A forcible application of the above remarks may be made by any one who is curious enough to glance at the infamous mauner in which the ground surrounding the United States Capitol are mal-treated everyday in the year by hun- dreds. We seriously request the guilty ones. This fact has led many persous into the serious con- temptation of the question, ‘Is there a fanction- ary whose duty it is to destroy the Corporation thistles, or is the whole thing a myth?”? Exccrsions ANEAD.—The season for pleasant pic nics in the country, where the air is fresh and the spring water bubbling up needs no ice to make it palatable; where the breeze bloweth as it listeth, and keeps everybody in that delightfully cool stale which gives double zest to enjoyment, t+ now in its prime. Had it not bern for the patriot- ism of the field and staif anda portion of the company officers, who did the best that could be poset of them under the existing state of things, our visitors would have sappeeee that in ® city of 70,000 inhabitants, we could not moster & corporal’s guard. As it was, they probably left the National Capital with rather # poor opin- jon of our esprit du corps, in a military view. Now when there is an effort being made to get up arespectable military organization that our city can take a pride in, how is it responded to ? why by indifference—a great many of our young men apparently taking more interest in less creditable things. We have material sufticient among us to form several battalions of the different arms of the service, if the right sort of spirit could only be aroused among us. There ix quite a number of the old District and Mary- land regiment of volunteers among us still, to- ether with a number of others who served in fiexico, belonging then to different states, but who now reside here. Out of this body of men @ battalion might probably be raised by calling a meeting through the papers for that purpose, at some future period, of all who served in Mexico. Such a eall, signed by Captains Barry, F A. Klopfer and others, would no donbt have the ettect of Deleging together quite a number AD ae sons who served in that war, and who coul - terchange views and opinions relative to the pro- posed battalion. Should this idea be carried out successfully, they would have the advantage of being already tolerably wel! drilied, and which a little practice would bring toa high state of discipline, a considerable step in advance of new recruits, who require a thorough course of drill- ing to make effective soldiers. Besides, this would bea military reunion of soldiers, “ who in days gone by’ triumphantly maintained the honor of their country’s flag ina foreign land The writer of this, who was “one of ’em.” would be rejoiced (although bimself unservicea- ble.) if the suggestions above were carried into ¢tfect. So what say you gentlemen’? Let us have meeting shortly, by all means AN OLD Mexican Votunt cer Tue River presents quite a lively appearance this morning—its surface being alive with sail- ing craft of all descriptions, from the fisherman's ski to the beautiful merchant vessel, with her precious freight—the whole set off by an occa- sional steamboat, whose gay flags floating in the breeze. denotes the pleasure parly on board, and the delicious strains of music which are borne back on the morning air as she recedes from view, intermixed with the lusty laugbter and kay conversation makes the few, who watch her exit from the river shores, regret thut they did not go too. Numerous pleasure bouts, filled with private parties ofspleasure-seekers, with the bas- kets of good things for internal enjoyment, and suudry jars and bottles peeping from the tops of the hampers, float merrily away, each in pursoit of their own particular shady place, somewhere on the fine shores, which contine the bright wa- ters of the Potomac ; the air around them is vo- eal with their joyous g'ee, and on they yo to par- take to the Tull of the delights of mid-S: in her most inviting aspects. Pass friends, and drink the full measure of neath the umbrageous shades of the country, and forget for the time the dusty, smoky town, with ber sigte roofs and brick walls; fragrant only with odors suggestive of strychnine and the dog laws The wharves, from the Steambvat landings to the Long-bridge, are surrounded with merchant vessels and coal craft; amoug which may be no- ticed an oecasional canal boat from far-off Cum- berland, freighted with coal from ber ever-yield- ing mines. At last they come; but who can tell Whether the next bulletin may not bear the tid- ings of another break in dam No 4, which it will require long weeks of toil to repair? Would itnot be a plan to remove the Potomac river a few hundred yards farther from this ever breaking canal? Tue Pavaments.—A Dill passed the City Councils, on last Monday night, making an ap- Propriation to take up and relay the pavements on each side of Maryland avenue, between Twelfth and Fourteenth streets. This improvement was long needed, and hax come in good time. The north side of Maryland avenue, along the route to be improved by the provisions of the bill, has not only been almost impassable for foot pasxen- gers, but absolutely dangerous at times. The pavement itself is from four to seven feet above the regular grade of the street, and the bank on the right band rises some feet above the ve- ment.” The consequence is that every heavy rain Washes the mud down upon the bricks, and not only covers them, but undermines the founda- tion on which they are placed —making the pas- saye the reverse of xafe. In many places the pavement has been entirely torn up by the streams of water which the rains send coursing down the bank, and deep yulleys have been formed across which few persons would under- take to jump. This morning, we observed that some of the property owners aleng the side of the street above referred to, were busily at work jn laying the pavement in front of their houses, at the point now being improved; the bank bas been excavated to a depth of several feet to bring the pavement down to a level with the street. The benefit to the entire neighborhood which will result from the late ordinance will be incal- culable. This vote showed them to sand seven for an acquittal and five for conviction of murder in the first de- gree. After remaining a considerable time. they again voted, aod found that they then stood four foran — and eight for a conviction. At about eight o’clock the compromise was ettected, and the verdict of guilty of mansiaugbter—a crime not named in the indictment—was agreed upon. There is in the Alexandria Library the minute book of the Trustees of the Alexandria Academy, extending over aspace of fifty years. It is in many respects a highly interesting document, and as some weeks ago I made a statement with respect to the amount of funds derived from Gen. Washington by the Lancasterian School, which I find on reference to it to have been incorrect, I bave gathered from its pages the following facts respecting the organization of that school, and now give them to your readers, not doubting but boa ey will prove interesting hile the scheme for mafprosaity, fe academy wns in agitation in 1785, General Washington, who had been elected one of the trustees of the Proposed institution, addressed his colleagues, proposing to endow itwith the sum of £1,000 for the education of orphan and other indigent boys. In a letter dated December 17th, he informed them that he had intended to leave this money in his will, and could not conveniently pay the whole amount at that time; but being anxious to see the workings of his plan, be would pay the interest during bis life, leaving his executors to provide for the principal ‘The third floor of the academy building (the old brick house now odie in the lot at the southeast corner of Wolfe and Washington sts.,) was assigned for the free school, aud on the 10th of April, 1736, Philip Webster opened it with twenty free scholars, mostly sons of widows. A few girls were admitted when there were not enough male applicants, until Mrs. Washington, in her will, made some provision for the gratuit- ohs education of poor female children. About 17, Edmund Edmonds was elected teacher. and the school continued thus until 1812, the teacher being allowed to take first ten, and then fifteen and twenty pay scholars, to eke out his salary. On the 28th of April, 1800, application was made to the common council, which, it appeared, had been in the habit of giving £60 per annum for the education of twenty r children for the union of the funds, and $200 were appropriated for the repairs of the academy on the of June, on eondition that forty free scholars be taught thereafter. When the Lancasterian system was introduced in I=I2, the common council appropriated $200 for building the present school heuse, and agreed to give $210 per annum towards the education of two hundred boys. The school thus improved, was opened in the new building in September, Isi2, Mr. Townsend Wangh being its first teacher, and continuing in office seventeen years. About the same time the Female Lancasterian School, on Columbus street (now Odd Fellow’s Hall) was built, and Miss Rachel Judye elected teacher. This school appears to have had but a short ex- istence, and though a committee was appointed to asce'tain the condition of Mrs. Washingt bequest, their report does not appear on the minutes, On the 12th of June, 1529, the trustees formally resigned the school to the Common Council, in whose charge it bas since remained; and as the funds derived from Wasbington’s estate appear to have been invested in the stock of the Bunk of Alexandria, and were, of course, lost, the whole charge of maintaining it has fallen, for more than twenty years, upon the Corporation.
