EVENING STAR. WASHINGTON OITY: «++ July 23, 1558. Al e’cleck a. m.; otherwise they may not apprar until SPIKIT OF THE MORNING PRESS The Unron shows that the English conference bill fully removed the objections to those who had coniended against Lecompton because they alleged it forced an unpopular constit- ution upon Kansas. While still recognizing Lecompton as the legally and regularly or- dained constitution, the conference bill pro- vided that al! doubts as to its acceptability to the people of Kausasshould be removed before it became the organic law of the new common- wealth. It was precisely such a compromise as honest men might make ; and while vindicat- ing the democracy of Mr. English, Mr. Groes- beck, and their compeers, it furnished an in- fallible means to determine what portion of the Opposition merely used the Kansas issue to sub- serve ultimate ends of their own. Put even this bill, says the Union, was not made a test of party fellowship ‘‘ on the contrary wuen ap- proached by some of the leaders of the recvs- ants, and svlicited to overlook their refusal to support the English bill, and to let * bygones be bygones,” upon the basisof a silent aeymiescence in this bill; even at that late hour it assented to their proposal, and sincerely trusted the pro- digals would setum from their dissolute courses It turns eut not, however, that these ad- vances of the apostates were but addi acts in the career of treachery and hypoc they were resolved on pursuing. They were content to practice deception and to employ falsehood fur the poor purpose of gaining time and, through their leader in Chicago. they used the very oceasion in which they had in- timated their purpose of making a formal dee- laration of fraternity and peace. to reopen the strife and let slip the dogs of war’ The Intelligencer, to prove that extreme: meet, offsets the removal of Judge Loring and the wholesale legisiative and popular denunci- ations of the Supreme Court in most of the northern States, by the quotation of an opinion of the conductors of the Montgomery Adres- siser that Judge Campbell of the Supreme Court is politically dead, because of his charge to the New Orleans grand jury in regard tothe slave trade and the neutrality laws — eee THE WEEKLY STAK Tug Werekcy Sran for tie week closing with to-morrow, is ready for its readers. and may be found at the counter of the Star office. Unxmiticgatep Dewacocism.—The Richmond Weg argues that the expenditures of the Gov- ernment of late years in the hands of the Dem- ocratic party have been awfully extravagant, because. forsooth, they exceed enormously its average expenditures in the early days of the Republic! Surely no answer is requisite to make honest-minded men sick at the stomach over such unadulterated demagogism. If any is. however, it is quite sufficient to point to the fact that the Administration of neither Harri- son, Taylor nor Fillmore exemplified by lessen- ing the public expenditures, that it was possible to carry on the Government for less money than that thing has been done under Democratic auspices. Itis very certain that, as a class, the majority of the Democrats of Congress have been from first te last far more faithful to the principle of due economy in the public expend- itures, than the majority of the Opposition Congress, rather than an existing Administra- tion, are the party justly responsible for most of the cost of the conduct of the Government This truth may not be known to casual observ- ers of public affairs. His grave mistake was in supposing that his personal popularity at the South, then greater than that of any other living Amerienn statesman except President Pierce, was suffi- cient iy raily a majority of the southern Be inveracy to desert the standard of what they hold to be their principles, honor, and safety in the Union, for his sake The mistake was a grave one, indeed; for be is now utterly without political friends south of the Potomac river. save Governor Wise aid the Ricbinond Kiugucrer: the latter being the mere mouth-p of the former, having utterly 1 even in so short a period. all the prestige it at- tained through alwost # half century of ihe labors of the astute mind of the late venerable Jhomas Ritchie upon its columns. He then “struck” for the post of editor of the Ui iun: when such a storm arose among the friends of the Administration in Congress from the South, (who with great unanimity believe him to be a corrupt man, we regret to have to write,) that it was found that instead of strengthening the Administration, to piace him there, would in- sure it the distrust of a majority of those on whom it relied fora triumphant discharge of its duties He was offered the Consulate to Liverpool as a Peace offering; and it is well known that by way of aiding in that end, the proprietor of the 1 ‘nion tendered him enormous pay for letters from Engl (for publication) in ease of his aecept- ance of (hat tender.
