The Union publishes the debate in the Brit- ish Parliament on the 15th ult. upon the Search question, as conclusive evidence that the Brit- ish Government bave abandoned their preten- sions to maritime police, of which ‘visitation,’ to verify the nationality of the visited vessel, was claimed as an outbirth. The Union con- tinues : “ We took the ground that we had an absolute right to the uninierrupted use of the usappropri- ated parts of the sea for our navigation; and the President sent to the West Indies such an in- crease of our squadron as, under his instructions, would enable our naval force to exact immunity for our merchant vessels. Tar Traxsit Rovte Compricatioxs —We are inclined to place as little reliance in the last budget of stories from Nicaragua—that land so fruitful of roorback, if of naught e!s — as in the wonderful accounts lately published concerning Monsieur Belly’s still more won- derful diplomatic and stock-speculation opera- tions in the same quarter, which have already been exploded, by the by. Indeed, the last story goes to confirm our impression, some time ago explained, that Belly has been neither more nor less than an operator in the pay of Vanderbilt, who is notoriously in the receipt of about $750,000 per annum for keeping the } aragua route closed, through his bold and un- scrupulous stock operations at home and in- trigues in Nicaragua. The last mare's nest from that quarter represents Vanderbilt as having ottained a new transit-route charter from Martinez, by and through a bribe of 3100.000, bard cash, paid down on the nail. We regard the story as being fishy, because well aware that Vanderbilt's interest under his contract with the Panama company is to keep the route closed. We have no idea that he is disposed to risk his certain $750,000 per annum (without the expenditure of more than enough to pay the agents he employs to aid him in per- petuating the Panama route monopoly at a cost of three or four millions per annum to the People of the United States) for the. at best, very doubtful prospect of making more thana Profit of $750.000 per annum by himself run- ning the Nicaragua route in opposition to the Panama route, and, possibly, also, the Tehuan- tepee route. Bat if he has oe nominal contract from Martinez. as anonymous writers for the New York papers allege, it umounts only to authorization for him tu ran the route in case Of the fuilure of the Stebbins company to fulfil its engagemeats with Nicaragua, which cannot be determined legally fur some years to come ; and then, not by Nicaragua, but by umpires. Such are the terms of the Stebbins contract Oa the whole, we regard this last so-called contract with Vanderbilt as being like Belly’s bellowing, simply the very last trick of Mr Vanderbilt in the work of earning a continu- ance of the $750,000 per annum of black mail paid to him by the Panama company for aid- ing them to keep the Nicaragua transit route closed against American travel Seuaer.—Excepting hanging, murder, sud- den death, and all manner of death. whether by artificial or natural means, it would be dif- ficult to imagine anything more distasteful now than the summer heat of a burning sun. The artificial effort would be very slight nject of cautioning the Uran Arrains.—From the ‘synopsis of the Army Orders, directing the movements of the troops comprising the Utah expedition, which we published on Wedresday, it will be ob- served that altbough no further resistance may be offered by the Mormons, to require an armed force in their midst, yet the presence of the army there and en rowte will not be without its advantages. The truth is, not a soldier or implement of war, probably, has been for- warded which was not needed in some part of that extensive region. The Indians in Oregon, Washington, Utah, and Nebraska, like all others of their race, require constant watching to prevent them from committing depredations on passing trains or frontier settlements. The presence of th’s force will acquaint them more fully with the power of our Government, and its ability to avenge the murder of its citizens even at remote distances in the wilds of the in- terior, and thus, appealing both to their cau- tion and respect, will no doubt render them more tractable. Then, again, the permanent location of por- tions of the force in Utah and the Piatte dis- trict, will render the Government more com- petent to defend emigrants and settlers from Indian outrages, and, also, by promptly pun- ishing every instance of this character which may transpire, to effectually intimidate the tribes from molesting our citizens. The unfortunate defeat which is reported to have overtaken Col. Steptoe recently in Ore- gon, will also require the immediate employ- ment of a portion of the troops in that quarter, if the rumor proves true. We understand that the War Department has issued further orders directing in the latter contingency, that an other regiment of infantry. either the 6th or 7th, shall be sent forward immediately from Utah to Fort Walla Walla Tur Inpiana SENATORIAL Qvestion.—The final action ef the Senate upon this question is most emphatically approved by the Democratic press of the Great West. Editor of the Star : The removal of the remains of C olonel Monro? from New York, reminds me of another Virgin- ian, whose remains are now in the city of New York. Colonel Theodoric Bland, adistinguished cavalry officer in the revolutionary war, died in New York whilst attending, as a Member of Congress from Virginia; and bis remains were deposited in a vault in that city. His widow, in her will, appropriated money which she directed her executor to use in the remova! of the re mains of Colonel Bland to Cawsans, near City Point, in Virginia, and there to be deposited under aweep- ing willow tree, and a monument erected on that spot to the memory of Col. Bland The executor faithless to his duty, appropriated the money to other use, and the late John Randolph, of Roan- oke, to whom Cawsans was bequeathed, made no effort to comply with what most men would have held asa sacred duty.
