IL’ SINGLE COPIES ONE CENT. UNION CONVENTION. At the Union Convention for Montgomery county, held at Rockville, Md., on Saturday, Col. Benjamin Shreeve was elected President, and Benj. Fawcett and Geo. T. Pope Secre- taries. The convention then unanimosly nominated Gen. Wm. L. Gaither for the Senate; Dr. Wash- ington Duvall and Nicholas Worthington for the House of Delegates; and, also, Samuel Riggs of B., John W. Shaw, Robert T. Dade, Wm. H. Offutt, and Wm. H. Spencer for Com- missioners of Taxes; James Anderson for Sur- veyor, and Richard Groome for Sheriff. Col. J. W. Irwin, of this city, (formerly of Kentaeky.) being called out, spoke as follows : Gentlemen : If L were to consult my modesty, for whieh I think I have a very fair reputation, I should decline to address you upon this occa- sion, but the flattering manner with which you have greeted me, and the hearty welcome ex- tended to me by friends in Kockville, will ex- euse me for occupying your time. which, I promise in the beginning, shall only be for a oo corguatioed hi fmity with which aur ‘at the unanimity with whi the Democrats of Mon’ ry have been able to select their standard bearers in the coming contest, and although I have no personal ae- quaintance either with those who have been selected, or with those who have failed to se- cure nominations, yet I am convinced that now the selections have been made, that = Demo- crats of the county of Montgomery will present an unbroken front, which is all that is wanting to secure a triumphant vietory. Gentlemen, we live in a most eventful period in the history of the country ; nothing which has been written in reference to the condition of mankind in any age, or in any country, would seem sufficient to furnish rules for our govern- ment and our wants, hence it becomes us to watch with the most zealous solicitude all the issues and all the antagonisms which would seem to militate against individual happiness, the rights of the States, and the glorious union of the States, a question in my opinion paramount to all others. _ Within the past few years questions of vast importance have arisen, threatening the integ- rity-of the Union itself, and I might state that in some localities, both North and South, they have not been discussed with that calmness which a due consideration of their importance would seem to demand, nor with that accurac: for which the American people are sobetod. upon political questions, so vitally affecting the'r interest and their happiness. These questions grow out of the views enter- tained by the Republican party in the North in reference to the power of Congress over the ques- tion of slavery in the Territories of the United States, and certain —— of the American party—the Know Nothing:—upon the extension of the naturalization laws, operating covertly upoo the religious prejudices of the cou im thie @xclasion of Catholics from the ght ef eat trom. _if Ihave been able to understand the Know Nothing orators, the ramount object for which they have contented, and from whieh in- calculable blessings was to result to the Amer- ican people, it was the extension of the Natura!- ization ws = five to twenty-one years, thereby putting a foreigner upon same foote ing ase Sald been in fe ow, gentlemen, I eontend that no such con- uence could result trom the passage of such a law, and that any attempt to induce the American ple to adopt such a principle with Sens —— an vem ——— intelligence, and a fri upon their suffrage, if given for salir Puapeoe. po rage, if giver _ Say » Congress were to pags a law extend- ing the time of naturalization from five to twenty-one years, or to forty years if you ehoose, would that affect the of suffrage—certainly not. The right of suffrage is regulated by the po oon Space of the several States of the Con- fe ¥, and is not directly under the eontrol of Congress. For instance, in the State of Ken- tueky, when a declaration of intention to be- come a citizen has been filed, a residence in the State for two years, and residence in thecounty for one year, entitles the individual to the right to vote for members of the General As- sembly, while the Federal Constitution declares thas je persons entitled to vote for members of the “most nunierous branch of the General Assembly’ in the several States shall be en- titled to vote for members of Congress. Again, in Massachusetts and Connectient they have passed laws inhibiting persons—citizens—from voting, unless a | cun read and write. Will any person contend that these proscribed indi- viduals can vote fur members of Congress. Certainly not. Clearly demonstrating that the right of suffrage and the time of naturalization are entirely different things, and are not de- pendant, the one upon the daration of the time of the otber. Now [ would ask, gentlemen. it Jongress were to pass a law that all persons born in the United States and twenty-one years old, should be en- titled to vote for members of Congress, and Massachusetts having prohibited persons of this elass from voting because they could not read and write. thereby excluding them from voting for members of the “most numerous branch” of theit General Assembly, could these inhibited persons vote under the Congressional enact- ment? Certainly not, it would be a palpable violation of the federal constitution, the Congressional enactment would be a nullity Now, gentlemen, if I have been able to demon- strate that the warn stay of the Know Nothings has been broken and scattered to the winds— that their proposition is a legal impossibility— ought they not in commun honesty to abandon « party who claimed their support and their suffrage for a proposition utterly untenable— utterly futile. Many of his de- luded followers have cursed the day he cver was born; and I have no doubt that man: who swore they loved him ‘ever dearly” are now ready to sing— “Oh, no, Pll never mention him, His name ts never beard.’ And as it is common to throw the charitable mantle of forgetfulness over the errors of ou; decensed friends, so we may charitably hope he fnew nothing of his terrible errors. The question saitated by our Republican friends upon the subject of slavery is altogether a different affair, gentlemen. It is supported by persons too respectable and too numerous not to demand at our hands a fair and candid consideration of its merits, as well as a patient examination of the grievances of whic! they complain; and I firmly believe that by a proper feeling on the part of all, North and South, it will eventually lead to the settlement of this vexed question, and a proper guarantee for our constitutional rights. _ The Democrats have taken the only true na- tional view of this question—that Congress has neither the power to establish nor prohibit s very in the Territories of the United States ; that they are the common property of the peo- ple, and have been secured by the treasura which belongs te the or won by the valor and blood of the soldiers of the country, both North and South; and tbat to pass laws which ument, which result 3d of June.
