LOCAL INTELLIGENCE.|,™ Desats 1’ THE Lowz® Boary.—The Ward ment to the Mr Edmonston {ntroduced a bill for « Icaning alleve and gutters in the Fourth Ward, night, which drew from several members remarks not very complimentary to Ward Commissioners. Mr. Orme spoke of the Commissioner of the Fourth Ward, and stated that he had been in- formed that the men employed ander that Com- missioner performed very little work ina for want of the Commissioner's attention. He also referred to the Commissioner of the Second Ward, and said that he visited frequently work in that Ward when the Commissioner should be present, and seldom or never met him there What was the use of making spprepaiations if the Commis- sioners did not attend to their duties. Mr. Jefferson thought the attack upon Mr. Owens came with bad grace from his colleague. The representatives of the Fourth Ward had ayked this appropriation ot $300 for the purpose ofenabling their commissioner to perform cer tain work. They had not complained of the commissioner; but, on the contrary, it was be- lieved that Mr. Owens was one of the best offi- cers that ever served in that Ward. ‘The ward fund of that Ward was rich, and certainly they were entitied to use it for the Ward improve- m s. If there were any charges let them be tn- vestigated, and the informer, who had not been named, brought forward to give in his evidence Mr. Orme said his informant was a ventleman of rexpectability. He was 4 contractor, and when be made his statement requested that his name should not be given Mr. Wallace was certainly of opinion that the commissioners did not attend to their duties. As an evidence, he wonld direct the attention of meiubers tothe condition of the pavements on the Where ladies could not damp weather without being splashed i i in the hollows. The attention of the commissioner bad been called to it, but the cause of complaint remained. Setierson explained that persons removing within the time prescribed would be allowed to vote In the Wards from which they moved, and the bill would prevent the colonization which bid been practiced heretofore, and by which the actual voters of Wards were prevented from baving the representatives they desired Mr Mniloy ssid he would vote for the bill be- cause he wished to see the system of frand put down. If such a bill bad passed years ago, the Fifth Ward would have been properly represent- ed_in the last Councils Mr. Gordon hoped the bill would lie over till next Monday. as there were members who wished toexamine it. Por his part, he was in favor of any bill that would prevent fraud at elections; hut it appeared to him the amendment would act against voters moving with their families trom owe Ward to another, and he would like to exam- ine the charter in reference to that point In the matter of colonization, ali parties were guilty; and he thouzht the Democrats could beat the world at it Mr. Brown thongbt that the amendment was a good one, aud stould be adopted speedily. Ifa person had been a resident of a ward eleven months and over, he had certainiya better right to he resistered there than in a ward where he bad iesided but six days, when the purity of election would be benefited by it. A figbt occurred upon Cadey’s section of the Water Works, near Cabin John, on Sunday night, which resulted in the killing of one of the party,a young man, an Irishman by birth, named John Farady. It appears that an old grudge wes bai bored by some of the parties in the fight against an individual named Patrick Sullivan, one of the basses on the work. On the night in question, they met and got to drinking; a quarrel ensned, and Farady was struck on the bead with aclub by Sullivan, it is supposed, and instantly killed. An inquest was held over the body, but we have not been able to learn the verdict. Sullivan, we are informed. has fled Mr. Lynn’s —o hotel on High street was robbed last night ofc cumsilionsle suaoume of clothing and some fifteen to twenty dollars in money.
