WASHINGTO 3, SuSEEEESEEEEEEe SPIRIT OF THE MORNING PRSSS- The Union discusses the Paraguayan expe- dition, and shows how admirably it is adapted to the purposes for which it is intended. The Union farther remarks upon the union ‘vf Republicans and Americans, saying: ait, “ We respectfally suggest that since ¢) Feems to be srowkat = so much business be- tween these two miserable factions they should establish ular diplomatic intercoutse—that there should scereaited to each concern diplo- “matic representatives.’” The Intelligencer treats of the Tariff ques- tion and remarks, as seriously as if were in earnest : “The old rivairy of Whige and Democrats on the subject of protection has come to an end; and the former have the satisfaction of observin; that the policy of Henry Clay has come at |: to be advocated and defen by @ large portion of the latter as having been always the true doc- trine of the country and the real sentiment of the Democracy ‘from the easliest stages of the tariff issue.’”? sce, - I” Wehave received from Shillington and Henry Wanborg, copies of the Lady’s Book. ‘The former gentleman sends us, also, Household Words. > The St. Louis Conference of the Metho- dist Episcopal church, South on the 12th inst. abolished, by a large majority, the rule hereto- fore probibiting the ministers of that church from buying and selling slaves Fo 2S eh. Derr Syow.—On Thursday night last, says the Cincinnati Enquirer, there was a heavy fall of snow In Richland and adjoining towns in Ash- tabula county, Ohio. A gentleman who resides in Richmond informs us that the snow was nine inches detp early on Friday morning. He says that the storm on the night previous was very severe, and snow seemed to fall in “chunks.’’ {> A duel was recently fought near Memphis {Tenn.,) between Mr. Waters, of Virgioia, and Dr.J E. Nagle, formerly of Lancaster, (Pa.) ‘They met on an tsland, and, without any witues- ses but their seconds, fought one of the bloodiest duels on record. They fired two rounds with Derringer pistols, both being wounded at each fire. They then, by agreement, resorted to re- volvers and continued the fight. Mr. Wa’ers wa; Tiddled at every shot, and died the same night. Dr. Nagle received wounds that will probably terminate faially. The Elections. Iowa —Returns received, which are Teported to be official, from ten counties of this district, show Republican gains of 200 over the vote of tast year, and indicate that Samuel R. Curtis (Rep.) bas been re-elected to Congress by about 1,000 majority. Minnksora—The returns from Minnesota come in slowly. The following only have been received :—Hennepin county—The whole Re- publican ticket elected. Scott county—Two Democrats and two Republicans elected to the Legislature. Ramsey county—The entire Dem- ocratic ticket elected. Washington and Dakotah counties—Carried by the Republicans. Tus Paize Ficut.—The great bruisers, Mor- Tissey and Heenan, are likely to meet and have their contest to-morrow without aff effort being made to arrest thein by the Buffalo authorities. Indeed, their partisans in the business defy an attempt to interfere with their arrangements. A Propeller has been chartered to convey the party tothe ground. Both men are visited by large crowds of the fancy, the excitement being at the highest pitch among that fraternity Heenan secreted himself in Buffalo, and Mor- rissey walked out on the Central track for some miles to elude the poiice. A freight train over- taking him, he attempted to jump upon one of the cars which passed, and missing his step was dragged for a considerable distance. A brake- man eventually discovered his situation and as- sisted him to get upon the car Since then the editor of the Clipper has tele- graphed to Morrissey’s backer, and received a reply stating that no accident has happened, but that he is all right. The Death ef Lieut. Allen. From our Oregon files we derive the following Telative to the killing of Lieut. Allen, but would remark that it does not coincide with the account received at the Department here, and which were Published in the Star some two weeks ago : “«We have the statement that the circumstances connected with the killing of Lieutenant Allen were somewh: follows: There is a division among the tri west of the Columbia river rel- ative to fighting the troops. Some desire to fizbt and others wish to make peace. Oubi ard Qual- chien decided to remain hostile, while Cothaute and Choshosekan, with their families, were for peace. The latter separated from the hostiles and, taking with them their families and stock, were ing towards Simcor. They met Maj. Garnett’s command and the chiefs entered his camp with a flag of truce; they represented themselves and chiefs as friendly. But an Indian who was with Garnett’s command reported that among these Iudiaos there weve four who were in the fight avainst Robertson, and that the chiefs bad lied when they said that all in their camp were friendiy. This induced Maj. Garnett to re- tain the chiefs as prisoners and to order Lient. Allen with a detachment to surround the Indian camp, while the Indians were asleep “ Accordingly, about 3 o’clock on the morning of the 15th, he, with one or two of bis men, went into the Indiau camp, while the remainder were stationed in readiness to fire at the first signal of distress. Lieut. Allen atiempted to rouse them from their sleep, when one of them jumped up and started to run away, and Allen fired at him At the discharge of bis gun the whole camp was sroused and Allen’s mea outside fired indiscrim- inately into the camp, one sbot taking eff-ct in the body of Allen, from which he afterwards died. The Indians are reported to have not fired at all. They were all taken prisoners; the four ‘who were ia the fight with Robertson were shot, and the remainder set at iiberty ** The above we bave from a man who left Sim- coe on the 22d ult , and who obtained thexe par- ticulars from both the troops and Indians. We give the statement as we pet it. “‘Wealso learn that Oub, Quaichien, and their warriors, bave gone across the Columbia, and doubtless now are among the hostiles on the other side of Snake river.” PERSONAL. +++» Hon. By reference to it, it will be observed that there have been increased re- ceipts during 1858 inthe States of New Hamp- shire, New Jersey, Delaware, Maryland, Vir- ginia, North Caroline, South Carolina, Geor- gis, Florida, Mississippi, Texas, Kentucky, Wisconsin, Louisiana, Tennessee, Missouri, Ll- linois, Ohio, Indiana, Arkansas, and Minneso- ta, in the District of Columbia, and in the Ter- ritories of Oregon, New Mexico, Nebraska, Washington and Kansas, while in the other States the receipts are leas than in 1857. It is a singular circumstance, in this connection, that there is shown to be an increase in all the Southern States with the single exception of Alabama; while inall the older non-slaveholding States, except New Hampshire and New Jersey, there is a palpable falling off. The aggregates show an increase in 1858 of $125,675.91. Hero is the statement : STATEMENT oF prenmse: States 185s. There is yet to be added to this side of the account the expense of trans- portation, which in 1857 amounted to an aggre- gate of $6,596,152.66, and it will bardly fall under that sum during 1858. This statement exhibits an excess of expenditures in 1858 over 1857, in every State dod Territory except Rhode Island, Connecticut, California and Utah ; and the eggregate increase during the latter year is shown to be $164,654.46, overbal- ancing the increase of receipts by $38,978 55. In 1857, the expenses of the Post Office De- partment exceeded the revenue derived from the postal service by $2,814,574.41, without in- cluding the foreign mails on either side of the account. We commend to the reader the following com- mon sense view of the récent Pennsylvania and other elections, which we extract from that eminently sensible journal, the New York Journal of Commerce. Wo repeat the declara- tion repeatedly made, that we are not among those who desire the Demopracy to control the next House of Representatives unless their majority can be so weeded 6f Fishey Phunkey fellows as to make it a majority in fact as well asin name. We cry over no such defeats as are involved in these elections—Democratic defeats which send to the House men who will agree in nothing except a common desire to clutch§ the spoils of victory. We like Con- gressional responsibility upon precisely such shoulders as bid fair to wesr it after next win- ter, when the interests of the Democratic party are wrapped up in the certainty that these— accidentals—“on horseback will ride to the devil.” Pusxsytvanta—Onio—Inviana.—The results in these States are now before our Teaders; and although in some particulars they may prove to be less favorable to the Opposition than ts Tepre- sented by the telegraphic despatches, there can be cage = on vonbgacre tl the Democrats have nm ‘pretty considerably” whi 5 be sure, ¢) Pare by Ro means ia selene cyuat ity in these tes as they were in the last Con- gress but one, (the 3ith,) when they had not a single member in the Obio delegation, only two im that of Indiana, and only five or six in Penn- sylvania. In other words, of the 57 members of ong ress from these three States, only seven were then Democrats. The number in the next gress wili be something like 20, or one-third of the whole. Compared with: the present 1b) Congress, the Democrats lose jn these three States about adozen members—porsibly fifteen. Dr. Jsnez.—We doubt the accuracy of the newspaper statement that Dr. Jerez, the special Nicaraguan Minister, has been formally dis- missed by this Government, because a formal dismission is hardly necessary in the case of a diplomat having, as he has, but 2 single and special subject of negotiation in band. We have satisfied ourself that he was received upon what was regarded as a declaration on his part that he had authority to exchange the Cass- Irisarri treaty, without any amendment vitia- ting any one of its original important provi- sions; that he has subsequently failed to sub- mit to the Secretary of State the paper contair- ing the delegation of such power to him, or to return the treaty without amendment; and, further, that he has been notified that as he now claims not to have the power todo the only thing he was received to do, this Government sees no good end that can be attained by any further consultation whatever with him upon the subject of his alleged mission. This is a virtual, if nota formal, dismission, it will be perceived. In the meanwhile, we have news from Nica- ragua, setting forth that the officers of the American equadron in that quarter are under instructions to carry out each and all the pro- visions of the Cass-lrisarri treaty when and wherever (in Nicaragua) American interests may require them to be carried out. We have farther to say that we believe Mar- tines did give to Dr. Jerez the requisite au- thority to return the treaty unmutilated, in- structing him to do that thing only in case he became satisfied that this Government designed acting upon the treaty as originally negotiated; and that the hesitancy of the Dr.’s race so overcame his common sense as to lead him to decline carrying out those secret instructions, un il, having thus exhausied the patience of this Government, he finds his official inter- course with it brought unceremoniously to an end. Mr. Frepericx P. Sraxtox.—This well known gentleman has last turned up as a full blown Republican. It is now currently under- stood in Kansas that he is a candidate for the Re- publican nomination as an U.S. Senator, when the Territory shall be admitted into the Union as a State. To that end, we presume, he has been making speeches for months past from every convenient stump in the Territory. That he should come to that end, political, at last, is by no means surprising to those who remember the record of his Congressional votes, when thongh elected as a Democrat, he was regarded by the striet constructionists of the body as being in his private views and sympathies the most un- adulterated Federalist in the House. We are gled that he has at length shown himself in such political colors. He went to his pre- ent political position by the Douglas-Demo- cratic road, and has beaten his competitors, Forney, Broderick, and Haskin, in the race but aneck; for they are on a dead lock close be- hind him for the Republican party goal, under whip and spur. Douglas is bringing up the rearata more sober pace. He, too, is, however, within the distance pole, and will arrive at the Republican “judges stand’’ in due time. We are curious to learn, by the by, whether the Southern sympathizers with Douglas embrace Mr. Stanton as their “friend and brother,” pc- litically, as well as Broderick, Haskin and Forney? Stitt Axotuer Letrer.—Some of our ex- changes announce that Goy. Wise has written still another letter ‘or the eye of the dear pub. lic—one going in tooth and toe nail for Senator Douglas, with whom, politically, he is well known to be in loving accord. We see no rea- son, however, to fancy that more of Virginia than the (iovernor, and his mouth-piece, the Richmond Enquirer, are that way affected. It will be remembered that when the Governor and the Enguirer tried to defeat the re-eleo- tion of Senator Hunter, and to obtain from the Virginia Legislature an endorsement of the anti-Lecompton policy cf Douglas, they stood solitary and alone. So the public, out- side of the Old Dominion, will understand that Governor Wise can take a political position that will be unanimously repudiated by the Democratic party of his State. In this case, if the tone of the Democratic party of Virginia is to be determined from that of its Democratic and all other newspapers, Senator Douglas is without a single endorser in the State save Governor Wise and the Richmond Engutrer, which journal is now his mere ccho. Wiwt Trey, roo, SHour?—We are curious to see whether the Richmond Enguerer and the restof the Southern Douglasite journals and politicians will venture to bellow themselves hoarse over the result of the Pennsylvania election, after the fashion of their friends, For ney and his echoes. Our hope is that they will show their hands in this connection so conclu- sively that all in the South will comprehend the drift of their current sympathy in the cause of Douglas. By way of furnishing a key to what they really are about, we quote the New York Tribune on the result of this Pennsylva- nia election, as follows : “Let us not misstate nor overstate this triumph. The Republicans have — contributed to it, but they have not alone achieved it. The great body of the Americans have heartily co-operated with them, and the elaborate attempts to draw otf wpe ig American’ tickets in Philadel- s had little effect. The union for free territory, pure elections, and protection to home industry, was too hearty and solid to be shaken by the tricks of demagogues bought and owned by the common adversary. “But the Republicans and Americans united could not have won so sweeping a victory with- cut the powerful aid of the Douglas Democracy These faithful devotees of the doctrine of popular sovereignty, organized and led by John Ww. Por- ney, had resolved to punish the recreants who devised and urged on the Lecompton fraud, and they have done it most effectually.’? Savery Fuses, &c.—Yesterday, Captain Rudd, Captain D. N. Ingraham, Commander Turner, Lieutenants Jones, Murray and Smith were present at the Navy Yard to witness ex- periments with Gomez and Mills’s patent safety fase, and Hale’s improved rocket. The ex- periments were highly satisfactory, as explo- sions were effected instantaneously through a : fase 300 feet long, and the rockets were thrown distances varying between fifteen hundred yards and two miles.
