LOCAL INTELLIGENCE. ‘Tur River —The cargo of the schooner Ne- Draska, whieh struck on a rock at Hog Istand, if Chesapeak Bay, a few days ago, was consigned to the Messrs. Galt, coal merchants, of this city. It consisted of 357 tons of coal, and was a total loss. The crew were all saved. Ten baskets and fifteen cases of are, whieh arrived at Magruder & Stone's whar: schr. A.V. Bedel, a few days since, were yester- slay confiscated by Deputy Collector Robinson because they were not on the schr.’s manifest be- fore she cleared from the New York custom- house. Capt. Ryder, who was at Georgetown ‘with bis schr.,on learning the fact, com- plaint te the Collector at corerteet, who, on earing the complaint of Capt. Ryder, gave him @ note to Deputy Collector Robinson, as follows: ‘ Custom-Hovuss, Georgetown, D.C, November 13, 1557. “Sin: Please deliver the goods in your posses- sion, taken from the sehr. A. V. Bedel, to Capt Ryder or bearer E. G. Brown, Collector. “<E. B. Rosinxsox, Deputy Collector, “ Washington, D. C.’? Tt seems that it is a cnstom among the captains of coasting vessels to receive on board goods, be- fore sailing for any port, after clearing from the custom-house. For instance, a captain wishes to sail at 100’clock p. m.,at high tide, and his cargo is not all on beard; it is necessary for his purpose to have his manifest before the custom- house closes, and that is at the hour of 3 p. m. Goods arriving at the wharf for shipment after that hour are usually received on board. and may be placed on the manifest, or not, by the captain of the vessel. as he chooses. He exhibits his manifest to the Collector of whatever port he may enter to discharge, and also makes an exhibit of all goods not placed on the manifest, so that he cannot be suspected of an intention to smn gle such goods without paying the required duty. This, we learn from several old sea captains, is the prevuiling custom with the commanders of all coastwise vessels, and they have been permit- ted todo so. Mr. Magruder, on being ordered by the Deputy Collector to deliver the above goods up, refused todo so, believing that that cfficer had no authority to receive them. ‘The Deputy Collector then went in — of an officer, with whom he returned, and showed a writ command- ing him to deliver the goods Accordingly they were taken possession of and carted away. This anorning the order te redeliver them to the cap- tain of the A. V.. or his agent, was received from the Collector at Georgetown by Mr. Magruder. At Tux Maxine Bargacks.—Inside the bar- racks yesterday afternoon, there was quite a dis- play of the marine force attached to the station, in consequence of the visit to that place of sev- eral members of the Cabinet and their ladies. ‘The rank and file were out in full dress uniform, numbering some one bundred and twenty, under command of Lieutenant Henderson, by whom they were exercised in the drill, and afterwards reviewed. The parade lasted about one hour, and was conducted with military exactitude by the otficer in command, who is considered one of the best dill office sin the marine service. A large number of ladies and gentlemen were present from the west end of the town. It was expected that the President of the United States would be present, but to the disappointment of all, he dal notcome. During the exercises. some beautiful music was performed by the Marine Band, who Were out in full fores, under the leadership of Prof. Seala. ‘The closing piece, a selection from the opera of Lucia de Lammermoor, was admi- tably performed, indeed, For the purpose of perfecting the marines at- tached to the corps in all the details of their pro- fession, a battery is being constructed within the barracks some thirty feet long by twenty-three wide, so a to represent the side of a man- of-war, with two port holes in which are to be placed 32-pound guos for naval practice. This is @ new feature in marine drill on laud, and is eaiculated to be of great benefit in respect to giv- ing the men acomplete naval education befo: they go on board ship Dusant’s New EstasiistMent—HAaMMack’s. ‘The Washington public’s old friend, Dubaat, opens his new establishment on the northwest corner of Pennsylvania avenue and Sixth streets, to-day. In times past the house was well known as the best eating house in the Federal Metropo- lis. In falling into its present hands it is cer- tainly desti to retrieve its former reputation, for Dubant is an artiste in his line. From top to bottom, it has been refitted, renewed and st - nished. and in all its appointments it will at this moment compare favorably with the New York St. Charles, or, indeed, any other extensive house of the kind in the country. We predict for Du- bant, in his new place, a run of business such ax Was never before enjoyed by a Washington eat- ing house. HH k, too, has recently made extensive al- ud improvements in his r ular and elegant house in the Willard Hote nildings ‘The visitor may rely on exquisite cookery and capital catering there, as well as on invariably finding there, perhaps, better wines and liquors than we at least have found constantly in any other restaurant in the country. Hammack has set out to make an enviable popularity for his ex- tablishment, and is in a fair way of realizing his hopes. Pheease of Jones vs. Der mott was decided by the jury who, after remaining in the jary room for about two hours, brought in a verdict for plaintif® of $5,000 with interest from April 1, 1851, and $1,123 with interest from April 1, 1852. An was taken to the Supreme Court under exceptions to the rani of this Court when up before them last erm. The Court took up the case of Patterson rs. De Vanghn, an action to recover damages st to have been done to certain property belong to the a aes of a drain improperly constructed by the defendant. This case occu- pied the Court during the remainder of the day. and concluded just prior to adjournment, but not given to the jary last night. ‘This morning the Court met at the usual honr, and the jury in the case of Patterson cs. De Vaughn was called, and the case viven to them. Verdict for the plaintiff; damages 276.26 @The first case taken up to-day was that of Crane es. Buckley. This case occupied the Court some time; The question involved was one of the statute of limitations, and the Court, upon motion of the Plaintiffs counsel, instructed the jury that an admission of a subsisting debt, accompanied by an expression of a desire or intent to pay, was sufficient to take the case out of the statute of limitations, though no express promise had been made. Verdict for plaintiff; damages 8005, with interest from Ist April, 1851. C.S. Wallach for lain'iff. Laskey and Martin for defence. Mr. vaskey, for defence, made a motion for an arrest of judgment. The case of Cripps vs. Frye, which bad been postponed in the absence of the parties on yester- day, was then taken up This was an appeal from a judgment of a magistrate to recover an account for liquors sold to the defendant. Ver- dict for appellant; damages $29. The next case taken Ws was that of Michael O’Brien, au appeal from the decision of a magis- trate for violation of the ordinance regulating the sale of liquors. UNWARRANTABLE ARREST —Yesterday morn- ing an honest and worthy cart-driver, in George- town, named Gurley, entered a gunamith’s shop, kept bya man named Daw, for the purpose of ricipgagun. After remaining a few moments ¢ leftand proceeded to his business. A short time afterward he was arrested by an officer, on complaint of Daw, charged with having stolen the sum of SS from bis preg while in the shop. Subsequently Daw found the oney in his pocket, from whence it had not been removed at ali, and. this morning he promptly went to Gurley and ac- knowled his error in causing him to be arrested. Guonentown, Nov. 14, 1867. We have taken occasion several times recently to call public attention to the spirit of lawless- ness which has for some time been gradually de- veloping itself in our ecity, and regret to be in a manner compelled to advert to the subject again, and would not, did we not feel it a duty we owe to the community to continue to sound the alarm until onr citizens shall become fully aroused to the threatened danger. It must be obvious to every careful observer that we are rapidly ap- proaching, if we have not already reached t period, when it will be actually necessary for the orderly portion of the community to take some steps for the protection of their persons and prop- erty, either by the formation of patrol companies or vigilance committees. We are the last per- son who would council any measure that would seem to come in conflict with the operations of the law, but every candid person must admit that it isalmost next to esoregee ee | to convict the authors of the various acts of villainy, rioting, assaults, &c. They almost invariably tind some means of escape, either by the hard swearing of their accomplices, the insufficient bail given by them when arrested, the fear or indisposition of respectable persons to testify against them, or somethin, the kind. It must therefore follow of necessity that the orderly and respectable por- tion of the community will have to resort to some other method of protecting themselves in their rights. On Wednesday night last, just as the Rev. Mr. Coombs had returned to our city from Tenaly- town, where he had been to hold a religious meeting, and while near the Dumbarton street church on Lis way to his boarding-house, he was attacked by an individual by the name of John Hopkins, who charged Mr. Coombs with having pate ee some offence at the ball at Forrest Bal on Tuesday night—trumped up, no doubt, as an excuse for his uncalled-for and disreputable conduct. Notwithstanding the reverend gentle- man assured kim over and over again that he was mistaken, that he was not at the ball, and that he knew nothing about it, Hopkins continued to persist in his false charge and attempted to com- mit an assault npon him. Mr. Coombs fied, and saved himself from injury by getting within the church enclosure before mentioned and finally reaching his boarding house on Beall street. Mr. Coombs, in consequence of his alarm and the darkness, was unable to see any weapons jn the hands of his assailant, but is satistied that Just as he started to make his escape he heard the explosion of a percussion cap. ins was ar- rested under a United States warrant and taken before Justice Reaver, who beld him to bail in the sum of #600 for his appearance before the Criminal Court. At the called meeting of our City Councils last night, the Council was, in consequence of the sickness and absence of several members, minus a quorum, and the Aldermen adjourned over till next Monday evening, at 7 o’clock. The noble proportions of the new Custom-bouse and Post Office building are rapidly developing themselves. Mr. Wroe, the contractor, informs us that unless some unforeseen accident shall occur, he will be able, in about four weeks from this time, to have the building covered in. Mr. Wroe is sparing no pains to give to the Govern- inent a first-rate job, and to our city a building that will truly be an ornament to it. © This build- ing will, we have no doubt, both in point of ma- terials and execution of workmanship, compare favorably with any other building of a similar character now in course of construction anywhere. The leavy decline in flour brought by the last foreigu news bas considerably unsettled the mar- kets, and as no sales of moment of either flour or grain have occurred since the arrival of the news, we find it impossibie to y thing like a reliable report.
