward, and its people were Spread over a larve space. On the score of economy, he could say that every market house in the city had almost, if not ©, paid for itself. He could erect a building, for tea thousand dollars, and pledge himself to return every cent of the money to the Corporation in ten years. The only thing that badever been given to the Seventh Ward was the arsenal and penitentiary, and that the Cor po- sation had no hand in. He ‘asked gentlemen io look calmly at the question, at the long distance her people had to yo to market, and then ask thems+lves if the people did not surely need the establishment of a more convenient place to pur- chase their provisions. He would guarantee that the residences of a major Portion of the citizens of the Seventh Ward was three quarters of an Lour’s walk from the Centre Market. Common Council —Mr Powell, after the read- ing of the journal, said that the Secretary’s jour- nal appeared to be correct; but it was frequently imperfectly published in the Paper which was paid for its publication; and he gave notice of his intention to introduce a measure to secure the correct publication of the journal. The court decided that the suit could not be sustained, and the claimant was not entitled to recover. His plan has been to engage, on the other side of the water, a very heavy troop of the finest living vo- cal artists, at ed necessary cost, and to rely wholly upon their intrinsic merit, which bas never been exceeded, if ever before equalled in this country.
