We think it discreditable to our city and to Norfolk that direet communication has not hith- erto been encouraged and maintained between the two Cities. Boarp oF ALDREMEN.—The Board held its Tegniar weekly meeting yesterday afternoon. A communication was received from the Mayor transmitting the report of the Intendant of the Washington Asylum for the month of June; re- ferred to asylum committee. ‘The Chair presented a memorial from the man- agers of the Metropolitan Mechanics? Institate in relation to building a hall in connection with the proposed market house ; referred to finance com- mittee. This memorial bas already anpeared in the columns of the Star. Mr. Riggs, from finance committee, reported adversely on the bill for the relief of Jos. Ratcliffe, and the bill was rejected. Mr. eth from the same committee, reported baek the bill in relation to paying interest upon over-drafts upon the Bank of Washington, with an amendment; which was adopted, and the bill passed Mr. Riggs, from same committee, reported back the bill fixing the rate per cent of taxes for the fixeal year, with an amendment striking out the 10 per cent. discount on yen yments, pro- posed by the Council bill, and inserting 8 per cent.; adopted. Mr. Smith moved to make the rate of taxation 05 cents on the hundred dollars, instead of 75 cents as —— by the bill. Nir. iggs expressed his belief that not a single improvement could be made unless the rate of taxation was increased beyond 65 cents. There was the appropriation of $5,000 for the Long Bridge repairs; and there was from $35.000 to $50,000 tobe raised for the construction of a new Asylum. He was.in favor of raising a sum of. at least, $100,000 to put the affairs of the Corpora- tion npon a satisfactory footing. Mr. flouston expressed himself as op d to raising the rates, and gave it as his decided con- viction that no property in this city, with the ex- ception perhaps of some particularly well located on Pennsylvania avenue, could afford to pay atax of one per cent.. as it might be called upon to pa’ if the raising of the rates was to be persevered in. Mr. Riggs reminded the gentleman that Phila delphia paid a tax of 2 per cent., and New York 1 oA cent. Mr. Dove put it to the member from the Fifth Ward that he had voted for lavish expenditures in that Ward. Mr. Houston denied the soft impeachment ; had only kept silent when others advocated voted for such expenditure. Mr. Dove. “ Silence gives consent.°? Mr. Smith defended his amendment, and de- manded why. if a higher rate was necessary, they Were not furnished by the Mayor with an exact statement of the condition of the Corporation finances. Mr. Riggs thought M-. Smith’s theory hardly tallied with his practice; he having introduced some of the most extravagant fire bills ever pre- sented bere Mr. Smith owned up, in part, tothe indictment, but plead that he was not aware then that the city was bankrupt as would now appear to be the ease Mc. Riggs thought the cheapest way for corpo- rations as well as individuals was to pay their debts at once the time with the Cor- poration stock above par and sought after, to raise he money hecessary to put the Corporation af- fairs ona pee basis. He explained how through their inability to obtain the accounts of the late Collector it was impossible to furnish a state- iment of the Corporation’s financial position. Quite a distressing accident ocenrred 9 few days since at the mill dam of Messrs Berry & White, which resulted in the death of a very worthy and industrious old gentieman, Captain Ritchey, a resident of the Firet Ward, Washbing- ton. While he was engaged holding the drill for another individual who was preparing to blast a rock the sledge hatamer which was being used in driving the drill flew off the handte and strack the Captain in the lower part of the abdomen, cansing such serions internal injuries as to cause his death about 12 o’elock yesterday. At the time of closing this letter hundreds of the citizens of our own city, of Washington, and the surrounding country are winding their way towards the Georgetown College to witness the exhibition.
