On perceiving him they salated him with oaths, impreeations and threats that if they found another such P on his premises, they would tear his honse down also, over the heads of himself and family. New we have no idea whatever, that with the arrange- ments already made to preserve the public peace on Monday next, such villains will dare. on that Secasion, and in open daylight, to interfere with the exercise of the fre-man’s right at any poll of this Federal Metropolis. The occurrence, bow- ever, aptly illustrates the spirit that is rampant just now among the lawless fn our midst, few of whom bave any substantial identitication what- ever with our city. Reviciovs —The evening prayer meetings are continued with every evidence of the deep and abiding interest which the revivals have excited in the public mind elsewhere. Yesterday afternoon there was a goodly assem- blage of persons of both sexes at the Second Presbyterian (Eekhart’s) Church, and the meet- ing was characterized by good order and serious attention on the part of all present. The exer- cises were presided over by Rev. Mr. Kingsford, assisted by Rev J.C Smith, Dr. Gurley and brothers Keauedy and Jobuson. The excursion adver- tived in our columns for Thursday next isthat of the Alexandria Society, having the same name os the one in Washington, Tae Waten-Tax Quxstion.— To the Editor of the Star: A tax of twenty-five cents on the hundred dol- lars, onall property indiscriminately, for the pur- Pose of distributing the water, would be no more unjust than the issue of stock for the tedemption of which the credit of the city, and consequently all city property indiscriminately, is pie . The only way to prevent Munepoly of any kind Would be to lay the water pipes as pavements are ‘aid—by an assessment on the property benefited by them. Whatever may be the condition of other cities as to their receipts for water, their general financial condition is not such as to make their practice ef borrowing for every extra ex- diture worthy of imitation. They are ali urtbened with large debte, for the interest on which they are heavily taxed. And it is not to be doubted that bad they laid 4 small additional tax for every improvement, though it might bear heavily for a time, they would now searcely feel their burtbens; and where the improvement was one that yielded an income, they could apply that to making other improvements, instead paying it to capitalists. The writer of this readily concedes that those who propose to borrow $250,000 have a full sup- ply of the article with which a certain place is said to be paved ; for himself was amongst those who approved of the million loan, the leavings of which now forms the greater part of our funded debt. That measure was adopted by men of prudence and patriotism, and who, ; rovious to that time, and since, have been active and efficient jo pte ahi undertaking that they sup- posed would benefit the city; and it is on that account he fears the consequences of a like pro- cedure now. Public bedies are sometimes bad managers in financial matters. Our Councils, some few years ago endorsed the bonds of a railroad company for sixty thousand dollars, without other security than the road itself, in case it proved to be an unprofitable concern. Would any private capi- talist lend money on an article that could not be used, and of course, would yield no profit. Yet the gentiemen who did this were patriotic and well-intentioned citizens. Girard Marsnat’s Notice. —Notice respecting the City Election on Monday nert.—t think proper to state that there has been placed under my con- trol a special armed force, consisting of eighty volunteer troopers, who. early on Monday morn- ing, will able at the public jail, and be ad ready, if need be, to act in concert ati With the City Authorities and i i disturbances, Several troopers will attend, unarmed, each prectnet, aud be ready to repair to the public jail or the main body of the cavalry on any appear- ance of an outbreak It is hoped that nothing may occur to menace the voters and to restrain them in the lawful right to vote as they think proper. But, to preserve the reign of law and justice in the Federal Me- tropolix, force to any extent will, without resacd to consequences, be freely exerted against dis- turbers uf the public peace. Wh.
