INSTRUCTIONS. 1, Thé lotter mail is to be oarried on horseback at the ereatest practicable speed, and the residue of otherwise, at a slower rato of the mail in wagons, speed. Bidders will state im their proposals the schedule of arrivals and departures by which they vrogone torun, and the rate of apeed to be accom- pis ed. ‘The proposals may set forth distict sums for the letter and for the other maiis, or a combined one for the entire service. 2. No pay will be made for trips not performed ; and for each of such omissions not satisfactorily ex plained three times the rey of the trip may he de- dacted. For arrivals so far behind time as to break connexion with depending mails,and not sufficiently excused, oue-fourth of the compensation for the trip is subject to forfeiture. 3. For leaving behind or throwing off the mattis, or any portion of them, for the admission of engerr, or for being concerned in setting up or running an ex: press conveying intelligence in advance of the mail, @ quarter's pay mar be deducted. 4. The Postmaster Generai may annul the contract for repeated failures to run agreeably to contract: for violatung the post office laws, or disobeying the in- structions of the Department; for refusing to dis- charge a carrier when required by the Department to do #0; for ssigning the contract withent the assent of the Postmaster General; for running an express a3 aforesaid; or for transporting persons or packages conveying mailable matter out of the mail. 5. Each hid must be guarantied by two responsible ersons. General guarantees cannot be admitted. ‘he bid and guarantee should be signed plainly with the full name of each person. The Department reserves the right to rejact any hid which mays be deemed extravagant, and also the bids of failing contractors and bidders. 6. The bid should be sealed ; superscribed “Mail ‘oposais, tate of — ,” addressed “Second As- nt Po: ster General,” Contract Office, and by ma * by or to an agent; and postinasters will net enclose proposals (or letters of any kind) in theirquarteriy returns. 7. The contracts are to be executed and returned tothe department by or before the ist of October, 1857, but the services must be commenced on the Ist October, whether the contracts be exeented or not.
