Beach for the accused Wit- nesses were called and examined as follows: George isthe 2 »Sworn.—Knows the prisoner; about eight o’clock on the night the house was burned, witness went down Union street and saw Parsons come running up the alley, aear Masters warehouse, and spoke to him; Parsons ran some way down Union street, and then when fire was cried, turned, came back, and asked witness where the fire was; witness told bim he (Par- sons) knew; and Parsons then said “ Ob, bell! that’s not mach, let her rip;’? Parsons bad then on a light cap; witness is on good terms with him Francis Church, sworn —Was at Hall’s tavern, corner of Union street and Janirson’s alley, on the night of the fire; Parsons came in with his cap drawn over bis eyes; witness asked him what was the matter; he answered, “ nothing;’? Parsons looked scared when he came in; witness heard Parsons axk George Philips where the fire was; saw Pbilips point it out to him, and heard Parsons then say ‘ Let her rip.” Francis Mi:is, sworn —Parson’s was in Hall’s tavern (opposite the fire) two or three minutes before the fi-e; he bad his cap down over his eyes, looked flurried, and wh ed what was the matter, hesaid ‘nothing’ went out; Par- sons seldom came to Hall's tavern; he does not live in that neighborhood. Joseph Padgett. sworn —Heard the alarm while on Fairfax street, and hurried to the fire; the house had been fired on the river side; did not see Parsons until he was arrested, and then did not search bim Edw. W. Davis, sworn —Was near the market bouse when the alarm was given; started towards fie; saw Philips, who suid he wanted Parsons arrested, when witness arrested Parsons, Parsons ‘wanted to know what he was taken for; told him on suspicion of baving fired the building; Par- Sons Was searched, to which he made no objec- tion, and a watch and pocket-knife were found upon bim. Charles E. Dudley, sworn.—Knows Parsons well, and is on good terms witt him; about 7h o’clock on the evening of the fire was at the Sun engine-bhouse corner; Wm. Price came up and sald he bad some food for Parsons, whom Price said bad not eaten anything since the night be- fore last; Parsons did not come; witness and Price walked up King street, and at Bradley's corner met Parsons coming down the street; Par- sons went with Price and witness to the enyine- house, where Price gave him the food; witness then went to the other side of the street, and re- turning in four or five minutes found Parsons gone; witness does not know which way Parsons went when he left the corner; Price told witness that Parsons had gone to obey a natural call; after the alarin of fire. Parsons came up Cameron street, and as soon as the bell struck, assisted wit- ness and Price to carry the reel to the fire; w! ness did not know there was going to be a fire that night; did not learn thag Parsons was ar- rested until next morning; never asked any one to come up and swear for Parsons. At the conclusion of the examination, the Com- monwealth and accused baving been heard by counsel, the Court remanded the prisoner to jail for final trial at the Circuit Court, which opens next Monday. Present—the Mayor, ex officio President of the Board. in the chair ; Robert Ricketts, Secretary; and Messrs. AtLee, Walsh, Whyte, Stoughton, Lawrenson, Brandt, Ironsides, Miller and Wil- ett. The Chatr laid before the Board a communi- cation from Wm. Thompson, Esq., expressing bis thanks to the Board for the kind expressions contained ta their annual report, in regard to his deceased daughter, who wasa teacher in the Put - lic Schools; which was, on motion. placed on fil. Also,a communication from Miss P.A Brink, of Pennsyivania, asking to bave her name placed on the list of appl ts for a teachership in the evening school for apprentices, when the same shall be established. One from Miss Mary J Soutbworth, of Gloucester, Mass., and one from TS. Gillespie, making similar applications; all of which were, on motion, referred to the com- mitte on examinations. Mr. AtLee offered the following resolution; which was adopted: Whereas it is provided, by section 8 of the “act in relation to public schools,” approved June 3, 1553, “that the Board of Trustees of the Public Sebools shall keep an office in the City Hail, ia such room as may be selected by the Mayor, where all the books, papers and other matters relating tothe public schools, and the proceed- ings of the said Board of Trustees, shali be kept, and where all the meetings of the sald board sball be held;’’ and whereas more than five years have elapsed without any executive measures having been taken in pursuance thereof: therefore, Resolved, That bis honor, the Mayor, be re- spectfully requested to select some suitable room of which the board may enjoy permanent and in- dependent possession, and where the camulative books, papers, and other matters relating to the public schools, may be safely and commodiously deposited be Chair remarked, in connection with this subject, that, with a view to carryimy out the law quoted in the above resolution, he bed consulted with tbe Secretary of the Chesapeake and Ohio Canal Company, upon the propriety of the Board of Trustees occupying the session room of the Board of Directors of that company, as the two boards were not likely toconflict witheach other, their reguiar meetings being held at different times; and that that geatleman bad expressed his acquiescence in the proposition. On motion by Mr. AtLee, a committee of two members was appointed to act in conjunction with the Mayor, with a view to taking the ne- cessary measures for occupying the room in question. The experiments were conducted by Mr. J.T. Ames, who placed life preserving vests upon two young men. who thereupon jumped into the water and feated in security upon its surface, perfectly well demonstrating the fact, that whea Properly encased in one of these garments, it would be impossibie to sink, and that no discom- fort would be experienced in wearing it. The yourg men stood upright in the water, foated on their backs with crossed feet and Lands ciasped under their heads; lay on their chests and piac- ing their bands bebind them clasped the f-et, unbuttoued the vest. and stil! its buoyant quali- ties were unimpaired, and its great superiority over every other invention of the kind most sat- isfactorily demonstrated. So well js the vest ar- ranged, that when simply buttoned around the wearer, it is sufficiently well intlated to support him in the water; and should circumstances re- uire additional buoyancy snificient to support a dena not provided with one ; all the wearer his to do is to throw the vest open and biow slightly into a tube attached to the inside, and the requ! site flating property is secured The vest is made of coarse or fine material, to suit the means of tbe wearer, and may be worn in the drawing room without attracting unusual notice It is peculiarly adapted to persons wear- ing large amounts of coin xbout their persons ‘This was tested by placing a heavy stone upon the breast of one of the young men without caus- ing him to sink in the water.
