WASHINGTON CITY: ne SPIRIT OF THE MORNING PRESS. The Union, in noticing the compromises of the different sections of the opposition in deal- ing with the slavery question, says it merely wishes to draw the attention of the country to the conflicting principles of poliey which the opposition have adopted by design and for a fraudulent purpose. The Union, while complimenting Mr. Barret, the Democratic candidate for Congress in the St. Louis district of Missouri, also takes occa- sion to notice the disingenuous conduct of his opponent, Mr. F. P. Blair, at the last election. The Unton further notes the news from Ore- gon as teaching us a lesson on the subject of the proper course that should be pursued towards the Indians of the interior. - The Intelligencer of to-day bas no editorial. ——___-+2+e-—__—- WASHINGTON NEWS AND GOSSIP. Tar Ricat oF Seance Question—A De- strvep Comptixent —The Washington cor respondent of the Philadelphia North Ameri- can, who, to his credit be it said, is man enough never to fail to do justice to a political oppo- nent, when in his judgment that may be re- quired at his hands, in recently commenting on the settlement of the Right of Search im- broglio, (announced by us briefly before it ap- peared in any other American newspaper,) takes occasion to explain that it has been set- tled precisely on the basis of the views set forth in the late dispatch (instructions) upon the subject from Secretary Cass to Mr. Dallas. A fact, by-the-by, of great importance, insomuch as it involves the practical withdrawal of the questicn forever from among the live issues be- tween the two governments. In the course of his explanatory remarks, the correspondent aforesaid takes occasion to say : “ Since Lord Malmesbury has gone so far, the time is auspicious for a formal declaration, by which our futare intercourse will be saved from the recurrence of this irritating issne, which bas alwars involved to a greater or less extent, a point of honor on both sides—the point most rilous between biave and powerful mations. or should the occasion be allowed to pass, whatever differences of political opinion may exist, without a just and becoming tribute to the able, resolute, acd patrictic course of General Cass. If there be one question more than an- other, to which he bas especially contributed the efforts, the zeal, the investivation, and the unswerving purpose, of the last twenty-five years of his public career, seconded by all the fuffu- ence of his commanding charecter at home and abroad. it has been this night of search. Indeed it had come to be considered in some degree as his peculiar province or specialty. And whea his instructions to Mr. Dalias come to be scanned by the impartial judgment of men disembar- rassed by ail party ties. it will be seen now much the country is indebted to him for a settiement which at once reiieves our diplomatic relations of their most vexatious and threatening aspect. It is gratifying to me zs a political opponent, to have the opportunity of expressing these senti- ments, and the more especially so, since there are some features in the diplomacy of the Ad- ministration which required anctker sort of criti- cism at my bauds. ‘This is a great triumph in every sense, and nothing but the most narrow and bigoted partisanship can deny those who have achieved it the biyb credit which they are entitled to claim fiom a generous public.” He does no more than sheer justice to Secre- tary Cass, than whom upon the subject of The Right of Search the world contains no other living diplomatist of equal ability. Nothtog could have been more fortunate for the public interest than the fact that the question came up as apparently a formidable onc, during his administration of the State Department, to be thus finally disposed of. Covar Martiat.—In pursuance of an order No. 57, April 10th, 1858, a court martial, of which Col. Henry Wilson, 7th Infantry, was president, was recently held at San Antonio, Texas, for the trial of Capt. Seth M. Barton, against whom the charge and specifications are as follows : Caarge—‘‘illegal conduct to the prejudice of order and military discipline.” Specification Ist. ‘‘That tne said Barton, at Port McKavetr, Texas, on the 24th of February, 1857, being officer of the dey in command of the police guard of said post, and adjutant of the tst segiment United States [afantry, in command of the band of said regiment, aid then and there cause the — of said guaid to tie up to atree in front of the guardhouse one Joseph Heid, a citizen not subject to military authority, and cause certain soidiers to fiog bim on his bare back with wagon whips’? Speciticatiou 2. “That the said Barton. at time and place aforesaid, after the flogging of said Heid, did keep bim tied up to said tree for about three hous.” Specificaion 3. “That said Baton, at tim: and place aforesaid, did strike private Louis Cas- ten, of said bard with a wagon whip, to compel him to flog Heia.” The accured plead “not guilty” to the charge and third specification, and “guilty” to the firet and second specification. The court con- firmed his plea to the first and second specifi- eations, but attached no criminality thereto; and found him “guilty’’ on the charge and last specification. He was accordingly sentenced tw be suspended from his rank and command three months, and to be confined to the limits of bis post for the same period The proceedings of the court martial were submitted to the Secretary of War, and the fol- | jowing are the orders thereon : War DerantMent, June 17, 1858. in this trial it was shown for the defence that the citizen who was flovged at the guard-bouse bad entered the barracks, armed, and beat a soi- aier; and that no civil tribunal to punish the of- frace was nearer than one hundred and seventy iniics. But sha!l the army assume to reanedy the defects cf the administration of the civil ews ? A Court Martial bas bere adjudged that no wrong 28 Gone by an officer whe causes bis gnaid to thoy: a citizen rrein the Court bes qanifested as Hittle regard for the law as the ctticer on trial The virtual acquittal on the first and second specifications is disapproved. The finding on the third specification and on the charye iat firmed. The seatence is con to be executed ou firmed, and ordered Jouy B. Fioyp, Secretary of War. The court was ordered to be dissolved. Iuportast to PRisters.—We were shown friendly sentiments; and from these indica- tions it is augured that the existing difficulties between that Government and the United States will soon be amicably settled. Tho health on the Colorado is reported to be goed generally —., > 9 Tue New Navat Vesseis.—The Bec of the Navy, as yet, hés not defini d whether the new vessels, authorized to be structed by a recent aétiof Congress, shall ‘be built at the Government Navy Yards, or by. contract with private parties. The probabili- ties, however, all tend to convince us that the former will be the course ultimately pursued ; and it is likely the eight propellers will be built respectively at seven of the eight different Navy Yards, on or near the Atlantic coast. The side-wheel steamer, it is presumed, will be. constructed at one of the Ualifornia ports, as it is intended for service in the China seas, and will thus be much nearer its destination than if built on the eastern coast. é Forsitur® or tHe otp Hovse or Rerare- SeNTATIVES.—The sale of the furniture took” place yesterday in the old Hall, and was con- ducted by Mr. Fisher, auctioneer: The num- ber of persons in attendance was very large. and the bidding for those articles which were most intimately connected with associations of the nation’s greatest men, was quite animated, notwithstanding the warm weather, and the prices brought were on an average about the fall worth of the articles sold. The. desk of Hon. J. R. Giddings brought $2.25; the chair and desk of John Quincy Adams, $50; the desks of Benton and McDuffie, $6.25; Col. Brooks's desk, #9; and others ranged at various prices, from $3 to $10. The aggregate proceeds of the sale was about $2,500. The terms were strictly cash. upon the delivery of the goods. A Tevecrarnic Mistake.—Yesterday, we received a dispatch from the South announcing the sudden demise of Major Henry C. Wayne, Assistant Quartermaster, U.S. A., at Savan- nah, Ga., at 5 a. m. of the same day, from a hemorrhage of the lungs, accompanied by a brief notice ot the eminent military services of Major W., whose -parents, and wife and chil- dren, (who are in Washington,) were plunged in the deepest distress by the publication. An inquiry was immediately set on foot by some of the gallant Major’s brgther officers, which re- sulted in soon making it apparent that the tel- egraphie operator mistook Muyor Wayne, of Savannah, for his consin, Major Wayne, of the Army ; the former having had an attack of hemorrage last week, and the latter being at this time in or near Memphis, Tenn. Tne Anwy IN AND For Utan.—We feel con- fident that general orders will soon be issued changing materially the position of a consider- able portion of the Utah army; retaining in and about Salt Lake City perhaps not more than a third of the force; sending a strong force to look after the Indians within striking distance, who have of late years given trouble; and directing the balance of the army to return East. We come to this conclusion because the impression of its correctness prevails among those in Wash- ington usually best informed on army matters. APPOINTMENTS OF JUSTICES OF THE PEAce. The following appointments of Justices of the Peace for the District of Columbta were made on the 24th instant, by the President : Cc. P. Wannall, Wm. R. Woodward, Pierce Shoemaker, John S. Littles, tried at Rochester, N Y., for the morder of her husband, retired at balf-past four oa Friday afternoon, and were out until the open ing of the court Saturday morning, when they returned a verdict of guilty of manslaughter in the second degree. The Cout promptly sen- tenced her to Sing Sing prison for the term of seven years Inpian Deraevations —Reports received at Chieayo, Ii!., from Dacotah Territory state that the Yankton Indians, three thousand in number, are engaged in committing depredations ayainst the white settlers along the Minnesota river, hav- ing became dissatisfied because the annuities now dune them are not being paid by the government, They say that they intend to recover their lands yesterday a valuable improvement in type- | 2nd drive away the whites. They have de- , the invention of Mr. W. A. Hunter, of | #fo¥ed the village of Medary and burnt the town Bryan. Williams county, Ohio, who ia a prac- tical printer of twenty years experience. The improvement consists in a perforated metallic bottom to the case, with a wooden botiom sliding in below it. It relieves the compos- itor of inconvenience from accumulations of dust among the type, as the dust falls through the holes in the metal. The wooden bottom beneath prevents the dust from being depos- ited into drawers or cases in the rack below, and makes it convenient to be carried off There is also an ingenious bellows accom - ing the invention, which is useful both as a means of drawing the dust down, and for dry- ing the type in the case. One of these bellows is sufficient for an entire office, or each case may be thus provided. The method of attach- ing it is merely to place it on the stand and set the case over it. The invention can be applied to old cases at a cozt of about one dollar, and it will not inerease the price of new cases more than fifty cents, perbaps. Through the care and attention of Capt. Some thoughtless person caused no little ex- citement and uneasiness among many of our citi- zens on yesterday afternoon by putting in cireu- lation a report that the Powhatan had either cap- sized or sunk, with the excursionists, while on her way to Glymout.
