LUCAL LNTELLIGENCE. Fourta Warp Cons Meeting —The meeting to discuss the new Code, held at the Wasbing- tou Assembly Rooms last wight, wax largely at- tended. Richard H. Barry was called to the chair, and H. B. Sweeney was chosen secretary. Mr. W.P. Wood mounted the rostrum again and the codifiers were again invited to the sta: to refute any objections that might arise out of the debate. Mr. Wood set out by saying that the codifiers bad stated. in the initiative of these discussions, that the new Colle con- tained all the law necessary for the government of the Distr ct, and that the present laws were scattered through whole cart loads of books and dust. He found, on examination of the Code, that it referred to those old musty law books. In reply to this, Mr Robert Ould explained that the new Code repeaied all laws of a general Rature, mot necessary to the governmeut of the District Anything that related to the citizens of the City of Washington, ax Rent asa City Charter, it was their right to peti Congress to change. He wanted the codi- fiers to back up to that objection and explain it. Mr. On d, in reply, stated that he would not back up to it, but would face it. He wished to know if common sense would object to a law now existing. which punished people for dis- tur other people who wished to spend the Mabbath in religious worship? The new Code did not debar any man from innocent Sunday re- creation. It only prevented lawless persons from profaning the Sabbath day by unlawfifl and Sun- day disturbing acts. The new Code, in this re- tation, Was an advance upon the existing law of mwarylard Mr. Woed referred to the proposed - livery law, stating that the District was a yeneral resort or refage for all the vagabond free nv- groes in the country, who were a constant ex- mse and annoyance to the citizens and the au horities. Why not, said the —— take the fifty cents annual tax on the wo ing men, levied te wey apa useless military organization, and make it a fund to send these Fellows to Liberia? Mr. Ould stated that if the codifiers had «banged the present existing law in this respect, they would have rekindled the fice of abolition feeling im the House of Representatives, and again plunged the country ia @ useless end vexa- tous discussion, which would tend to destrov our very best interests In Congress. They could hot touch upon any provision of the slave law in relation to one side without giving loose to all the bitter passions that wonld necessarily arise upon the other. That subject was proper te be placed in our city chacter. It belonged to that, and could not properly be introduced for diseus- sion in the Code. He (Mr. W .) was not satistied with the explanation that had been given to that, at a former meeting. There was xomething mysterious about it. The fiue that wes imposed upon the civil officer, or wilitary officer Who refused to do his duty in @ riot. was merely nominal, while who was found refusing to assist in sepgresing: a stat was both fined and impris- oned. Dr. Clayton stated here, that he wixhed to make a few remarks in this connection, as this was with bim a princi Code. He coatend. d authority, under the Constitution, to call out the Federal troops to shoot down the citizens. Mr. Ould, ia reply, stated that the provisions in the new Code pe riot. If the rioters were too strong for the civil posse, the District militia and all the voluateer force were to be called out; and. in case the riot could not then be suppressed, the regulars were to be called out. This law had no anti-republi- can tendency at all. There was certainly a pro- Priety im having a law to effectually put down riots. There was not 2 State in the Union that bad net a law of this description in every partic- ular. The speaker asked if this law to suppress riots was to be raixed a- objection to the Code? ‘The present law gave President authority to call out the military first Was it not better to exhaust every other authority first, before resort- ing to such a dire extreme? Mr. O. went on, stating that. Sydney Smith hed once said that there were four boxes that governed the world, viz: the cartridge box, the jury bex, the ballot the band box. The coditiers hed not it their duty to trouble the first nor the Tat Of these boxes, but they had amply pro- vided for the two middle ones In regard to the Jury and the ballot boxex. the codifiers had cer- a wot been remiss. The coditiers bad made up the Code with the exception of this chapter, which they had re quested bim to prepare; be bad done so, and it how appeared, word for word, as written, with the exception of one section. and that was the oue providing for the removal of the U 3. troops ys journey from the place of election. It Was obvious to say one that that thing could not he done without taking the troops out of the Ualted States ; so the section, althongh discussed in the board of revisors, wax never adopted Mr. Pepper bere requested Mr. Bradley to speak upon the new Code generally and give a review of its proposed advantages over our ex- ieting Laws im the District. Besixrss —Yesterday Henry Leisberg- er, 8g dealer, bad Mrs. Ellen Foley arrested and token before Justice Murpby for the larceny of ten nnds of rags from bis wagon, under the following circamstauces : It appeared that Mrs. Foley seat her child, a boy eight yeas old, with a bundle of rays, to the wagon. Leiabe weighed them and told the ebild he bad no change, but would pay for them as soon as he vot it. He put the rags inthe waz- on and the child told his mother, who went to the vebicle and took the bundle out, which was aes, bad been afterwards left the ground of the charge. ‘The bandle weighed ax pounds and valned at twelve cents. Tue District 1n Concuess.—In the Senate, on Monday, a memorial was presented (we use the Intelligencer’s report) by Mr. Mason, from citizens of Georgetown, in the District of Co- lumbia, respectfully remonstrating against the ge of the bill lately reported from the select committee touching the Banks of the District of Columbia. They represent that if said bill be assed it would te most oppressive and injurious » the business of the town, which is alm ost en- tively dependent upon trade fer its support. So far ax Georgetown is concerned the m-morialistx assert that all her citizens are satistied with the solvency, management, accommodation, and use- fuluess of the bauks, and the xtockbolders being liable makes their notes a safe currency, and they so considered by our citizens and those wit whom they trade. They say that their banks ouly suxpend-d after those of the neighboring States had done so, and when their continning to pay specie would have only withdrawn their circulation ax a specie currency and fluoded the District with notes of non-xpecie paying banks of other States. If the wishes of the people are consulted, the bill referred to will not be passed by the Senate, but at the same time they say they would cordially coneur in any additional safe- guards thrown around their banking institutions should those now in existence be deemed insuf- ficient. Mr. M ,in presenting this memorial, said it Was humerously and respectably signed oy mer- chants, most of whom Were personally nown tohim.
