LOCAL INTELLIGENCE.| Git Councile—Board of Aldermen.—The Board met yesterday afternoon at the Hall at the usual Nour; the President, Wm. F. Bayly, in the chair. The Chair read a communication from the Mayor transmitting the receipts and expenditures of the Corporation for the year ending June 30, 1857 ; also, one announcing his having signed various acts; also, one transmitting the monthly a of the Intendant of the asylum. t. Miller, from the improvements committee, Presented a bill from the lower Board making an eee ab ges to build a bridge at the intersection of Third street east and Virginia avenne ; passed. Mr. Miller, from same committ to whom had been referred the petition of Rs. Falconer and others asking for an appropriation for certain improvements on Seventh street, reported a bill in accordance with the same ; passed. Mr. Miller also reported a bill authorizing the continuation of the sea wall now being construct- ed to O street, to the south side of P street south. Objection was made by Messrs. Smith, Riggs and Donoho to the passage of the bill, because it was @ matter of doubt as to who owned the right of wharfage, and the argument was used that the continuation would benefit private vA ee in the Seventh Ward, the expenses of which the Cor- Poration was not liable for. Mr. Rigys thought the Ta should be laid over until the condition of the corporation funds should be looked into. He moved that its passage be postponed, and that it be made the special order for Monday next; agreed to. Mr. Miller, from the same committee, reported. 2 bill for the construction of a sewer in the Third Ward, askinz an appropriation of $1,200 for the same; passed Mr. Goddard, from police committee, a bill from the lower Board amendatory of an act in relation to eating stands in the Centre Market, and announcing that that Board had disagreed to the amendment. He moved that the Board insist on their amendment ; agreed to. Mr. Goddard also, from same committce, to whom had beea referred a bill from the lower Board providing for three election precincts in the Third and Fourth Wards, reported a substi tute for the same n iring other divisions, but retaining the two original precincts. The sab- stitute was adopted and the bill passed. Mr. Goddard, from the same committee, to whom bad been referred a resolution in relation to a change in the police department, reported a Dill to organize a police system for the city of Washington. and to reduce the several acts in re- lation thereto to one. Thomas then to obtain a warrant against Nolies, who ‘was arrested and brought before Justice Walter for trial. The trial came off at half-past 6 o'clock last night—Gol. M. Thompson appearing for the complainant, who proposed to waive the imme- diate matter of the trial, provided the witnesses for the defence would consent to a cross-exami- nation in relation to the matter of their affidavits against Thomas of ee ‘ruse of the untinished rooms about the capitol extension. He stated that the force of those affidavits, if not broken by that cross-examination, would lead to the dis- missal of bis client, and deprive him of his means of subsistence; and that if the witnesses were willing to submit to the cross-examination the assault would be waived. Mr. Nolles, the father of the defendant, stated that Lis son was brought up toanswer a charge of assault and battery, and he should not consent to have any other course taken than the law Pro- vided. Let the other side proceed to the trial, and they could ask any questions they chose in relation to the immediate case for which the de- fendsnt was called to account. The case was then gone into. Mr. Thomas, being sworn, refused to answer such questions as were propunded, or to give any evidence at all; so the case was dismissed. Henrietta King and Sam Riggs, colored, were brought up to answer a charge of breaking open and cee ioe an empty house belonging to Chas Walter, Esq. It seems that the introders had made application to rent the said house, and had been refused; so they proceeded to break open a shutter with a hatchet, and take Possession; they then entered upon an extensive business in the house-renting line, and when their Presence was discovered all the rooms in the house were occti- pied, and a flourishing business of a certain kind was going on therein. The parties were commit- ted to jail for a further hearing. Officer Vermil- lion, who arrested the parties, found a valuable sword-cane on the premises, with a silver plate marked A. A., and evidently belonging to some white gentleman visitor. It is at the office of Justice Walter, who will deliver it to any party proving ownership. Tux ANNIVERSARY Panapse of the Washing- ton Light Infantry did not come off yesterday, owing to the failure of the band engaged at the Barracks to fulfil their engagement. The company had assembled, and were greatly disappointed by the receipt of information from Prof. Scala that the band engaged could not be furnished. ‘The company immediately appointed a com- mittee, headed by Capt. Davis, who waited upon . Henderson, to ascertain the cause of the failure. Gen. H., upon hearing the complaint, summoned Prof. Scala, and the blame was fas tened upon two of the men who were to lead the band, and who had absented themselves. Gen Henderson ordered a full investigation to be held this morning. The Infantry on the return of their committee decided to celebrate the occasion by a collation, which accordingly took place at Benter’s, at + p.m. Here some two hours were spent in dis- cussing the goed things spread by their host and in the interchange of good feeling, so that the Infantry were by no means cheated out of a hand- some celebration of their twenty-first anniver- sary. Tue Usvercrovnn RatLroap—WasuincTon Brancu.—Sunday night, Captain Mills, with Watchmen Degges and Burkhardt, succeeded in capturing fugitive slaves, the property of George Morton, Esq., of Prince George’s county, Md. ‘The runaways had al: 's been kindly cared for by their master, and it was apparent that they had been tampered with and uced away by some white agent of the Underground Railroad. In- deed, they acknowledged the fact, described the appearance of this man, and stated that when ar- rested they were waiting his arrival to leave finally for the North. The rendezvous selected by him was in front of the General Post Office. The slaves were retained until the arrival of Mr. Morton’s agent. when they were committed to the a Benin One of them declared that he had rather be sold than returned, as his master could hereafter place no confidence in him. This man bas a wife and ten children The existence of an underground railroad agen- cy in this kf has long been suspected, and the police have had their eye on parties believed to be connected with it, but the evidence has not been sufficient to justify their indictment.
