The Uvion comments in becoming terms upon the recent developments concerning the inanagement during the late Presidential elec- tion of the funds of the shriekers for freedom in Kansas. It seems that much of the clothing contributed to clothe the free state forees in Kansas was deliberately sold by order of the committee of management, and the money thus acquired was used for speculation in Kansas ser pin Wall street! Of this, there is now no question whatever. The Union also compliments the Hon. Mr. Bennett, of Mississippi, the occasion being that gentleman's renomination for Congress. What it says concerning him is well deserved, indeed. The same paper publishes the recent letter of the Hon. James Jackson of Georgia, accepting the Democratic nomination for Congress from the Sixth District of that State. In the course of that letter Mr. Jackson mskes the following sensible remarks : “« The whole South—if it wi te homogeneous in action as in interest and feeli s ina deplora- ble minority. If it were thor ly united it is helpless to-day in the Union without aid from the North. How shall thataid be obtained? The answer is plain—by a cordial political alli- ance with those men at the north who have the disposition and the power to render usassistance. Who are those men? They are the friends of Mr. Buchanan and the present administration ; for without discussing the disposition of the friends of Mr. Fillmore to help us, it is sufficient to say they have not the numerical power. Who are these friends of Mr. Buchanan at the North? ‘The mass of them are old democrats, very many of them old whi but all of them now bear the name of democrats and form the northern demo- i rty. They are the men who carried Pennsylvania, New Jersey, Indiana, [linois, and California at the late presidential election, and saved all of us at the South, of every party, from the fearful alternative of a tame submission to the Yoke ef Fremont and black republicanism, or a dissolution of the Union. God grant that such an altern: ‘© may never be presented to us or our children’ but s ald it come—if the blood of the revolution shall still tind the hearts of the south- ern people. it wil! not take them long to decide. To avoid the awfnl decision, the South must sus- tain our northern friends and their representative and ours—the administration of Buchanan. It is her only hope of safety in the Union. Ifthat shall fail to stay the tide of northern fanaticism, she must go out, and rely on the hearts of her own people and the God of our fathers."” The Intellicencer to-day publishes a portion of the able address delivered on the 28th of October last by Professor Alexander Bache of the Coast Survey before the American Institute in New York city, and also copious extracts from the great speech of Senator Douglas, at Springfield. ee WASHINGTON NEWS AND GOSSIP. Rvuwors '—The near ap- proach of the new fiscal year has given birth to any quantity of baseless rumors concerning changes in office here to be made, according to them, to-morrow, nearly all of which are, of course, baseless. They jhave worked up the minds of some of the ins to a state of distressed excitement. quite as intense as the undue ex- citement of hope by which the minds of the outs are to-day swayed. It is said that the present chief clerks of certain bureaus of the Interior Department are to-day to be changed; that the ehief clerk of the Interior Department is to be | transferred to other duty ; that the City Pos master and the Marshal of the District of C Jumbia are tobe removed; that three or four | heads of bureaus are tu bite the dust (officially) | by nightfall. &.. &e. After making the best use of our facilities for ascertaining the truth in such matters. we have to say that there will probably be, to-morrow changes of the duties performed by some of the | clerks of one or two Departments, few of them involving removals from office, and a few ap- pointments to fill current vacancies. The Com missioner of the Customs resigned some time since. to take effect to-day, and it may be that the vacancy thus created will be filled to-mor- row. We shall not be surprised to hear ere nightfall of two or three other resignations of places under the Government at this point, as the termination of the fiscal Year is the time when persons in this region are apt to con- mence new business arrangements for the future As for removals of heads of bureaus, we have been able to accertain nothing satisfactory Crenican Cuas —Some time since we mentivned that the exigencies of the publie service were likely to require that the services | of some of the present employees of the Pension Bureau should be dispensed with after the close of the present fiseal year, which expires to- Right. We now learn that some twenty-nine of them must necessarily be dropped from the Bu- | Teau’s roll. We apprehend that the Secretary of the Interior bas had no more trying and difficult task to perform since entering office, than this of determining who shall be retained and who parted with officially ; for, really, the clerical furee of that bureau is & remarkably efficient one. Of course those who are tu be dropped are not to be regarded as having been removed or dismissed on account of fuilure to discharge their clerical duties properly. His action in this delicate matter has ev idently been uxder a deep sense of the trying and dif- ficult task before him; and its result, though it will necessarily distress those whose lot it will be to lose their places, and their immediate friends, is fairly to be regarded as the best pos- sible arrangement for the public interest that eould eventuate from all the circumstances un- der which is is to occur. Why this slap at the United States Post Office? Wherein is it so far behind the English? They carry a letter to any part of the kingdom, which is not as large as seme of our single States, for three cents; our Post Office Department carries one any distance (not over 3.000 miles) in the United States for the same sum! They charge @ stamp duty on their newspapers, far above the postal charge for similar services in this untry. The proprietor of the Living Age may send his magazine to any Part of the United States for one cent a copy; or half a cent each when sent to regular subscribers, When the difference in the distance traveled by mail matter is taken into consideration, with the consequent difference of risks of delays, losses, 4c., the transportation of the mails in this country is as sure and as satisfactory as that of England, our growlers to the contrary notwithstanding. The English Postal Depart- ment may be comparcd with a small garden (in the extent of its operations)—oufs to an im- mense plantation. It is impossible to keep the Jatter in the same state of perfect arrangement as the former. This is a homely comparison, but a@ sound one. The only point wherein it (the English Postal Department) is ahead of ours is in the matter of « money orders.”’ That | the money-order arrangement has not been in- corporated into our postal system is the fault of | Congress—not of the Department, which has urged upon it (Congress) its adoption, so far in vain We have rarely witnessed more persistent misapprehension of the truth than is manifested | by @ portion of the press on the affairs of the post. Every body's carelessness, erime or sta- | pidity connected with the transmission of letters os newspapers is charged on the Post Office De- | the passage, partment, which has also to bear the odium of every unpopular Post Office statute, because it i: its duty to execute unpopular as well as pop- ular postal laws. The portion of the press to which we refer above cannot be persuaded to remember that inextent and number of router, variety of means of transporting the mails ne- cessarily resorted to, paucity and newness of settlements in much of the territory it supplies with the mails, and in lack of power under the law to avail itself (as under some governments) of every thing that might facilitate its business with the consent or over the dissent of the citi- zen, the Postal Department of the United States accomplishes vastly more for those dependent upon it, than any other in the world. Noone dreams that any other Postal Department in the world than that of England is superior to it in any of its general arrangements or facili- ties. If our Postal Department operated in as small a territory as Great Britain, and in one as thickly settled and embracing as many and as cheap facilities for transporting the mails, a part pass comparison might be reasonable. At present, however, we see no reason whatever in such comparison, and believe that, taking all the circumstances under which both operate into consideration, ours is far ahead of Eng- land's for speed, certainty and economy. Ciaius To CALiForNIA GoD Mixes.—The Attorney General received on the day before yesterday a petition, said to contain the names of over a thousand miners, protesting against the confirmation of John Smith’s land claim prosecuted by John Rose and George Kinlock for a large tract of land in the Gerha river, at the port of Sierra Nevada, in California; and also against the location attempted to be made by the claimants. This case was some months since appealed to the Supreme Court of the United States. As the petition relates in part to the question of location, it has been referred to the Department of the Interior, which has, through the General Land Office, the super- vision of such matters. Navai Courts or Ixquiry.—To-day Court No. 1 are still engaged on the case of Ex-Lieut. Daniel F. Dulany, and Commanders Case and Schenk, and Purser Gibson were examined this morning in it on behalf of the Government. Before Court No. 2, in the cass of Lt. Rolan- do, the examination of Lieut. Bennett was con- eluded, and as we go to press Lt. Jones, of the Marine Corps, was under examination. Both were called by the Government. Before Coyrt No. 3, the case of Lt. Murray Mason still being up, Commander Perry and Lt. Gibson were examined on the Government's behalf. The Indians, numbering from 4,000 to 5,000, have re- volted near Chilpancingo, and have defeated the fusiliers of the government and killed the Prefect of the district. One point with which he is charged, it is supposed, is to negotiate for the reopening of the Nicaragua transit route to Cal- ifornia. 6 GEORGETOWN AFFAIRS. Correspondence of The Star. The examinations and exhibitions of our College and various schools and academies, commence on to- morrow. The pupils of Mr. P. N. Brown's Classical and Mathematical Academy leads otf at Forrest Hall, at 3% o'clock. His academy stands A No. 1 in point of merit. and the exercises at each examination and exhibition are generally looked forward to with much interest by our cit- izens. The Georgetown College will follow on next Tuesday, July 7th. The exercises at this venerable seat of learning, this commencement, We are informed, will be decidedly more impos- ing and interesting than those of any which has preceded it. Our temperance friends are ments for a bold stand against King Alcohol on Monday evening, July 13th. A public meeting is to be held in the Dambarton street Methodist Episcopal Chureh, at which the Rev. Dr. Bocock of the Presbyteriin Church. and the Rev. B. N. Brown, of the Methodist Church, will deliver ad- dresses. One day last week a negro man called at the grocery store, No. 33 Congress street, and offered to sell quite a valuable shawl. The lady in at- tendance in the store Kad Ursa something wrong, and cha th having stolen it. The fellow took high dudgeon and demanded the shawl. The lady, however, not being easily alarmed, called one of the inmates of the house and directed him to go for officer Gross, where upon the fellow decamped and has not been seen since. ‘The article can be seen by calling at the above mentioned place.
