EVENING STAR. WASHINGYON CITY: MONBDAY.... -Jume 28, 1858. SPIRIT OF THE MORNING PRESS. The Intelligencer, noticing the call of the Secretary of the Treasury for bids for ten mil- lions, says : ner ee «“ The precaution of the Secretary in all bids s be unconditional and without refer- ence to the bids of others ix a proper one to Li vent combination bids, complained of in_refer- ence to loans lately made to one of the States. The plethora of accumulated capital in moneyed jostitutions both of Fo da acd the United States, together with the pe eful staie of our relations with all the world, renders the resent an auspicious moment for the Govern- ‘ment, and it is auticipated that the whole amount will be taken on terms much more favorable than were ever befor das time has very judic ty beeu en | Secretary to receive bids from Europe, it is believed by com- mercial men that tenders will be made from abroad at so hich a prem'um as to cacry the vreater part, if not the whole, of the loan into the lands of foreign capitalisis.”* . The Union announces the Search question settled, saying that Lord Malmesbury now de- clares that H. M. Government recognize the principle of international law as laid down by Gen Cass in his note of the 10th of April, and that nothing in the treaty of 1842 (the Ashbur- ton treaty) supersedes that law. The Uniow also states two current facts in connection with the revenues and the appropri- ations and expenditures of the Government during the present year: First. The receipts into the Tresury have greatly declined. Secondly. The expenditures of the Govern- ment have been less than heretofore. The present condition of monetary affuirs was to a great extent anticipated, and every effort was made to induce Congress to limit the ap- propriations to correspond with the receipts. ‘These efforts, too, in spite of extraordinary de- mand:, have been successful The expenses bave been largely retrenched, not in amount proportioned to the diminished receipts, because that was impossible. ‘be Uuron confirms the statement as to the prompt disavowal by the Freneh government of all complicity in the transactions of Mons. Belly, and concludes as follows : «We believe it is in the contemplation of the Administration to order a larger naval verce than we have heretofore bad into the waters of Cen- tral America and the Golf; but this will be not on account of any new demonstrations of inater- ference by fu:eign Powers in that quarter, but with the general design of more effectually pro- tecting the lawful rights of our citizens, aud guarding our national interests from jeopardy in that part of the world.’’ —~<e-__ U7 The Rochester Union says there will be very few peaches in Western New York this year. WASHINGTON NEWS AND GOSSIP. —_——— Iwportant Deciston.—The Seeretaryof the Interior, has rendered to the Commissioner of the General Land Office, under date of June h, an important decision on & question in- volving conflicting pre-emption claims of the alleged proprietors of Superior City, claiming the right to enter fractional section 13 and a portion of fractional section 24, township 49, north of range 14 west, in the Fond du Lac, Wisconsin, Land District, under the act of 254 May, IS44, whieh is contested by Chas. Bris- sett, Antoine Warren, Basil Dennis, and Vin- cent Roy. The contestants, it seems, wero half-breed Chippewa Indians, and their names were on the pay-roll of their tribes, with whom they had received annuities as was prescribed by article 4 of the treaty with the Chippewas, dated 2d August, 1847. described above under the 21 clause of the 7th article of the treaty, which entitles ‘each head of a family, or single person over 21 years of They claim the land aze, at the present time,’’ 80 acres of land which they may select and which is to be se- cured to them by the usual process and forms. Their names, also, appear on the list of the Chippewas entitled to the benefits derived from this clause of the treaty. Inasmuch, however, as the contestants failed to show that they had settled upon and im- proved the lands in good faith for their own benefit. and as the evidence establishes that they were the employes of others, under whose direction and for whose benefit they acted, therefore the Secretary decides their ! i valid and orders it to be canceled. The respondents in this case had also bas their opposition to the elaims of the lants, whese names aro given above, on the ground that the land was a portion of a town site, and therefore exempted from pre-emption or entry (as contended for by the halt-breeds) under the act of the 24d of May, Ist, entitled “An act for the relief of citizens of towns on the lands of the United States,” &e., and also under the act of IS41, for a similar object. The Secretary, however, decides that the act of 1841 referred only to town sites then oceu- pied as such, and not therefure applicable in this case. The testimony does not show cither that the parties were occupants of the tuwn at the time, and they, are not, therefore, entitied to the benefits arising from the act of May, 1844. Thus their application is rejected, and this de- cision establishes the precedent that neither of the last mentioned acts refer to town sites not already occupied as such at the time of their passage, and that the parties must be actual ozeupants of the town in order to enjoy the advantages they confer. Tae Next Presivency.—The Richmond Whig hoists the flag of Senator Crittenden. We mentioned a day or two since that exten- sive preparations were secretly made in this city near the close of the late session to briog Mr. Crittenden’s ciaims to the support of the opposition formally and formidably before the country. The movement of the IV//¢ men- tioned above is one of the first results. It is already evident to us that bis supporters will make 2 violent struggle to secure his nomina- tion, and in so doing will wage fierce war on Mr. Seward personally. His nomination can be defeated in no other way, if in that way. The upshot ean hardly fail to be a wide breach in the opposition ranks, ending in running two opposition candidates—Mr. Crittenden, in the bope of carrying Kentucky, Peuusyivania, and New Jersey—a very furlora hope, truly, as in each of these Siates there are thousands of op- position voters not yet avowed members cf the abvlition party, who will support no citizen of a siavebolding State fur the Presidency. It cannot be otherwise. Crocopii.e Tears.—Nought amuses us more than the way in which the New York Trine is shedding crocodile tears over the current tribulations of its dear friends—the Mormons. Hear it: ‘* Where these unhappy people are to vo, cr what is to become of them, dues not appear They ae moving South; bat, ‘so far as we know. there are in that direction no inbabitable tracts of y considerable extent within seven hund 1d te. So extraotdinary is bardly paralleled in history the Mormons from their homes by military terror will ha-dly eontribnt+ much te the bonor of the count:y, or to the pesthumous vepatation of Mr. Buchanan's Presidency.” Tiis is exceedingly refreshing, in view of the fact that one of the two forlorn planks—so- led principles—of the platform of the Re- publican party in 1356, was hostility to polyga- my ; the other being hostility to slavery. Yet itis even more ludicrous, in view of the sweep- ing and glaring falsity of the charges against the administration of President Euchanan, on which the T'risvme buses its joremiader. There was, of curse, as much pulling and hauling over them as usual when New York appointments are to be disposed of.
