To supply this universal and ever-existing want, we design shortly commencing the publication of sucha Directory in the Daily Star, and to that end bave directed an agent te call on our Princi- pal business firms, and give them an opportunity of being represented in so desirable an arrange- ment. The circulation of the Daily Star is prob- ably double that of any other daily paper in the World, published ina city of the population of Washington. {n the District of Columbia, it is taken in nearly every famity—certainly in nearly every one able to pay six cents per week fora newspaper—and, besides, falls into the hands of nearly every stranger that comes into the Dis- {riet. The advantage of being represented ina conspicuons Alphabetical Business Directory, appearing daily in its columns, requires no com- mentatour hands. In these days of general busi- ness shrewdacss and enterprise, such an arrange- meat, we fancy, has only to be suggested to be understood and appreciated. Tue Covxcit Beocer —On Monday evening last, several questions of interest were consid. ered and debated by the Common Council; the debates were not so lengthy as formerly, proba- bly because, at the opening of the Meeting, the Chair announced his inteation to enforce the Tules The first was the resolution of Mr. Bohrer, di- Tecting the Asylum committee to report what legislation is necessary to protect the inmates of the Asylum from the inclemency of the approach- ing winter, the cause or causes of the Eitare of the contractors to complete the new building on ‘or before the first of the present month. accord. ing to contract, the legal remedy for the failure, and whether the architect in charge of the work a» superintendent, gives suifictent personal super- Vision to it. The introduction of the resolution by a mem- ber from the ward in which the Asylum ix lo- cated, was a good reason for its Speedy passage, which was qnickly done. It is Prestrmable that. in justice to the parties, their explanations wil be ‘made pnblic. Mr. Powell tutroduced concurrent resolutions having in view the Purpose of obtaining from Congress ‘+ a fee simple title to the squares now occupied by the Centre Market, and to sell the same ;”’ and also ‘‘ the privilege of extending (or erecting and establishing) a market from Ninth to Fifteenth street, through Louisiana avenue, north B street, and Ohio avenue.” And farther, the commities to inquire into the expediency and Practicability of the above, were to consider also the expediency and practicability of relinquish- ing all claims om the Centre Market squares to the General Government for a public square or circle, aod in lieu thereof, to obtain an appropri- ation of $200,000 (from Congress) for the purpose of erecting aud establish the market oa the ‘ street aforesaid. The sabject of 2 centre market was already before a commitiee, but this new feature was not indicated in the resolution which orig tally called for its appoint- ment. The subject did not elicit any considera- ble debate in the Council, and the resolution was soon passed. What eif-ct it will have upon Prop- erty owners away from the cloows of the Boards, Fewains to be seen. Mr. Lloyd introduced a resolution that elicited seme discussion. Some time since, a bill was intreduced to appropriate 350 to pay for binding # copy of the city plat book, presented to the citi- zens of Wakefield, England. Mr. Lloyd's reso- Jution directs the ways and means committee to inquire and report to this board whether the re- spensive address ordered to be sent, also any books, were ever forwarded. Some of the members objected, on the ground that It was a reflection upon the late Mayor. Mr. Lloyd thonzbt the gentlemen using this Srgument were doing the late Mayor injustice. He did not accuse the Mayor, but theydid He felt satistied that if the laie Mayor had done his duty be would not shun the light; but sentlemen, by refusing to make the inquiry, appeared to doubt bis integrity. The resolution was adopted. Mr. Jones introduced a bill from the ways and means committee to appropriate $500 for certain incidental expenses in t Surveyor's oifice. Among those mentioned were copyi id biud- ing plat books, iron shelving for the » ke Mr Lieyd moved to strike out “copying and.’’ Copying was no incidental expense. It was the Surveyor’s duty, under the law approved 1857, to make the requisite copy or copies. It was in con- sideration of this duty being added to the office tbat the salary was increased to $1,500. Mr Lioyd was in favor of Properly securing all the records and papers of the city, and paying prop- erly for that Ronit but he was op to rec- ognizing asextca labor that which is aduty of the Surveyor, and for which he is amply com pensa- ted by an increase of bis salary and also his fees Mr Jones spoke of the importance of the doc- uments in the office, and their liability to de- struction by accident or design, and argued that they should be secured. He also stated that the copies the Surveyor was making were of great importance. a:.d be thought the bill should pass ft. Lloyd rejoined that the copying was the daty of the Surveyor, and read from the law to | Apatod the correctuess of his view ; and he thous ht t wrong tbat they should, by this act, pay again for what they had already paid The bill was made the special order for Mon- day next. Mr. Mulloy, from Lape committee, asked to be discharged from the bill to Prevent gaming Mr. Wallace reed an opinion of the Corpora- tion Attorney, in which it was stated that the Dill transcended the power of the Council 5 and, also, that if the otficers would do their duty, there was law enough. Mr. W. Proceeded to be- labor the police severely, and said if he were chief of potice he would break up the gamblers. He would put an officer at the entrance of every house, and see who went in and came out, and summon them as witnesses. fle spoke hiztly of Justice Clark’s recent decisions He wanted to see the chief do his duty which be is paid for doing. The chief and his lieutenants know of men renting houses te gamblers in violation of law ; our Avenue is thronged with them. “If the magi tes would ask me | could te!! of balf a dozen w rent to those persons. Let the Mayor instruct bis officers to do their duty, and it can all be broken up” ‘The committee was discharged ; and it is to be Presumed that the police will avail themselves of Mr. Watlace’s offer to act as an informer against persons who may own houses in Wash- ington ta which faro may be dealt. It is, how- ever, questionable bow far such testimony as M: Wallace could give in such a case, would be of auy value in a court of law. ‘Tus Noatnean Mauxert House —The market this morning was very well supplied with meat, fruit, vegetables, etc, and quite a lively business was done during the usual hours. A Protean farce, written for the Florences by “* Doesticks,”? enti- tied ++ How to Get Out of It,’ was offered, for the first time, on the occasion, and created consider- able mirth. It is one of the happiest productions of its class—replete with the quaint humor and trenchant wit of its author. ‘The piece served to introduce Mrs. C. W. Tux Vinointa Serenavers.—This popular company of performers drew another crowded audience to their levee last night. The per- formance went off with complete success in every respect. Landis kept the audience in a perfect roar ef laughter during the evening, and the melodious notes of Paul Berger and Williams charmed all their hearers. Myers did several comic dances, a ia crinoline, and Ben Yeager performed the Union Jig in his best style. ‘The great feat of the whole performance, however, was the feats of the burlesque Arab Brothers. To see Landis walk the tight rope in those pumps of his, is to forget the mighty feats of the Ravels in that line; and his daring performance of waiking the ceiling head downwards is a sight to behold To-night is an entire change of Togramme, with a host of funny things. The break on the nine mile level has been thoroughly paired, and loaded boats from beyond that commenced arriving Wednesday night. The water bas been drawn from the basin for the pur. Pose vf cleaning out a large mass of earth other matter which has gathered in it near the outlet lock, and which has, for some time. greatly retarded the passage of loaded boats, We learn, from.one of the gentlemen superintending the work, that the gathering of the alluvial shoes mentioned is caused chiefly by the yas ‘ar which i 3 is dischar; from the Georgetown house, near th ane and which settles apes the bot- tom, and which, its adhesive nature, prevents sediment from being passed off by the action of the water. We were not a little surprised at the language contained ina of the report je to the directors of the Alexandria Canal Company afew days since, in regard to the condition of the Al- exandria Aqueduct. The parties who examined into its condition certainly must have viewed it through very different glasses to those used by every disinterested n in this locality, other- wise they certainly never could have reached the conclusion that the Aqueduct would be “ina perfectly safe and substantial condition for five years to come, ‘‘ by the expenditure of a trivial sum upon itin the way of repairs the coming winter.” We think it has long since been conceded by avery unbiased individual who bas observed the condition of this stracture for several years past, that its miserably dilapidated, leaky, and, we might say, in some places, dangerous condition, bas been the chief cause of the deficiency of wa- ter upon the Georgetown level of the canal, from time to time, during the summer and fall months. We know that this deficiency has been charged by some of our Alexandria neighbors to the uantity of water used by our mills and cotton tory. This conclusion, however, is wholly erroneous, as has recently been clearly demon. strated. A short time since, it was found neces- sary to draw cff the water from the Georgetown level of the canal. To “pepe any interruption to the Alexandria branch, a substantial and tight stop lock was closed at the northern end of the aqueduct; and notwithstanding all this precau- tion, we have been assured by responsible persons, who were careful to witness the matter, that the enormous leak in the aqueduct, caused the water in it to fall from one to two feet in the shori space of afew hours. If these be facts, and we think they cau be substantiated beyond all contro- versy, we do not see how it is possible for the aque- duct to be tn the condition represented inthe be- fore mentioned report. Moreover, has not the Alexandria Canal company long since, in etfect, condemned this superstructure as unsafe for the passage of boats, and refused to be held respon- sible for any accident that may occur to it. Ina word, is not every boat passe so at the risk of the owner? Mr. George Gcdey has purchased from Mrs Elenora Knott her entire property, situated on and near the corner of Greea and Dumbarton streets, consisting of two-story brick dwelling and store room, three small tenements, two ice-houses,aud stable for $8,000. It is the purchaser’s intention, we learn, to follow up the ice business formerly carried on by the late proprietor, Mr. G. Knott. Our esteemed fellow-citizen, Wm. H Edes, Esq , came very near being the subject of a frightful accident a few days since. W hile ex- amlning a portion of the gearing of the machine- ry of his mill, one of his bands was ¢ aught by it, and drawn zmong the machinery. Yesterday morning consideralle quantities of frost was visible in many low places. The crowd of boats igre the lower portion of the Georgetown level of the canal was so vreat this moruing as to form a perfect jamb. The packet M. C. Meigs, of the Messrs. Ritter line, and the Antelope, were, in consequence of the obstruction thus formed, detained at least onc hour beyond their usual hour of starting. These jambs, which often occur, are mainly the result of carelessness on the part of the boalmen; and grow out of the want of a superintendent upon this portion of the canal, who could give bis whole time to the enforcing of the police regula- tans of the company. They are not only a yriev- ous annoyance to the collector, and others, but frequently result in accident, as was the case thir morning. A very valuable horse, belonging to the Messrs. [commvusicatTEeD Tur Borcuaniss in Goxorcetown.—Editor of the Star: Your Georgetown correspondent has already informed you that a regularly-organized band of burglars were almost nightly breaking into some house, and boldly plundering it of whatever came to band. These rascals have grown more daring from the apparent apathy which exists in that community regarding them, and the arent disinclination to take any steps tocatch them. As a resident of Georgeto' I take the liberty of suggesting to our citizens, through the medium of your paper, that we at once adopt such measures as will promptly break up this skitifat nest of thieves. I propose that a meeting of the citizens be called, to devise means for patroliug the city. There are plenty of young men who will, doubtless, gladly volunteer; or the military company recently established would, I know, if asked, respond to any call made upon them by their fathers or relatives, who are so much interested. I merely throw out these hints that our citizens may reflect upon them, and act as in their wisdom seems best. We want some concerted action; therefore, let the citizens meet together on Saturday evening next. Wo seconds it?
