A NEw ARRANGEMENT —One of the grentest wants of both citizens and strangers in Washing- ton, at all tiges, isa reliable Alphabetical Busi- ness Directory, which they can lay their bands on at any time and place, and instantly ascertain the mame and location of the principal firm or firms in any department of business in the city. Tosupply this universal and ever-existing want, we design shortly commencing the publication of such a Directory in the Daily Star, and to that end bave directed an agent te call on our princi- pal business firms, and give them an opportunity of being represented in so desirable an arrange- ment. The circulation of the Dally Star is prob- ably double that of any other daily paper in the world, published ina city of the population of Washington. tn the District of Columbia, it is taken in nearly every family—certainly in nearly every one able to pay six cents per week fora newspaper—and, besides, falls into the hands of nearly every stranger that comes into the Dis- trict. The advantage of being represented in.a conspicuous Alphabetical Business Directory, appeating daily in its columns, requires no com- mentatour bands. In these days of general busi- ness shrewdaess and enterprise, such an arrange- ment, we fancy, has only to be suggested to be understood and appreciated. Her performance foreshadows a very brilliant career a@s an actress.” IMPROVEMENT ON THE IsLaND —A very pretty improvement in the house building line is going forward on the isiand, at the corner of Ninth and C streets, which bids fair to give an impetus to further operations of the same description in that neighborhoed on the part of other property owners. How 1 Pays.—The columns of the Star form the grand medium of communication between the business men of Washington and Gr own aad the public. That they have become so, is no wonder. No possible channel of communication could do more than reach every man, woman and cuild ig the twocities; and the Star comes as near this as possible It js fair to believe that at least two-thirds of the persons in the District sre the Star, within six hours after it is issued from the press. As a conse ce, advertisements are quickly responded to; and it realiy costs less to advertise a few times ina paper that every one sees, and get a quick response, than to advertise so that but few see your wishes, and time ix lost wailing for a response, until ‘he unwise adver- tiser fluds money and time both wasted. During the session of yesterday the grand officers ‘were present, as well as a representation from every grand jurisdiction in the Order. P. G. WH. Cook, of the Grand of Ne was admitted as a represen‘ from that body. The R. W. G. Treasurer, Hon. Joshua Van- sant, submitted his annual report: The po proper, for the year, amount to the sum of $16,- 913 72, which shows a decrease in the annual revenue (notwithstanding the advance of nse per cent. in the representative tax) as compar with the year ending September 2Wd, 1857, of 266088. The expenses for the year, however, have beea less than in the © preceding, the cash balance being now $10,433 56, whilst that of the year ending September, 1957, was S10,413 2B. Estimating that the sum of 11,50) will be re- quired to pay the mii and per diem of the Grand Representatives in attendance at the pres- ent session, there will be needed for that purpose $1,056 76 more than the amonnt now in the Treas- ury. The printing of the daily and the revised Journal of the present session will require $2,000 more. Allof these Ca igi will mature, and should be paid, before the Ist of December of the current year, and inasmuch as a very small part of the revenue of the year will be received in ad- vance of that period, it will become necessary to negotiate a loan of about #2,500, by issuing the promissory notes of the Grand Lodge for that amount. to be discounted from time to time as the wants of the Grand Lodge may suggest. Last year it was obliged to use its credit in that form at different periods, to the amount of $3,250. Committees on the Polynesian race; Forms, Diplomas and Cards; on the deaths of P.G. 8 Uopkins, P.G. M. Hersey, P. G. Rep. Bell, and Rep. Wailace, were announced by the chair. A resolution was zreee from the legislative committee, deciding that in any State, District or Territory, where a Snbordinate Encampment but no Grand Encampment exists, the District Dep- uty Grand Sire shall bave the same power to grant dispensation to brothers wishing to obtain the Patriarchal degrees out of the jurisdiction, es a Grand Patriarch under similar circumstances. Concerfing the interchange of civilities be- tween Subordinate Lodges or Encampments, the legisiative committee reported that although it would be highly desirable to render the inter- course between subordinate bodies more frequent than it now is, the method proposed won!d re- quire an alteration of the secret work of the Order. Relating to the expediency ef Providing new legislation, to permit Encampment members to retain their membership in that branch of the Order, after having honorably withdrawn from the Subordinate Lodye, the legislative committee reported that such legislation is inexpedient. J refer to the imperti- nent and vandal behavior of small gatherings of boys that now aud then challenge the attention of persons on the streets, their lawless conduct not being confined to pedestrians of their own sex, but exhibiting a brutal ambition to molest and insult females that happen to pass in their vicinity. Icould namean instance that Occurred on Monday evening, the 20th, of an Innocent and unoffending little girl who was returning home from her church, and was assailed by a vandal youngster quite across the street, from the steps of a house on the opposite side, with insulting obloquy, such as could only be employed by a vi id and pitiful dastard. are we to do, Mr. Editor, with these Juvenile candidates for Gegrees in the State prison? I really think with you that there should be at once established hereabouts a House of Correction for these cowardly young ex prits. September DisturBaNxce oF Tue Pustic ScuooLs.—The ‘Trustees of the l’ublic Schools in the Third Dis- trict have been recently much perplexed by the conduct of disorderiy boys, half growa men, who have been pursuing a regniar system of annoy- ance of the schools tn that district to their serious detriment. A number of boys, sous of respec- table parents, have been engayed in this mis- chief, and continue to hover about the Primary Setool No.5, tauzit by Miss Hilton, on North Capitol street, breaking out the windows, thrust- ing their beads into the school foom, and whoop- ing ia a manner that precludes the Possibility of ood order or attention to their studies on the ea of the pupils) This school is large, num- pring about one hundred and twenty pupils, ai! small children, whose attention is easily diverted from study by these repeated aud vexing circum stances. The other day some of these little ras- cals proceeded to the school house during school hours and nailed up the gate ef the yard in which the building stands so fast as to prevent the pupils and teacher from opening it, or leav- ing the place until a late bour, when some one kindly broke jtopem and allowed them to pass out. Such breaches of propriety as these are a great diawhack to the successful Progress of school duties, to say nothing of tne disgrace which attaches to the perpetrators whose parents live in the immediate vicinity and should be made responsible for the acts of their children. Postroney.—Y esterday, the case of the United States against Susan Prince was commenced at the office of Justice Donn, and attracted a very great crowd of persons, many of them quite youns men, whose looks and actions indicated a much deeper interest in the result of the exami- nation than the party concerned. After hearing the evidence of fourteen witnesses, some of whom were very pointed ia their statements as to the cbaracte: of the house, and others apparently ignorant of more than rumor’s teachings the Justice postponed the further hearing of the case till Saturday, when the second detachment will be summoned to appear fer examination. ‘Tus Water Pires —The contractors for laying the water pipes are progressing with their work as fast as circumstances will admit. A portion of the work between First and Thisd streets, on Pennsylvania avenue, has been delayed for several weeks past on account of their being no Pipes of & quality to suit the shape of tbe evivert across the Tiber Creek, at Second street. These have been cast, however, to such uirement, and the work at this point resummed ; and so great has the Proyress been siuce, that the ground will all be closed tn here by to-morrow evening, to the great satisfaction of the contractors and to the public, who have been placed at some unavoidable incon- venience by the delay. Tue VinGinta Sexenavers made themselves extremely popular at their opening last nigbt, and kept a larye and fashionable audience in the best possible humor throughout the entire per- formance. How could it be otherwise when such men as Landis, Paul Berger, and Yeager were on the stage flied to overtiowing with new jokes and comic songs. To-nignht, they will present a new programme of fan, and will be welcomed by a greater crowd than greeted their advent here last night. We know of no better investmen than a twenty-five-cent piece laid out for the ben- efit of these funny men Tae Maaxer, this morning, was not as nu- merously attended as during weeks past; and the supply was, we thought, much less than the average. At Harvey & Co.'s wharf, schooner Wm. W. Marcy, from Philadelphia, with 229 tons of coal for Messrs. Harvey & Co. At Young & Carter’s wharf, schooner Diamond, from Philadelphia, with 144 tons of coal for Chapin; and schooner Anna B. Hays, from the same port, with 165 tons of coal for C. M. Keys. At Riley’s wharf, schooner Sarah E. Jones, Captain Jones, from Philadel- phia, 258 tons of coal for T.W. Riley. Some 16 pungys arrived a Riley’s wharf during yesterday and last night from the lower river and. the mouth of the Bay, brin; ‘ing some 1,500 bush- els of very fine oysters. The steamer Diamond State, which was dis- abled at her wharf in Baltimore on her last arrival there from Washington, some four or five weeks since, has been thoroughly repaired, and will immediately ply between the two cilies again. She is expected to arrive at Riley’s wharf to- morrow morning with freights fur our merchants. Tue Harr, &¢.—We take it for granted that the opportunity of receiving thorough instrac- tion upon the Harp, which Professor De Ceeniel now offers to citizens and visitors of the Federal Metropolis, will be eagerly embraced by music- loving fair ones. There are very few really com- petent instructors on the Harp in this country, and among them all Professor De C. has for many years stood at the head of the list in North- ern cities. As the first and best instructor upon the Harp in the United States we have known him familiarly through the encomiums of bis upils for ten years past. and therefore do not betitate to say to fair readers of the Star that if desiring to become accomplished performers on that defightfal instrument. now is their chance. His long experience in his profession qualities him capitally to judge of the merits of music and musical instruments, and therefore insures the success of his enterprise of a new repository of both, which he has opened in connectiun with his business as an instructor in the divine art. Haurrax, Sept. 23 —The ship Rosenstreath has ar ived here, and reports having passed Sept. 15th, in lat. 45 deg. 12 min ,long dideg.45 min, a large red bottomed steamer on fire. She was American built, and a ship was alongside The R. afterwards hailed the sbip, which re- ported that nobody was aboard the steamer, nor could she ascertain the latter's name. The City of Baltimore sailed from New York on the wh, and, under ordinary circumstances, would have been somewhere in that latitude on the 15th “he*s red-bot’omed, but a screw steamer. The only other steamer from New York likely t> be in tha’ locality is the North Star, which sailed on the Lith, and she is copper-bottomed. The Maine Election. CincInxati, Sept. 2.—The bridge at Foster’« Crossing, on the Little Miami Railroad, took fire yesterday afternoon, and was partially burnt Five cars of a freight train coming West loed- ed with flour and whiskey, subsequently went through the aperture and were destroyed.
