The Union, alse, notices the compliment of the Senate to the Vice President of the United States, moted by Senator Seward. The (xox further com- mends to the people of the country a political lesson drawn from Jim Lane in jail at Leaven- worth. The Jntell:generr expresses its ‘general con- eurrence’’ in the recently published opinions of the Union on the subject of Congressional in- vestigating committees. Our Pustic ScHvois.—We trust that parents, guardians, and all others immediately inter- ested in the prosperity of our city, will attend the progressing examinations of our public schools. They have opened under most favor- able auspices; and.so far a3 they have pro- greszed, certainly manifest great improvement in the system, and reflect as great credit on the instructors as on the pupils. On the pro- gress of common school education in our midst the community must depend, in great part, for the final eradication of the reign of rowdy- ism in the Federal Metropolis—tor fhe two in- fluences are deadly hostile to each other; and one of them must. in the end, overcome the other. The youths who render night hideous and dangerous on the streets and avenues of the Federal Metrepolis, are not those who have attended school regularly and apply them- selves to study with becoming assiduity They are persons whose early education and training have been more or less neglected. Though their parents are responsible, in great part, for their menial and moral condition operating so unfavorably on the public peace. the lack of proper common school opportunities or train- ing where they may have been reared, is a fruitful source of the trouble they give to so- ciety. For years past the common schools of Washington have been a source of greatest so- licitude on the part of some of our most useful and respected fellow citizens, and we hope that hereafter ten times as many will come to take that abiding and unflagging interest in them. necessary to the entire perfection of common sebool education in Washington city. Josern R. Caaspier.—The confirmation ot this distinguished gentleman to be the U.S. Minister Resident at Naples, is received most gratefully by all hiscountrymen of ail parties who know the value in these days. of bigh per sonal character, scholarly attainments and ex- tensive experience in connection with public affairs. For a quarter of « century Mr. Chand- ler was at the head of the Philadelphia press. to whieh the graces and perepicacity of his mind and the elevation of bis character as a gentle- man, gave a dignity still influencing its tone greatly for the benefit of society, though he hus been many years off “the tripod.” Subsequeni- ly he has served two terms in the House of Rep- resentatives of the United States, where he was without arival asa scholarly debater, and bad Bo superior in the weight of his personal charac- ter in favor of his views on all subjects on whieh they were expressed. Still later he has spent years in Italy, devoting himself to lite- rary and artistic study, for whiel: be has a pas- sion. His residence at Naples. as the Repre- sentative of our Government, while it will re- sult in all that American public interests ean possibly require there, will also prove of great importance to American tourists in Europe. This appears to be founded on reports which have reached here from tho army, us nothing has yeteome to the Government here later than the despatebes sent by Gov. Aa the army is stationed at a very considerable distance from the Mormon settlements. there is no prob- ability that the officers can have as aecurate icformation on the subject as Gov. Swill there is no reason to believe that Washington will not be com- paratively crowded with strangers during most of the recess. The fashion of visiting the Federal Metropolis on pleasure trips is anny- ally becowing more popviar everywhere, while the facilities for getting here are improving hourly. They were referred to that committee, and immediately re- ported back, and taken up for consideration A debate ensued, when the resolutions were advoeated by Messrs. Mason, Benjuunin, Mallory and Bayard; and opposed by Mr. Wade. In the course of the d- bate, Mr. Clingiman in- troduced an irfelevant diseussion on the conduct of Com. Paulding.
