Post, and Allion on their patriotism and sagacity in discovering that their own government was wrong when even the British Ministry now admit they were right, proceeds to inform the New York Herald that it wholly misapprehends the ac- tual position of the Derby cabinet in this mat- ter. They have given up entirely, says the Union, and without any reserve, the claim of visitation; the whole controversy having been already completely closed by the receipt of the Earl of Malmesbury’s dispatch to Lord Napier of the 11th ult. at the Department of State. The Union, in examining the proposed new dogma of the opposition in relation to the ad- mission of new States, takes occasion to make known its own views upon the subject. And, in another article, considers municipal affairs. The Intelligencer has no editorial to-day. 2 WASHINGTON NEWS AND GOSSIP. A Move Parnrior.—Not long sinee, the public will remember, Secretary Cobb had oc- easion to remove a young man, named Stephen Dillaye, from the office of an appraiser at large tor the State of New York. Whereupon the latter published a sort of appeal to the people for sympathy for his outraged “ pheliuks,”’ which opposition papers paraded far and wide as evidence of the utter corruption of the Na- tional Administration. The gist of his pre- tended exposure was an allegation that he (Dillaye) being a politician of great influence and activity, and an advecate for the nomina- tion of some one else besides Secretary Cobb to succeed President Buchanan, he was made the viotim of an intrigae between Seerctary C. and sundry New York members of Congress benton elevating the Secretary to that position. Inhis narrative he gave birth to the story of an in trigue on the part of those he accused as ex- plained above, to oust Secretary Floyd from the Cabinet, the falsity and mendacity of which has been exploded as often as, for want of some more plausible story to tell, the oppesition journals have sepeated it. The pertinacity with which the enemies of the Administration have republished Diilaye's budget of fibs, has at length aroused the Sec- retary to cause a plain narrative of the cir- cumstances ending in D.’s removal, to be writ- ten and published by Mr. John B. Guthrie, of Pittsburg, Pa., a special agent of the Depart- ment. whose business it is to keep a watch on such customers. That gentleman shows that bis conduct ae a public officer was such as to render his removal imperative. (r, in other words, that he was a wholesale peculator in the discharge of his trust from the government. Mr. Guthrie gives facts and figures with a wi- uuteness and precision of detail that leaves not @ single hair on the bide of the patriotic “out- raged’’ Mr. Dillaye His ease is an interesting one. us illustrative avenue, not on the ground of a doubt that that great avenue is thus oceupied, as the minor street is absorbed by the major one or avenue, but because it is deemed that other authorities could have acted long ago. This act goes into operation, it will be seen, on the istof July, (to-day): Sec. 7. And be it further enacted, That it shall be the duty of the Commissioner of Public Build- ings to cause obstructions of every kind to be re- moved from such streets, avenues and sidewalks in the city of Washington as have been or may be hereafter improved in whole or in part by the United States, and to keep the same at all times free from obstructions; avd for this purpose he shall have power to institute suits in any court having competent jurisdiction in the District of Columbia; and it sball be the duty of the District Attorney for said District to prosecnte the same; and wheaever any person shall desire to remove the paving stones, or to displace any other work done by the authority of (tbe United States, for the purpose of laying gas pipes or for any other pur- pose, it shall be the duty of such person to obtain awritten permit from the said Commissioner; and such persons shall oblige themselves to re- place the said work to the satisfaction of the said Commissiouer, and within such time as be may prescribe. See And be it further enacted, Vhat if any pefsonu shail place obstruction on the streets, zve- nues, or sidewalks aforesaid such person shall pay the costs of removing the samme, aud shell moreover be subject to a penalty of ten dvliars, to be recovered as other debts are recovered in the District of Columbia, for each and every duy the said obstruction may remain after tne Com- missioner shall bave given notice for its remova!. And if any person or persons removing the pav- ing stones or other work done by the authority of the United States shall fail to replace the samie to the satisfaction of the Commissioner within the time prescribed by him. be or they shall be sub- ject to a penalty of twenty-five dollars for each and every failure, and +ball moreover pay the costs of replacing the same, the whole to be re- covered before any court in the District of Co- jumbia having competent jurisdiction ; and that this and the preceding section shall continue in force until repealed by Congress. Tar Pactric Matt.—We learn that as the Attorney General has decided that the law pro hibiting the Postmaster General from ‘making avy steamship or other contracts fur carrying the mails on sea for a longer pqriod than two years, nor for any other compensation than the sea and inland postages on the mails so trans- ported,”’ does not apply to the Pacific Mail Steamship Company, the Postmaster General has succeeded, conjuintly with the Secretary of War, in making a contract with that Com- pany for the semi-monthly transportation of the mails on the Pacific, from Panama to As- toria. This Company, through its president, Mr. Dayidge, has also entered into an arrangement with the Tehuantepee Company for the con- veyance of the mails from New Orleans to Pan- ama, and for the entire service between the latter city and Astoria. The sum of $348,250 per annum is to be paid. The contract is more properly an eytension of the former one until the Ist of October, 1859. This matter, which has excited a good deal of interest, is thus closed for nineteen months to come.
