LOCAL INTELLIGENCE. TeacHERs’ Assoctarion.—A special meeting of the association was held at the Smithsonian Institution this morning, at 10 o’clock, the object being to ascertain what progress had been made by the committee which had been appointed to ascertain the propriety of holding a convention of the teachers of the public schools of this and the adjoining cities, in this city this fall. The committee reported that bu had made no progress, and accordingly the subject was laid over informally. Another object of the meeting was to hear re- rts from the voluntary committee, which had n instituted at the last monthly meeting to ascertain the number of children of school age in ‘the city of Washington who were unprovided for in our public schools; the whole number of Private schools; the whole number of public schools; the whole number of teachers in the bile and private schools, and the whole num- r of pupils attending the public and private schools Mr. Z. Richards, who had volunteered for the Second and Third Wards, reported 39 private schools in those Wards, besides three orphan asylumns which had their schools. Mr. Loomis had examined that part of the city which lies in the First Ward south of Pennsylva- nia avenue and west of Fifteenth street to George- town. He led that the people living in this district were of the bighest and lowest classes of the citizens. That there was great difficulty edtn- Plained of among the parents in getting their children into the public schools. Many of them would do so were it possible, and were anxious todoso. In that section he had found 500 chil- dren of school age who had no opportunities of school education, either on account of the diffi- eulty above mentioned, or because their parents were too poor to send them to any private teacher. Ofthe whole number of pupils in the district examined, 53 per cent. were in the schools and 47 per cent. out of schoo! ) per cent in the private schools and 23 per cent. in the public schools. Of the 47 per cent. out of school, 20 percent were those having parents able to pay tuition in the Private schools, and 26 per cent., that is ¥ per cent. of the whole remainder to be cared for by the public schools. No other reports were made. Elias Wheeler alias Robert Pulling, was ar- rested yesterday morning on the arrival of the 6 o’clock train from Baltimore, at the railroad de- by Justice Hollingshead, assisted by Messrs and Allen, county officers. When discovered by Officer Allen, he had taken a seat in the South- ern boat omnibus for the steamer. Justice Hol- lingshead entered the bus and made the arrest, and then delivered his prisoner over to the offi- cers by whom he was piaced in the office of the ticket agent at the depot and guarded until the arrival of the Deputy Marshal, by whom he was taken to the jaii. After his commitment bad been made out by Justice Hollingshead, Wheeler delivered up $100 in cash, supposed to be part of the money stolen from the custom house, and a vainable-zold watch and diamond studs which he had purchased in Baitimore with more of the stolen money. He had also a full assortment of skeleton k His accomplice, Somerville, was doubtless in theomnibus with him when arrested, and has escaped South. Last night, Messrs. Boss and Allen started off in pursuit of him, and will be pretty sure to take him cetere they leave his track. w r is a notorious fellow, and has been the prince of bank robbers and burglars for many years. He !s well known to the police officers of most of our large cities, and in consequence of his many depredations in various States. rewards have been from time to time publisbed for his apprehension. He is the son » m notorious Eng- lish thief, and master of his profession Whee- ler will-searcely be likely to tronble the public again for some time, as information has been dispatched to various cities where the authorities have anxiously waited for an opportunity to make his acquaintance, and will be glad to know of his arrest. Somerville was near being convicted for being connected with Tom Hand in the Government jewels’ robbery, several years ago. It is to be Boped that he willbe caught. The officers have orders to pursue him as far as Charleston, 3. C., if they should not discover his whereabouts in Richmond. Tue River.—The barkantine Horace Beall ‘was towed up the Georgetown channel this morn- ing by the steamtug Guy, as far as the saud bar opposite Arlington; where she went aground She will work off at high tide to-day. ‘The Caomberland coal trade is on ihe increase; an average of 550 tons has arrived at the month of the canal daily for the iast six days. A large lu schooner went up the Wash- ington channel this morning. The wind was very high on the river during last night, and played some pranks with the flotilia of oyster pangies at auchor in the channel and about the wharves. At Galt & Young’s wharf, < schooner which was made fast to the whaif parted ber siern lines and swung round, carrying two fishing sloops, which were fast alongside, with her, and sweeping them up against the sea wall with considerable force. F Tenney & Co., are hard at work fitting up the house for the win- ter season. The National is to be fitted up in a style not inferior to any house in the country. Martin, of Maryland. Her own statement shows that she was the slave of Mr. Martin and ran otf five years azo, but she is under the impression that she was bought running by her friends. She says that she went off witha number of others, and left them in Canada. She has been living in Boston until just before last Christmas, when she returned to this city. ‘The names of well known persons residing in this city are mentioned in connection with her exodus from Washington, and it is thought some curious developments may turn up. Tux Lovoxrs —Last night there was a rush of applicants for lodgings at the central station of the auxiliary guard. The gang accommodated last ee was of the sort usually sent to this city with the expectation that Government will sup- port them through the winter. Persons abroad are not aware of the fact that the citizens here, and not Government, are taxed to support those vagabands. The autumn usually brings to Wash- ington hosts of those sturdy paupers. Correspondence of The Star. Groxcrrows, Oct. 17, 1857. Wedearn this morning that the entire length of the peake and Ohio Canal is now in excel- lent navigable order, there being a full supply of watet on the levels. But unfortunately the de- ranged state of monetary affairs is, here as else- where, beginning to be sensibly felt. The sus- pension of the Cumberland Coal and Mining Company, which has for some time past paid at least one-third of all the tolls collected upon the Canal, and the indisposition of the tillers of the soil to transport their produce to market, must necessarily tend, in no small degree, to lessen the amount of business which it was expected would be done before the closing of navigation by ice. These, together with the suspension of many fac- torfes of different kinds at the North, in which the Cumberland Coal had been introduced ax a fnel for generating steam. must tend to lessen the demand for the article, and consequently reduce the tolls considerably, until something like a settled state of affairs shall in occur. Not- withstanding there are now lying at our coal docks several large vessels awaiting cargoes, and some dozen coal | ey laden with the article, are a in consequence @f no Northern orders for coal. During the week ending to-day, 9 boats in all have arrived—8!1 from Cumberland, with coal, 4 from different points, with flour; 4 with lime- stone ; and 1 with wood. ‘The steady march of improvement in the gen- eral appearance of Oak Hill Cemetery under the excellent management of Mr. A Blundon, the superintendent, must be very gratifying to the lot-holders and numerous visitors of this roman- tic and beautiful resting place of the dead; and we will venture the assertion that there is not to be found anywhere in this section another pas of a similar character and of the same magnitude so well managed and kept in such excellent order with as small force and at as little cost to the con- cern as this. Notwithstanding Mr. Blundon has but three hands to assist him in his arduous la bors, the amount earned by digging graves, Kc., up to the present time this year is nearly equal to the entire expense of the gronnd apart from his (Mr. B's) salary. Dur'ng this season quite a large number of very handsome monuments have been erected by lot-holders in the ground, which tend in no small degree to enhance the beauty of it. Among the most iraportant improvements of this kind is the splendid mosque now in course of construction for W. W . Corcoran, Esq_., of your city. This will be, when completed, a magnifi- cent affair. This mosque, or tomb, is constructed of the very finest quality of Reanite and Italian marble. It isto be about thirty-five feet above ground, and will cost from $25,000 to $30,000. The offerings of beef cattle at Fosset’s Yard and Drovers’ Rest, yesterday, amounted to about 500 head, 300 of which were purchased by Dis- trict butchers, at $3a@1 on the hoof, equal to S6a $8 net. The remaining 200 were driven on to Baltimore. Old sbeep and lambs $2.50a33 per head. Hogs $9 50a39 62 per 100 Ibs. We would advise our citizens generally, who may be in want of good groceries, &c., to exam- ine the advertisement of Mr. W.
