Tux Crtizexs Patrot —Pursuant to the order made at the meeting held at Temperance Hall, on Wednesday night last, the committee which had been appointed to take measnres to carry out a resolution adopted by the City Councils on Inst Monday night, met at the Council Chamber On motion of Dr. Rorrows, Sam’! Bacon.Esq.; was called to the chair, aud Dr. Storrow was ep- pointed secretary It was fonnd, on calling over the committees, that eighteen members were present; but shortly others came in, swelling the number to near thirty members The chair then announced that the meeting ‘was ready for business Messrs. Duncanson, Antisel, Gordon, Storrow, Borrows, and others, addressed the simary remarks ax to the best means of carrying out the object for which they had met Dr. Stuart then presented the following resolu- tion fer eousideration : Resolred, That no person sball se.ye on this patrol who ix not # bona fide citizen of Washing- ton, who is enrotted onthe pot! list returned by the Board of Assessors as xubject to vol tax for the vear ending 3ist December. 157. Capt JY. Bryant objected to the resolution tn tote. Many of our best cltizens wouid dleharred from 4 ‘The though for thirty years a citi te woald be debarred from his own name tad not been on the poll list for the last four years Dr. Antisel thought that the committees myst act in co-operation with the autherities, or they would effect nothing taimment. But he objected to taking fr Ward committees the riybt to superintend the enrollment of the patrol That must not he doue, lest men who world ¢ ive with tue rowdy el- ements be put on the patrol, thereby tending to increase the rioting and bloodshed now rlie in our midst. He moved that the committees re- solve themselves inte a power to act in their re- spective wards asx they sheald think necessary, a woys premising they acted in co-opstation with the a jes. {I+ neped the resolution would be withd:awn Mr. Gordon sustained the view taken in the Texolution. He wis8d to see responsible prop- erty-hotding citizens on the patrol, and net every Tom, Dick, and Harry who chose to step forwa'd and enrol hix name. The committees must look to it that none but good men be enrolled Dr. Borrows took the same view of the caye. and thought the volunteers would be worse thar none. ‘ Capt Bryant said he did not contend the paint at all, ut if the resolution were to pass, iis ser- viees would, of course, have to be dispensed with, as he had net been a voter for four or five years past The Chair proposed the following as a substi- tute for Mr. Stuart's resolution : Resolved, That the Wa'd committees appoint such a number of eltizens from the several Wards as they may deem necessary to serve on the pa- trol, and oo the completion of the lists, they be requested to hand the said lists to the Mayor for the necessary authority to act lawfolly. This resoiution met with universal commenda- tion en the part of all present, and was accord- ingly adopted ‘Dr. Stnart here offered the following resolntion : Resolved, That no person belonging to anyytire company of organization claiming to be or known and designated as such. ther recognised by law or not, shall be aflowid to serve on this trol. This resolution was !a‘d on the table, on mo- tion of Mr. Thompson, withou! discussion ‘The regu’ business of the meeting bring pow disposed of, Dr. Bor Ss, after some introducto- ty remarks on the subject of reviving and enfore- ing the old militia iews of the District, cffered the following resolntion, in order to fest the sense of the meetinz as to the matter: Resolved, That the proper authority be request- ed to cause to be enforced the militia laws of the District of Columbia. Some discussion ensued upon the introduction of this resolution. Capt Bryant moved a substitnte as follows: Resolved, That the City Conncils be requexted to call upon the Secretary of War to enrol the militia of the District of Columbia. Dr. Borrows agreed to this ax a substitute for his resolution, and it was adopted withont dis- enssion ‘The meeting then adjourned. This is all well enough; ut the pest arguments in the world can be brought for- ward to show that Washington City presents better facilities for a National Fonndery than any other place so far mentioned. The District Pen. itentiary has become, in consequence of the alarming iverease of crime in our midat, not only foo small, but too insecure a place of confinement for criminala. Well, this Penitentiary is most admirably situated fora National Poundery, and as we shall eventually require a new prison, and as the government must bave a National Found: ery, why not tuke the Penitentiary building for the Fonndery’ From ail ‘the estimates, a new foundery will cost the Government at least $300 000 tf they have to select and purchase a site, and erect the ne- cessary buildings. Here is a site alveady belon:-- ing to Government, and a building already erect- ed, whieh is. alxo Goveroment p-operty, and the small sum of $15,000 would farnish the requisite machinery to start the foundery, whieh ‘could be speedily done and save the Government the nice little sum of 835.00. Pitbe pro riety of our Corporation enacting a law requiring all hucksters to pay for a license for the privilege of doing business {n our market, has become a subject of considerable discussion among our citizens. The prevailing opinion is that inasmuch as other traders in wood, groceries, &c., are reqnired to pay into the town treasury from five to sixty dollars a year for the privilege of doing business upon their own premises, that the simple renting of a stand from the Cor tion inorabout the market house, should not exempt them from the payment of a regular license. . The fact is patent that the time bas ar_ tived when ittis rather a difficult matter for one to obtain a supply of fish, fruit, vegetables. aitry, &c., without resorting to this class of Geaters, and as the consumer has to pay i tariff in the Way of (at times) rather biting profi's, we think i but reasonable that they. as well as other traders should contribute towards the sapport of the Co: mee. rcp P As thiv is the ve of the ir fora leasant ride, and SAE hard colitribates more ‘0 good, health, we wonld advise our citizens to pay attention to the advertisement of R.
