EVENING STAR. WASHINGTON CITY: FRIDAY. April 9, 1558. Notice to MeMBeErs oF Conor of Congress can bave their speeche: neatness and dispateb, at the Star Price, for 5,000 copies of a sixteen- page speech, onecent and a balf each; for 10,000 or more, one cent each. SPIKIT OF THE MOK NING PRESS. The Union's leader of this morning is a forcible showing up of the unconstitutionality of the Crittenden amendment. The Union calls the attention of the anti- Lecomptonites who are exulling over the result of the Connecticut election, to the fact that the figures in Mr. Arnold's district show a Demo- cratic Lecompton majority of between four and five bundred—an increase upon his majority at the last Congressional election—thus sustain- ing the course of that tried and veteran Demo- erat, and fully insuring his triumphant re- election. In Mr. Bishop's district, in the Presidential election, Mr. Fremont received a majority of over three thousand votes. Mr. Bishop, four months afterwards, carried it by a small majority. In the recent election it went anti-Lecompton by about eight hundred votes. When we recollect the revglution which Mr. Bishop created in public sentiment in the short time istervening between the Presidential and his own election, who can but believe that, with so much smaller odds against our vote at the late election, « year hence he will triumph- antly carry his district, and continue to reflect the credit which he now dves upon the gallant Democracy of his State ? e The Intelligencer is without editorial to-day. +2 WASHINGTON NEWS AND GOSSIP. Ovr Arproacurxa Municirat Evectiox.— The assembling on Tuesday night of the pri- mary meetings to select delegates to represent the differeat Wards of Washington in the ap- proaching Union Party Mayoralty Convention was the signal for the manifestation of great excitement by the local politicians of the Fed- eral metropolis. There are quite a number of aspirants for that convention’s nomination, each of whom have hosts of friends, not a few ef the latter heing of the noisy kind aflicting the politics of all American cities. Every grog shop in the city is already alive with vociferous electioneering pro and con. The principal competitors for the favor of this convention are the present Mayor, Dr Wm. B. Magruder, and Alderman William F. Bayly. That is to say, those gentlemen have apparently most partisans among thore who make themselves heard loudest on such occa- sions. Ex-City Postmaster Berret also has a party. as well Councilman Joseph F. Brown, of the Third Ward. The name of Justice Jokn H. Goddard, of the Fourth Ward, has ako been brought forward in the newspapers, and doubtless commands a respectable support among the Union party voters. George W Riggs, Esq , it is boped by a very large party of quiet people, will be the nominee, though 2s yet no formal announcement that he ia ‘in the ring” has appeared. Major John P. Heies, of the States newspaper, is nominated in yesterday's Intelligencer as « candidate for Mayor. We are daily expecting to see a news- paper announcement of our peripatetic neigh- ber, Col. Lewis Carusi, well known in the-Sec- ond Ward to be among the most earnest aspir- ants for the position The above are all the active anti-Know No thing politicians whose names have su’far been copvected with our next Mayoralty. It seems to be understood that the opposition propose to make no nomination, bnt to support some in- dependent candidate against the nominee of approaching convention, and Messrs. Richard Wallach, Wm. A. Bradley, and Johu L. Smith are each being urged in that connection. Apropes—A friend of the nomination of Al- derman Bayly thus figares out the result of the recent Ward meetings to elect delegates to the Mayoralty convention. Viz For Magruder—The First and Fourth Warda and three delegates from the Fifth Ward——tbir- teen in all. Por Bayly—The Second and Seventh Wards and two delegates from the Third and Fifth Wards each—fourteen in all. For Berrett—the Sixth Ward—five delegates in all. For Brown—two delegates from the Third Ward. Ho, however, frankly confesses that the re- sult of the action of the convention is just now utterly uncalculable. We do not know who undertook, on Sunday last, the wholesale abuse of the public men of the day from a Washington pulpit, nor do we care the snap of a finger. It was our misfortune, last Sabbath, to be pres- ent at the delivery of a discourse of the above de- scription; and, if we are to believe the Rev. gen- Ueman who favored us with il, the corruption of the cities of the plain could not bave surpassed that laid at the door of the bes! and the wisest of the nation; men who have been placed in posi. tions of the bizhest trust and dignity from the beng suvtos purity, unimpeachable integrity, and bigh toue of character that bas marked their ealivecareer. If our best men are of such frail character, what are we to expect of men in the ordinaty walks of life? If the latter, the gentleman had better apprize us when be would enlighten us in regard to the improvements practicable in our political institutions, that we may not by mistuke go to caurch to worship Tae Porice or Wasnmetoy —In the New York Tishes we find the following : “ Witbout intending to object te the measure, we think it pertinent to inquire why Washington city cannot take care of herself? Has the expend- ture of twenty or thirty millions for public bulidings, city improvements, &c ,to say nothing of the annual revenue flowing to her citizens from the presence of the Government in their midst, mad+Wasbinyton the mere nursling of Congress? Has she no municipal organization. no police, no government?) With some 50,000 inhabitants, where are her ordinances, her regulations, her self-respecting self-sustaining action as a corporation? There is not another town of like size in the Union so favored; and there is none sv utterly helpless, so overrun witg riot, so deplo- rably dependent. I may be right—doubtless it is—tor the protection of strangers, that Congress should supply what the city iteelf shamefally neglects. But it is not due to the citizens of Washington. On the coutrary, it is due from them to Congress and to those non-residents who frequent their city, to establish an efficient poli-e of theirown. That they omit this first duty ofa municipality is their disgrace.’? The expenditure of twenty or thirty millions for public bu.ldings, in thiscity of fifty or sixty thousand inhabitants, (laid off on a scale, too, to rxocommodate a population of millions of souls.) is the very reason why its (Washing- ton’s) small population cannot maintain a po- lice force adequate to the requirements of the times. More than half the maurais sujets here sre importations for Government purposes (in buiidings, £e.,) and bad persons are at- tracted hither by the fact that the principal business of the Executive and Legislative branches of the General Government centres here. While thus bringing upon usa multi- tude of such persons the Government submits to no taxation on its twenty or thirty millions of property in our midst for police or any other purpose. How then ean it be reasonably ex- pected that our small population can support a sufficient police for the exigencies of the times, in a city laid out as described above and overrun with rowdies from elsewhere, particu- larly beeause it happens to be the seat ot the General Government. It behooves us in justfee to add that Con- gress, necting under a commendable sense of their duty, though submitting to no pro rata taxation on the Government property here, do not hesitate to appropriate money towards bearing a portion of the cost of our local gor- ernment when made sensible of the justice and propriety of so doing. The trouble is, not that Congress has not heretofore dealt liberally by the city of Washington, but that owing to a combination of circumstances, appropriations that were amply sufficient a few years ago to that end, aro by no means sufficient to repress the rowdyism of the times as manifested among us. The exigencies of the case are extraordi- nary : hence the cali for proportionate greater expenditures frum the national treasury for police purposes here. But as rampant as rowdyism has been in our midst of late, it is no worse here than in Bal- timore, and especially in New York, wherein this immaculate Tymes newspaper is printed. No argument is needed to prove that fact. New York is a crowded city of immense popu- lation and wealth, and therefore is without the excuses, perfectly legitimate, as we explain them above, which Washington has for her failure to be able to repress the current spirit of rowdyism here without asking Congressional aid to that end. Tae Amoor Riven Trapine Compasy.— We have been permitted to examine a synop- tical sketch of a plan for the organization of another Russian trading company, which re- ceived the sanction of the Emperor of Russia January 11, 1858. This company, in its for- mation and privileges, is constructed very sim- ilarly to the Russian North American Fur Company, and the English Hudson Bay Com- pany. Jt 1s the foundation plan of what may ultimately become one of the most powerful and opulent commercial corporations in the world. second probably to none other than the English East India Company. The present plan contemplates a capital of 12,000,000 franes, about $2,250,000, and the edict of incorporation grants the privilege of exclusive trade with and the right to establish counting-houses, agencies, ship yards, manufactories, &c., in all that part of Eastern Siberia watered by the Amoor and Schilkah rivers and their affluents, on the Siberian Pacific coasts, and the islands of the Northern Pacific Ocean, except such as are reserved to the Russian North American Fur Company. The right to employ Russian subjects in any part of the empire is granted, as well as to employ and trade with the Rus- sian “colonists’’ in Siberia. Tho financial ba- sis of the company is designed to give it great strength and permanency, and its priviloges are of the most liberal character. Tho right to hold stock is not confined to Ruzsian sub- jects. The shares are valued at 1,000 franos, $187.50, each, and 400 francs, $75, are required to be paid in at the time of subscribing. 2 Swamp axp Overriowrp Laxps.—The Commissioner of the General Land Office, on the 5th instant, transmitted to the Governor of Illinois a patent, No. 1, of swamp and over flowed lands in the Kaskaskia, now Springfield district, enuring to said State under the act of September 28, 1850, containing 48,241.90 acres. And on the same day, in virtue of the above grant, he submitted to the President of the United States for his signature, patents No 3 and 4, and on the day following patents No. 5, 6 and 7, for lands in the Augusta district, Mis, sissippi, containing in the aggregate 514,571.01 acres. Nava Inteviigence.—tThe U.S. sloop-of- war Merion sailed on the 6th inst., from Nor- folk, to join the Afriean squadron at Porto Praya, Cape de Verde islands.
