The Chair presented a memorial from the hackney carriage drivers, asking for a change in their rates; referred to police committee. Mr. Godda:d_ presented the petition of James Kenan, for remission of a fine; referred to claims committee. Mr. Moore presented the petition of Geo. Mat- tingly and NR. Young, for setting the curb and paving the footway on the south side of square 466 and square 495; referred to the improvements committee. Also. the evidence submitted by a committee of the Franklin Fire Company in relation to the ebarge made against xaid Company, of having wilfully run into the apparatus of the Persever- ance Fire Company; referred to fire departments committee Mr. Houston presented a petition for the grad- ing and paving of the footway, and making a gutter, &c., on the south side of squares 758 and 785, on north A st ; referred to the improvements committee. Mr. Roff presented the petition of Antonio Pons, asking an appropriation to assist in reliev- ing him of a portion of the loss sustained by him in consequence of the burning of the American Hook sab Ladder Truck House ; referred to the claims commntiece. Mr. Pearson presented the petition of William "Donnell, praying the remission of a fine; re- ferred to the claims committee. Mr. Bayly, on leave, presented a resolution, as follows which was pas: 3 Resolved, That the Mayor be, and he is hereby, earnestly requested forthwith to district the sev- eral fire and hose companies of the city, or cause to be closed up the houses of those fire compa- nies whove members have lately been engaged in acts of lawlessness and violence, and that any companies which may hereafter be guilty of like acts be dealt with in the same manner. Mr. Miller moved that George Mattingly be granted permission to withdraw certain papers from the files of this Board; so ordered. Mr. Evans offered the following joint resolu- tion; which was avreed to: Resolved, That the citizens be requested, with- out delay, to meet in their respective wards for the purpose of organizing a patrol to down the rioting and bloodshed now so rife in our idst; and that the names of such persons ax may enroll themselves for such duty be reported tothe Mayor, and that he be requested to com- mission said persons as temporary police, to be continued for such time as he may deem expe- dient The Chair offered the following resolution; which was adopted : Resolved, That the committee having charge of the Corporation business before Congress be. and they are hereby requested forth ih to call on the Committee ow the District of Columbia, of both Houses of Congress, and urge Mpon them the immediate necessity of increasing the Anx- iliary Police Gaard to such an extent as will in- sure the re and protect the public and private so ope of the city, the whole force to he placed under such contro! aud regulations as Congress may deem necessary to effectually put down al! violations of law and order. Mr. Miller offered the following joint resolu- sions; which were agreed to: Resolred, That the Mayor be and he is hereby autho-ized to enrol, without delay, a temporary police force of one hundred men; of whom twenty-one, being three for each Ward, shall be mounted, and all of which police force shall be suitably armed, equipped and organized under the direction of the Mayor; and that the expense thereof be defrayed out of the general fund. Resolved further, That a joint committee of three members of cach board be appointed by the presiding officers thereof respectively, who, to- wether with the Mayor, shall represent to Con- ¥ress the inability of this Corporation to maintain permanently such a police force as Is necessary ‘or the preservation of order under existing cir- cumstances; # « upon Congress the pro- priety of establishing a proper aud permanent police, to be under the direction of the Secretary of the Interior, or to be otherwise organized as taay be thonght expedient The Chair appointed on the committee, on the rt of the Board of Aldermen, Messrs.
