The Postmaster Generai may annal the eontract for repeated failures to run agreeably to contract: fc vivciating the post office laws, or disobeying the structions of the Department; for refusing to ¢ charge a carrier when required by the Department to do 0; for assigning the contract without the assent of the Postmaster General; for rinning anexpress as aforesaid; or for transporting persons or packages conveyine maiable matter out of the maul. 5.
