The Intelligencer, to-day. continues the pub- lication of Mr. Gales’s reminiscences of the civil history of the last war with Great Britain, which are destined to prove among the most valuable accessions to American history that have so far been put in print.* In addition to Mr. G.’s qualifications as a writer, second to those of no other American engaged in any lite- xary walk, his associations with the great men of the past age, concerning whose acts and views he writes in these interesting papers, and his intimate knowledge of all the details of Ameri- ean public history from those days to the pres- ent time, (not afew of whi®b are sequences of the events of those times,) together render him, perhaps, better fitted for his task in hand than any other of the men of the times of the last war with Great Britain left among us The Union, to-day, discusses the Minnesota Constitutional Convention and the New York Police question. 8 eet WASHINGTQN NEWS AND GOSSIP. Tae Derexce or ovr Norra Pacific coasts. We hear that the absenec of the United States naval steamer Massachusetts, (now at the Navy Yard, Mare Island, California, for repairs.) from her station on the coasts of Oregon and Washington Territory, causes serious apprehen- sions to be entertained by the settlers that they will again be visited by depredating bands of savages from the British possessions further North. The Indians of that region navigate along the coasts in huge canoes that carry, some of them, 150 men each. They are the most war- like, ferocious and effective tribes on the conti- nent at this time, we apprehend, judging from the trouble they have already given. The with- drawal of the Massachusetts from the station was, of course, an act of prime necessity, for ships must be repaired. It is greatly to be regretted that not even a revenue cutter was at hand to do her duty for the time being. But those who know Congress are well aware that it rarely legislates effectively for de- fence or precaution until foreed so to do by the appearance of danger at the very threshold of the door. The Executive branch of the Government can only avail itself of the means of protection accorded by Congress, which. unfortunately, has not provided sufficient for the western coast to have permitted, ere this, another vessel to be ordered to do the duty from which, as explained above, the Massa- chusetts was not long since withdrawn. Efforts are doubtless being made here so to arrange the duties of the vessels of both the Navy and Treas- ury Department in the Pacific, as that one will immediately be ordered to take the place of the steamer named above. By the by, if we are not mistaken, the Pacific Mail Steamship Company have some vessels on the Pacifie coast not in commission at this time, which. if there is authority to call them (or one of them) into the service, would answer the purpose. We refer to their ships (steamers) first employed on their route. They were built, it will be remembered, under the superinten- dence of United States naval officers, so a3 to be speedily convertible into men-of-war, and are therefore capable of carrying all the arma- ment required in such service. The contract under which they were constructed authorizes the Government to take them, or either of them, at a valuation when the necessities of the pub- lic service may require that tobe done. If, in the absence of a specific appropriation to pay for them, such a thing could be done, it strikes us that the fact that they arc out there at this time unemployed (some of them) affords an op- portunity for at once providing against disas- trous contingenciez that might otherwise result from the withdrawal of the Massachusetts from her late station We clip the fullowing from the last news from the Pacific coast, »3 illustrating the condition of affairs there, on which we comment above : By the arrival of the k Friendship. from ‘Teekslet. Tue Arrams or WasnineTon Territory. We apprehend that orders will soon leave Wash- ing city that will definitely settle the late dis- putes between the civil and military fanction- aries in Washington Territory and Oregon, that served not a little to complicate the diiiculties encountered in the proper conduct of the late Indian war in that quarter. They are rendered more necessary, as about a hundred Mormon families moved over into the Bitter Root Valley (of Washington Territory) last year, and are believed to have been engaged in poison- ing the minds of the Indians against the whites and the Government, Generul as well as Territorial. In another article, to-day, we take occasion to explain that trouble is anticipated with the savages immediately upon the coast of the Territory; so their affairs are not unlikely to become very compli- cated. These facts render it absolutely neces- sary that the difficulties with reference to the Powers of the several branches of the public service in the Territory—the military and the eivil—should be ended as speedily as possible, for there cannot be two governments out there, of equal. authority, without both doing more harm than good, we apprehend. The New Governor of Washington Territory isa man of fagacity, energy, nerve and much experience with the world, as well as in the business of legislation. We certainly look to him to do much on bis arrival out, towards restoring the harmony between the twoclasses of the Govern- ment agents there, so necessary fur the future well being of the Territory. cosmic Tax Govvstonovan Arrnay.—The writer of the accompanying communication is well known to us to be a reliable gentleman in all respects. its assurances, therefore, induce us tochange our views of the origin of the terrible affray in question, and the conduct of Dr. Davis, as well asconcerning the responsibility of the chief German participators in it. Nevertheless, we cannot comprehend the propriety of visiting punishment on those who neither violated the law by trading with slaves, or were engaged in the affray, ail of them in the village having been violently driven forth from it by the mob : Tur Gorpssoroven AFFRAY.—A paragraph n the Star of last evening does great injustice w Dr. Davis. Bocvus News.—The reports per telegraph, purporting to come from Nicaragua, alleging that the parties of Martinez and Jerez—the Leonists and Chamorristas—are about to draw the sword again, are untrue. We have just received our private advices coming by the Illinois, which satisfy usof their want of truth. They were generated tor the benefit of filibus- ters, who aim to prevent this Government from recognizing the existence of a government in Nicaragua as long as possible, so that anarchy and civil war, &c., may be brought about there onee more. If their object can be accomplished, they know well that there will be more likeli- hood that the filibusters may be able shortly to make a safe lodgment on the Isthmus, than if peace and order reign there among the native population. According to our letters, though the two par- ties of the natives have not finally adjusted all the questions in issue between them, therecan be no doubt that their pending negotiations will terminate ® a satisfactory union of all parties. This is manifest in the cordial desire of both parties for the acceptance by the United States of the Minister accredited to Washington by President Rivas after Walker withdrew from the service of the government and at- tempted to set up his abortion of a filibuster dictatorship. The idea that the two parties are about to go to war with each other has no founda- tion whatever in trutl—none in the world. Tue Coxriicting Despatcnes —Yesterday, we mentioned that the War Department have a despatch from Fort Snelling, announcing the gratifying information that the Sioux have ac- ceded to the terms of the Government, and that the prospect now is that the Indian troubles there are at an end for the present. This bore the date of the 25th inst. At the same time we published a despatch received from the agent of the Associated Press, dated at Fort Snelling on the day after, wherein it is represented that the Siowx are in a worse state than ever, threat- ening more danger to the whites than before, &c., and saying that excitement exists among the settlers against the Secretary of War's de- cision not to authorize the muster of volunteers, because the force of regulars to be employed there would prove sufficient for existing emer- gencies. We had no space, yesterday, in which to ex- press our entire confidence in the first despatch mentioned above, which is from Lieut. Col. J J. Abercrombie, of the Second Infantry, the senior officer now in that section of the country, who is in immediate command of all the troops there. Nor had we then room to add our belief that the second despatch simply reflects the disappointment of those who were in hopes of being mustered into service there, as volunteers. Tue Ixptans or New Mextco.—The Indian Bureau have full despatches, of late dates, from their various agencies in the Territory of New Mexico. From the Abiquin agency (to May 31,) they learn that the dificulties between the Na- vejos and Capote Utahs have compelled the lat- ter to remain in the vicinity of that agency (for protection) in a very destitute condition; that the Jicarilla Apaches are peaceably working their fields, and improving; they have planta- tions on the Rio Oso and La Cuera, about thirty and twenty-five miles from this agency. From the Utah agency, Taos, (to June 6th.) they have information that in the course of the pre- vious month the Minachi Utahs visited that point and received satisfactory presents, evin- eing a fricndly disposition. The Jicarilla Apaches haye also been there, and are quite friendly. Arrestep.—The General Land Office have information of the arrest of Wm. H. Wash, of Powhatan, Va., for furging papers to substan- tiate claims to bounty lands, effected through the instrumentality of Mr. Gregory, the U. S$ Attoroey at Riehmond, Va. ‘Tho ae- ensed is now confined in the Richmond jai! ng his trial. The Burean has doubtless evidence sufficient on band to insure his con- vietion. A Treaty Sigxen.—This morning, the rep- resentatives of the Ottawas, (uriginally from Vhio,) located in Kansas, signed, with the Com- missioner of Indian Affairs, the treaty they have just concluded with the United States, pro- viding for the division of their 70,000 acres of fine lands in the Territory. held by the tribe in common, among them individually. This is the adoption on their part of the custom of the whites with reference to the tenure of real es- tate, and will be recognized as a substantial step forward on their way to entire civilization, in which for five years past many of the fron- tier tribes have been marching forward far more rapidly than before. Deatu or Nicuoras Taompson, Esg.—The Secretary of the Interior this morning received information, by telegraph, of the death of his father, Nicholas Thompson, Esq., on the day before yesterday, at bis residence, Leesburg, Caswell county, Miss., which occurred suddenly, his previous health being remarkably good. This venerable and universally respected and esteemed gentleman, was aged seventy-five years. TrrocrapaicaL Buuyvers.—Yesterday, in the hurry of managing a press of copy, our proof reader failed to correct the spelling (in the type) of the latter word a7 mus, printed in two places in the Star, aminus. The transposition of a single letter in the word made the nonsensical blunder. Aprointep.—The Secretary of the Treasury has appointed the following light-house keep- ers. Viz: Joshua B. Rathbun, at Beaver Tail: R. 1. vice Mrs. Demaris Weeden, remoyed— $350 per annum; Levi Smalley, at Tennant’s Harbor, Me.—$400 per annum; Antona Pea- dro, assistant at Moose Peak, Me.—$230 per annum.
