LOCAL INTELLIGENCE. Tus Pustic Mestinc Yestervay ov Tus Exaction Riots.—The meeting of citizens at the City Wall yesterday evening, was well attended, and passed off without disturbance. Ratcliffe, Fi » Flynn, Semmes, and Judge Young. ‘After & brief absence the committee, through its chairman, Mr. Ratcliffe, reported the follow- ing — and resolution: The people of this country acknowl: , in every form, the necessity and authority of law to sustain a sound, stable, and good government. They know that upon the authority and force of jaw they mmst rely for the protection of all their rights. Sele oer that the efficacy of law de- pends upon its enforcement ; and that it is made the duty of those in authority to see that the law shall be enforced to the extent of their preroga- tive. It ba np ay, the but cag ore obli- gation of good citizens to sustain the suprem- acy of law, and aid in suppressing every abuse of its sacred authority. In view of all these high obligations, and the consequences to which f lead, it was with feelings of deep regret and indignation that we saw, on the day of our municipal elections, our city invaded by a notorious band of lawless ruf- fians from the city of Baltimore, whothrust them selves into the midst of our election proceedings, brmtatly assailed our peaceful citizens, assaulted the officers of elections, drove from the polls a large number of legal voters, closed the polls in some precincts. and with deadly weapons carried havoc and death through the ranks that environed the polls in the orderly and quiet pursuit of their rights of saffrage. They bade defiance to all re- moustranee and ali legitimate authority, and had for a time foreible possession of the polls, and had control over the elections over the municipal offi- cers, and over the rightful operation of law. At this of their violent proceedings, the Mayor of the city, finding himself powerless within the ere of his municipal resources, reported to the resident the condition of the city and his inabil- ity to afford protection ; whereupon the President romptly and energetically caused to be ordered ie the aid of the Mayor a part of the military force on duty at the Marine Barracks in thiscity: There- fore, Resolved, That the thanks of our citizens are due tothe Chief Mayistrate for his ready respons to the exi; jes of the moment, to the Mayor of the city for his activity and zeal, and to the of- ficers and soldiers of the military corps for the effective and forbearing execution of their orders. Resolved, That the beneficial results of this opportune step of Executive authority commend if to our praise, as evincing obedience to consti- tutional obligations, which make it his duty to see that the laws are faithfully executed, and can- not fail tocommand the respect and admiration of the friends of order everywhere. Resolved, That the citizens of Washington are indebted to the instrumentalities that were thus legally, properly, and efficiently employed by the proper authorities on the day of election for the prompt dispersion of the mob, for the restoration of order, and for the quiet that distinguished the closing scenes of the polls. Resoleed, That the "eheermepate our community is due to the press rie | and throughout the country for the prompt and ready rebuke they administered to the lavriess disturbers of our on the day of election, as well as for the just praise awarded tothe President, and those acting under his authority, for the timely mili- tary aid extended to our city at the call of the Mayor Mr. Ratcliffe said that as he had something to do with drawing up the resolutions he would naturally be expected to say something in support of them. It was a melancholy occasion which brought them together ; one deeply to be deplored. They could not bring the dead to life, but had come there to Sip oon their condemnation of the band of foreign —— who invaded Wash- ington on Monday last, and to deter those who may be disposed to similar misdeeds. meeting bad encountered some opposition, vut for which it would bave been more largely attended. The motives which prompted this opposition he believed to be pure. but they were founded on inistaken views of the state of pablic feeling. The suggestion of the Mayor to his friends to stay away from the meeting, was char- acterized by the speaker as most unfortunate and indisereet, specially in view of the large and respectable nature of the assemblage present ; bat he expressed the belief that very many friends of the Mayor were there, acting upon their own judgment in so doing. question as to the propriety of the meeting had been one merely in regard to the proper time for holding it. Now, in view of the coming ses- ston of the Grand Jury this was the most appro- priate time for it. The sympathizers of the riot- ers while trembling for the safety of their friends were not likely to Interfere with the meeting and thus call down further odjum upon them. But, when these prosecutions ure commenced, the ac- cused, with their friends and partizans, will all be laboring under excitement and a meeting held at such an inauspicious time might result in the re-enactment of the bloody scenes of the Ist of June. Now was the time to put the seal of con- demnation on the ruffilans, who were brought on bere from: Baltimore. that Sodom and Gomor- rah of this generation; which city, however. he trusted would not be required to farnish ten righteous men, under sity of meeting the fate of Sodom. | Laughter and applause Mr. R. deprecated the idea that the American paity, in which he counted some of his dearest ieuds on earth, would interfere to disturb any respectably conducted meeting. Alluding tothe rumor that the President was opposed to the meeting, he said that the Presi- dent may perhaps have said that he wanted no endorsement; in the spirit of Aristides and An- dvew Jackson, he doubtless re; don the con- sciousness of baving done his duty. and asked no se. But they met there, not to praise the resident or the Mayor, but to vindicate them- selves and express their gratitude to the authori- ties and military who had afforded the city efil- cient relief when under mob law. They deplored the consequences that ensued, but such conse- quences must always follow the perpetration of such acts. They not come there to make lon s hes, or to say aught, harsh or irritating, bul simply to pass resolutions. which should go down tot ele posterity as a record of the verdict of the eitizens of Washington upon these transactions. It had been said that the papers had spoken out unanimously in denunciation of the rioters. This was true, and they felt grateful to the press for so doing; but this did not afford the permanent record that was needed for their sons and grand- sons to refer to in case their memory was ma- ligned ia connection with these transactions. ‘Upon the conclusion of Mc. Ratcliffe’s remarks, the resolutions were adopted, and the meeting edjourned. Tue Rivex.—The current is pretty swift and the water thick with mud. The people along the river shores are busily hooking in drift wood; some of them obtain quite easily during the «pring and fall rains a sufficiency of fuel for their entire year’s consumption. The coal and wood operations about the wharves are actively prosecuted ; and he arrival of vessels with lumber for city dealers are frequent. Yes- terday three large schooners arrived at the mouth of the Tiber, with large cargoes of lumber con- “igned to the canal merchants. At Riley’s wharf rrived schooner Equal Rights, from the lower river shores, with laige consignment of wood for Thomas W. Riley. The schooner Wim. 1. Smi nh for lefence,) the Justice held Mr. Gerhardt to bail in the sum of $3,000, for his appearance at the June term of the Criminal Court, on charge of homicide. The bail waa entered upon jointly by Col. Smith, the Proprietor of the premises, and by Mr. Gerhardt. Justice Donn issued warrants the parties who were the primary cause of the kill- ing, viz: three persons from Alexandria, named Rudd, Hall, and Ellet a/ias Smith, and two per- sons from the Liga Yard. TURNED tp AGatx.—The meeting at the City Hall yesterday brought to light an istorical char acter who has been lost sight of for the last twen- ty years or more, and who would appear to have been opine a comfortable Rip Van Winkle snooze daring that period, as our old citizens, who recognized him are willing to de that she does not look a day older than when fast seen, 4 quarter of acenturyago. At that time he im- mo-talized himself as the commander-in-ch eit # parade of “‘Fantasticals.’’ got up to ridicule and i down the militia system of that day, which t did most effectually, killing it as dead as Julius Casar. But the Fantasticals did not conquer without some loss of life on their side. ‘The horse of the Commander-in-chief, selected probably neither for beauty or re required considerable PPing up on parade, and finally drop) dead n his tracks; what was fun to the nen ing in this instance, as in many others, death to the animals. This commander of credit and renown, Was an eccentric individual, who had an impedi- ment in his voice, and other qualifications of dress, manuer and physiognomy to qualify him for his duties. His presence, yesterday, at the meeting was noted by the decided “no” which, solitary and alone, he sent up im response to every questien put bythe Chair. His name, we believe, is Edmonson. Tue Excursion of the Capitol Hill Method- ist Episcopal Church Sabbath school which took place yesteiday appears to have been a joyous af- fair to the participants. A Lo company of little folks crowded the deck of the George Washington, and their merry voices chimed as sweetly as ‘marriage bells." The old Fort even, whose grim visage keeps up a& ceaseless watch upon the broad. Potomac, seemed to relax somewhat of ity habitual stern- ness, and appeared to welcome the delightful tones winding through it. Loving couples were seen wandering through the pleasant groves, plucking wild flowers, while, no doubt many a soft whisper was spoken which caused the cheek of the fair listener to take the hue of the neigh- boring rosebuds. P It was indeed aday to be remembered by the scholars of that growing and prosperous school, and by all other participants. Rear Estate—J.C. Withers’ fine band officiated, and the serenade was conducted under the supervision of Capt. John Reese and H. B. Scheibler, Esq. In the course of their rounds, the President of the United States, Mayor Magruder, Capt. Tyler, of the Marine care Commixsioner Blake, and Messrs. J. F. Haliday, Wm. Forsyth, George W. Riggs, C. O. Hare, J. A. Kennedy, J. F. Brown, and C. W. Dunnington were visited. Drav.—Major George McNeir, who was at- tacked on the Sth of January last with the Na- tional Hotel disease, died this morning without a struggle. His parting with his family and old fries was panticaltriy affectinz. By his re- quest prayer was offered by Rev. Mr. Krebbs, and 2 favorite hymn of his was sun; ; and immedi. ately after he entered upon his eternal rest.
