A Marcer Hous in rie Sevenra Warp. ‘The recent movement in our City Council look- ing to the erection of a market bouse in the Sey- emth Ward, has excited considerable discussion among the citizens of the Island as to where is the proper location for that improvement. It is obvious that the intention of the Council, in pro. posing the erection of a market in tha: section of the city, is the accommodation of the citizens of the Ward generally, and henee, it will be con- ceded, that the most suitable location is that which will be most convenient to all those re- siding there. it must also be remembered that # market house is erected for future as well as present convenience, avd therefore, the Probabil- ities that those paris of the Wsra now urim- proved will ultimately be built Up and occupied, tnust be taken into consideration. The Island section of the city comprises a great deal of what is now uneecupied iand, but there is no reason to believe that ic will not be entirely built up at an early future day. Already numbers of those owning lots in the southern section have made arrangemeats for building upon them. During the past season quite a numbe; of houses have been erected in the centrai pert, and the iarge unimproved commons in the easte C- tion, are eucroached upon each successive year by the growth of the city To locate a market house then. it {x apparent that the point most desirable is that neatest the eographical centre of the section of the city Proposed to be accominodated. There would in that case exist no good cause for coniplaint on the part of any of the citizens, inasmuch as all would be accommodated, as nearly as possible, in aa equal degree. : At present the Population of the ward !s divided inte three groups, situated in its extreme north- eastern. northwestern and southern corners, and extending from these Points towards the centre. To locate the market house with a view to ac- commodste especially any one of these groups, Would be a manifest agyrievance to both the others. And, in fact, were « location at all re- mote from the centre to be selected, one or two of the groups would hardly be benetitted by the Proposed improvement. We are inclined to be- lieve that the most eligible situation would be Within the area bounded on the north by H street, and the souih ty 1 street, on the east by Four- and-a-balf street, and on the West by Seventh street. Tbis would make it convenient to ail of the three groups mentioned above, and likewise to the eutire ward, whenever it ‘shall become wholly occupied; and at the same time it will be the most eligible location for the accommodation of the butchers, huckaters, and others. who would bring produce to the market for sale. Within this area there is Plenty of unoccupied and, well situated, and Procurable at a low figure. It is to be hoped that in makinga selec- tion our City Fathers will be guided by the con- siderations set forth above, and not suffer them- selves to be influenced by the representations which parties, interested in baving the market house located elsewhere, may use to accomplish thelr respective purposes. Ciacuit Covat—On Saturday last the Court had up for consideration before a jury the action of trespass, brought by Henry and Augustus Kropp against Messrs. Sibiey & Gay, for enter- ing on premises in their Possession and tearing down a house there occupied by them, thereby injuring and destroying their stock in trade. The defence set up y Messrs Sibley & Guy ‘was that they were the owners of the Property ; that although the Messrs. Kropp bad held sai premises a» their tenants, yet that, at the time of their entry and of tearing down said house, the tenancy of Messrs. Kropp bad expired. There were two questions in the case—first: Had the tenancy of the Messrs. Kropp expired when the defendants entered on them? Second - If so, bad the defendants the right to enter ax they did? The defendants contended that they had the right to enter as they did, and at their instance the Court instructed the Jury as follows: If the jury sball find, from the whole evidence afore- said, that said plaintiffs held possession of the bouse in the declaration mentioned as tenants of said defendants, and under an agreement tbat «aid | sme arom would surrender possexsion of said jouse to said defendants when they xhould re- quice the same for the purpose Of building onthe dot on which it was situated, and that said de- feudants, on the 2th day of February, 1558, noti- fied said plaintiffs that they would require Pos- session of the same on or befure the st day of April next ensuing, for the Parpose of then pail. ing down the same that they might build on the lot of ground on which said house was situated, aud said plaintiffs failed and refused to surrender up the saime as required, and said defendants thereupon entered upon the same after the expir- ation of said plaintiffs’ term, then the said plain- tiffs ate not entitird to recover in this action. Coxfiict oF Juxispiction setweEn WasH- INGTON AND ALEXANDRIA.— The Alexandria Ga- z-tte notices a very interesting decision of Judge Tyler upon a question of jurisdiction between the counties of Alexandria, in Virginia, and Wash- ington, in the District of Columbia: In the case of the Commonwealth agt. Richard Murray, indicted for stealing a gill nett, in the county of Alexandria, the evidence showed, that the bey are taking was from a vessel at anchor on the Potomac, some distance from the Virginia shore, outside of low water mark, and within the territorial limits of the District of Columbia, The jury found the prisoner guilty, and there- upon the prisoner, by his counsei, moved the Court to set aside the verdict, for the following ; 1. The testimony proved that if any larceny has been committed, as is charged in the indictment, it was committed within the territorial limits of the District of Columbia, and beyond the juris- diction of this Court 2. That if committed within the jurisdiction of the Court, yet it was committed beyond the ter- ritorial limits of the Commonwealth, and not in he county of Alexandria, as charged in the in- tment. That by compact between Maryland and Virginia, this State bas jurisdiction of a certain class of cases enamerated therein, and the Com- monweaith claiming in this case a right to con- viet by virtue of said compact, the indictment should have been special. The facts bringing the case within the jurisdiction of this Court should bave been set out in the indictm The motion was argued by Cha:les E on bebalf of the Commouwealth, W. Brent oa behalf of the prisoner. The Court set aside the verdict and awarded the prisoner a uew trial, and admitted him to bail, becatuse of defect in the evidence, but over- ruled the application on the ground of jurisdic- tion. The effect of this decision is to sustain the jurisdiction uf the Courts of Alexandria county over the river Potomac, opposite the county, below low water mark. Youno Men's Cumistiax Association.—This morning, workmen were engaged in removing the property and furniture of this Axsoctation f om the old rooms at the corner of Tenth street and the Avenue to their new hall and rooms in Parker's building, on the Avenue, between Sixth and Seventh streets. The new location is consid- ered much more convenient for the daily visits of sojourners in Washington, who desire to pass their leisure hours in quiet religious retirement, than the old. And certainly the capacious hail for general meetings, and the weli-furnished li- brary and reading-rooms afford conveniences never before possessed by the Association, and stford accommodation to much larger companies than could attend at the rooms they have left. The young men composing the Association a pear to Whve lost none of the spirit with which they begun. On the contrary, the good accom- lished Posie instrumentality seems to have aspired them to greater efforts. Of all associa- tions for the christianization of the world, we say “esto perpeiua.”” Picking a Pocket —Saturday night, Watch- men Belt and Young arrested Frederick Betz on a charge of picking the pockets of J.C. Reynolds of about forty-three dollars in gold and silver. From the evidence, it appeared that Betz and Reynolds were stopping at Wren’s Hotel, near Centre Market, and Saturday night, Reynolds being intoxicated, Betz ps aay to take him to his bed chamber. While doing this, Reynolds felt Betz’s hand in his pocket, and efterwards discovered that his money was gone. He imme- diately went to the watebinen, and they followed and caught Betz, ard, searching him they féund $10.53 The money taken from Reynolds was in smal! pieces, and this is in larger coin. But it was in testimony that Betz was seen changing the small gold for large, and that, before this affair, he at money. Justice Donncommitted him to jail for court. Fase ALanMs.—The usual weekly sports of the disorderly gangs came off Saturday and Sun- day nights, though not attended with the usual loss of Sate: Saturdety night, an attempt was made to create an alarin of fire in the western section of the elty. ‘The alarm was soon discovered to be false, and did not cause the fremen to turn out. Last night, another alarm was started in the same direction, which soon spread sufficiently te call out the firemen in the adjvining Wards, giving them the trouble of drawing their heavy apparatus out of the houses. ‘Phe Prevalence of false alarms will destroy the energy of our fire department; and the conse- quenee will be that when firemen are really needed they will not appear, for fear of being fooled by false alarms.
