CE. City Cownctzs: Board of Aldermen —The Board met at the usual hour, the President, W. F. Bayly, in the Chair. A communieation was read from the Mayor, apuouncing his having signed on the 9th inst., “an act 0 organize a police system for the City of Washin; and to reduce all other acts in relation to the same Into one."? Also, one in relation to the financial condition of the Corporation; transmitting the account of the Corporation with the Bank of Washington, and showing a credit to the Cor, ration of a lit- Ue upwards ef $2,000 ; refer to the finance commi : iges, from the finance committee, re- ported a bill making an appropriation for com- Peusation of the Board of Assessors: passed. Mr. Houston, from same committee, reported a joint resolution making an ap; ropriation of $6,000 redeem the first instal:nent of stock of the Wash- ington and Alexandria Railroad Company, gua:- anteed by the Corporation, and due Janua y 4, 1258; and $1,500 to pay the six months interest on the whole debt of 860.008 to the same date. The guarantee by the Corporation provides that the said stock shall be redeemed in ten instalments of 36.000 each, this being the first instalment fall- ing due. tr. Houston advocated the passage of the res- olution st some length Mr. Moore opposed its passage, and moved that ft be laid on the table ; he wished to have some information upon the matter before the Board, in order to determine the condition of the said road. It was borrowing money to pay the debt om the part of the people. Mr. Riggs stated that, being personally in- terested in the bonds he could not, of course, vore upon the resolutions Mr. Moore wanted the matter inquired into; he Wished to know in what manner the Corpora- tion beeame Liable for the pa and urged the reference oft com@utice, with instructio: Board the circumstanees under which the Cor- poration bee: liable for debts of the Washing- fon and Alexandria Railroad Com; any; and how far it is so liable; and what sages es this Corpo- ration has for the repayment of the whole or any of this indebtedness. Mr. Dove advocated the immediate Passage of the resolution ; he did not wish to discuss the Matter any fucther, himself. The faith of the Corporation being pledged for its Payment it could not repudiate its responsibilities. Further discussion eusued, in which various members joived with some warmth of manner, and finally the question recurring upon the mo- tien of Mr Moore to refer, the ayes and noes were called, which resulted in the loss of the Motion. and the resolution passed. Mr. Riggs —< @ joint resolution instructing the Mayor, with the advice of the Corporation Attorney, to take such measures as deemed necessary for protecting the Corporation of Wash- 2-4gton from loss by the failure of the Alexandria and Washington Railroad Company to pity its bonds and the interest thereon passed. Stuart and Bourcicault has been open sufficiently long to admit of forming a fair judg- Ment not only of its merits, but its Prospects. It is sufficiently large fer the accommodation gen- erally of our play-goers with comfort and conve- nience, and yet not so large as that Perhaps a hundred dollars per night must be thrown away on it, on account of its too great size, as was the case with the late National. On Saturday night last the andience numbered perhaps nine hun- dred, all of whom were comfortably and agree- ably situated. Each succeeding night shows rogress made in the work of its appropriate em- betfishment and finish. Last night, for instance, we noticed the first appearance of the beautiful drop curtain promised, which as a work of art is a gem rarely seen in such a ition. The work ob embeltio ing the front of the dress circle and lighting it, as well as the proscenium, bas been pushed on with rapidity of late, and in capital taste. The vandeville company, as well as the ballet dancers, have fairly won their way in the good panies of the Washington public. Miss Polly Marshall and Dawson lgve already become prime favorites here; they are both capital performers, and uever fail to give entire satisfaction. Miss Marshall is unsur, in genteel and eccentiic comedy in this country. while Mr. Dawson as an eccentric and low comedian has not had his equal in this city since the days of the elder Jef- ferson. His reaarkable discrimination and just appreciation of the difference between genuine wil, and buffoonery, and the care he manifests in eschewing the latter, while he makes the most of the capacity of bis parts for the exhibition of the former, mark him for acultivated gentleman, capable, at all times, of appreciating the fac that here, in proportion to the number of bis au- diences, he plays before amore persons who yo to the ‘Theatre for an intellectual treat, than in any other American city. We cannot in justice omit to add that the stage management is fav more perfect than anything of the sort we have had in Washington since the days of Wood and Warren—which not a few of the Star's readers will remember with pleasure, indeed.
