Ovz Pranic Scnoors. —Tbe annual examina- tion of the Wasbington City Public Schools commenced yesterday, and comprehended in the work of that day the primary schools of the four districts. So far as our information goes, the Progress evinced by the scholars was eminently creditable to the teachers, and gave great sai faction to the gentlemen conducting the exami- nations Primary No 2, first district, Miss Lowe. teacher, was examined by Dr. Chapin, assisted by Z. Richards, A. Hyde of Georgetown, and Robert Rickets, Secretary of the Board of Trustees. The ap and discipline of this school seems to be alt that could be desired. The children were exceedingly neat and cleanly in their attire, and thetr quiet orderly behavior revealed clearly the training of a disciplined mind. The examination of the ditferent classes in spell- ing, reading, arithmetic, and geography was satis- pecs) 2 to the examiners, and must have been equally gratifying to the teacher, and the friends and patrons of the school who were present. Asa whole, the school muy be Teferred to as a model. ‘The examination of Primary No. 3, First Dis- trict, Miss Slater, by Major Bacon passed off to the bigh credit of both teacher and pupils. Of 50 pupils, 39 were present and 6 on the sick list, so that the attendance on examination may be considered as very full. The classes were ex- amined in reading and spelling, and in practical arithmetic. and exhibited a very good under- standing of what had been taughi them by their secomplisbed iastructress. In yood deportment the pupils excelled. During the conrse of the examination the exercises were varied by vocal music by the pupils, which was very well per- formed considering the extreme youth of the singers. In all the branches taught in this a the pupils evinced a commendable pro- cieney. In the Third District, Primary School Na. 1, first department, was examined by Chas. Wilson. ‘Phis consists of 46 pupils, boys and girls, divided into two classes of 25 and 21, the first of which, with part of the second, are now sufficiently ad- vanced to enter the District School. The exam- ination was very satisfactory. especially in Geog- raphy, History, and Arithmetic (written and mental;) and also stow efficient training in read- ing, spelling, writing from dictation, punctua- breviations, and the rudiments of Eng- yammar. W hen we consider their numer- studies. the surprise is that they should have done so well. The school retains its reputation for good discipline, under the direction of the | chemi ous: Miss Elvans; but some of the larger sos cause some diiiculty; when the transfers to the District Schools are made this will be re- moved The examination of the first department of Primary School No. 1, of Fourth Di t, under the charge of Misa Annie M. Adams, also took place yesterday afternoon. The examination was very thorouch, and the pupils of the different classes in reading, orthouraphy, arithmetic (writ- ten and menial,) writing from dictation, and xrography, acquitted themselves very much to the satisfac mof the geutlemen who con d to the company aphy showed that they understood that nh they had been taught, and deserve especial mention for the promptness and propriety with which they answered every question propounded to them. ‘The same may be said of all the other classes, with few excep- tions. The exercises were interspersed with singing by the pupils. Primary No 2, Fourth District, drst depart- ment, Miss Moore instructress, was examined in history, spelling, arithmetic and yeography ‘The attendance was large. 59 pnpils being pres- eut. The examination was very satisfactory, the puptls showing proficiency inal! the branches. and their classification and description reflected much credit on their teacher. Many of the pupils evineed great intelligence in their answers, and * good feature of the exam ion was that the pupils could alinost always vive the reason why, for each proposition given them. Mr. J. Van Santvoord examined Primary School No. 3, Fourth District, tanzbt by Mrs. Mary A Skidmore. This schoot is located on Four-and a-balf street, at that part of the Island wn the * Point’ The scboo!-house is a one-story frame building, of a size barely sutticient to seat thé schoiars. Its situation is pleasant, and the lot $< commodious and wel! adapted for a larger building. Toe examination was attended by several of the parents of the scholars, and other Triends of the schools. ‘Phere are 60 scholars on the roll. (the number to which the schoal ts lim- ited.) of which 35 are girls and 25 boys, and 16 appliesnts are wa: their turn for admission. “Phere were 58 pupils pleseat on the day of ex- amination. The results of the examination were highly satisfactory. Eack class was examined with a view te test the standing of each scholar, aud it was very rare to tind any of them at fault in any part of their studies. The discipline and order of the school! deserve hizh praixe. Entire quietness aad decorum prevailed throughout all the four hours which the examination occupied. ‘Tue schocl bax taken four lessons in music under the tuition of Professor Loveland, who ‘wax present during the afternoon, and led the pupils in several pieces, wich were sung in a very creditable manner. Of the 60 schol- a:s of the school, all can read but ten; aud many of them were quite at home in the first four d sions of arithmetic, and in notation. As Mrs. Skidmore has had charge of the school for only past three months, no statement of its general ‘ancement for the yearcan be made. But it med very clear that quite a number of the pu- pis were proper candidates for promotion to the ext grade of the public schools. His manner, on receiving this intelligence, was calm and collected. He stated, in reply, that be believed he was prepared to meet his fate, that, having been daily favored since bis sentence by visits from the clergy, who had taught him that submission to the mandate of the law was all he bast to expect, and bis only hope in the Divive forgiveness for his dreadful crime, he had en- deavored to prepare himself for the last scene. He had rean ble bepe that his foryiveness by the Bupreme Being was certain, and that the ex- ecution of his sentence would be met with calm reliance on the Great Shepherd, who 1s now his only hope He asked if he could see his friends? and was told that only his near rela- tives could vixit him henceforth. Gronerrown, June 15, 1958. One of the most unnatural and inhuman acts of youthful depravity we have heard of for some time, was perpetrated by a parcel of boys resid- ing in the southern part of the town, on Sunday evening. Mr. Thorn, the owner ofa valuable horse, had turned the animal out of the stable for a short while to graze about on the vacant lots ; he wandered on the banks of the canal, where these unprincipled little miscreants found him, and sueceeded, by pelting the animal with stones in forcing him into one of the canal locks, where he was drowned. Mr. ‘Thorn {sa poor man and wholly unable to bear the loss, and we sincerely hope that Me names of all the little vandals will be obtained, and their parents or guardians com- pelled to indemnify Mr. Thorn by paying him the full value of the animal. The foliowing business was before our City Councils on Friday night: In the Councils several communications were Teceived from the Mayor: One in relation to the defeat by the Senate of the proposition to dis- member a portion of onr city, in accordance with the petition of Col. Roberts and others, and rec- ommending a resolution of thanks to the Hon. Mr. Brown and several other Senators for their timely and able defence of the rights of our city; referred to Aldermen. One calling attention to the bad condition of the gutter on a pee of High street; referred to streets committee. One in relation to the suit recently decided by the Criminal Court against the Corporation in consequence of the bad condition of the new road, and recommending the printing of his message, the report of Recorder Ould, and the decision of Judge Crawford upon the subject; laid over. One informing the Councils that he bad, in 1857, notified their predecessors of the damaged condition of the causeway at Mason’s Island. calling their attention to it again, and recoi mending an appropriation to repair the same; re- ferred to the committee on commerce. One returning resolution of the Council repeal- ing resolution passed Sth September, 1857, ‘‘for urposes therein named,” and viving bis reasons for withholding his sanction to the same. On motion of Mr. Simmes, a message was trans- mitted to the Aldermen, in relation to the disa- xreement upon the ordinance for the improve- ment of the foot way on the north side of West street between Valley and High, and proposing a commnittee of conference—Messrs. Simmes and Muncaster was appointed =per the part of the Council. A messaye wax received from the Alder- men concurring in the message, and appointing upon their part Messrs. Magruder and Sweeny. The resolution in relation to meetings of col- ored people at night was taken up, and, on mo tion of Mr. Tenney, again laid over. Resolution instructing the Trustees of the poor and workhouse was also taken op and passed. Ordinance authorizing the collection of a fur- ther front foot tax on Second Alley was also ta- ken up and passed. Ordinance autborizing the collection of a front foot tax of 65 cents for the repairs of the footways on Green street, betwean Gay and Bridge sts., and appointing S. H. Howell, commissioner, to superintend the same was also taken up and assed . Resolution anthorizing the Mayor to canse flag footways to be placed across Olive street, and appropriating #15 forthe same, wes taken up, and ou motion of Dr. Mackall amended by inserting ‘sand one on the east line of Green streets, across Bridge,’’ and inserting 855 instead of #15, and then passed. Mr Tenney offered a resolution expressive of thanks to Senators Brown aud others for their efforts in defeating the proposition of Col. Rob- erts and others to disuember a portion of our city; which passed ‘The Aldermen receded from their amendment to the ordjnance for the improvement of the foot- way on the north side of West street, and passed the same ‘The resolution authorizing the renting of the south end of Montgomery street to ‘Thos. Gime, wes taken tp; and, on motion of Mr. Myers, re- committed (o the committee on streets. ‘The resolution authorizing the Mayor to cause to be procured a set of standard scales, weiy bt<, and measures for the use of the clerk of the market was taken up; and, on motion, amended by inserting *100 iustead of 250, and that the sealer of weights and measures be held responsi- ble for the same; and then passed. Mr. Mackall, from the committee appointed to wait on the Mayor in relation tothe dismissa! of watchmen, reported that the Mayor had promised to vive the matter due attention. Resolutions offered by Messrs. Muneaster and Thomas, in relation to the erection of a public school house in the northwest portion of the town, were taken up, and that of Mr. Thomas passed; Mr. Muncaster’s was laid on the table. Resolution in favor of Seth Schell was passed. Resolution instructing the conuuissioner of the sinking fand was taken up Mr. ‘Tenney offered a substitute for the same, authorizing them to procure additional aid in procuring @ report of the working of the same during the years 1455 and 1556, if they ghall deem such aid necessgry, and pay for the same, at such rate ax they may approve, out of the earnings of the sinking fund; passed Resolution in favor of EA Sheckel was passed.
