The Chair read a communication from the Mayor, transmitting the- sent of the Intendant of the Asylum for the month of April; referred to Asylnm committee. Also, one nominating Patrick McKenny for Po- lice Magistrate in the ‘Finn District, in place of wm ompson ; confirmed. Also, one stating that the Colleetor of Taxes has taker the tax books from the room of the Tax Clerk, and refuses to restore them, thereby delay- ing the rations of the Tax Clerk to the detri- ment of that office. On motion of Mr. Miller, the communication was referred to the finance committee, with in- structions to obtain the corres; between the Collector and the Tax Clerk, in relation to the matter, to be published with the Proceed- ings. Petitions were presented and referred : one Mr. Dove, of Wm. Linkins, and others, for the alteration of the grade of Twentieth street west, from M to R street north ; one by Mr. Busey from the Alexandria and Lynchburg Railroad Compa- ny. who moved its reference to a special commit- tee of both Boards ; so ordered. Mr. Houston, from finance committee, ane a bill for the relief of Franklin Little, thout amendment. and moved that it be laid on the ta- ble, to be taken up at the next regular meeting of the Board ; so ordered. Also, from committee on improvements, a bill making provision for trimming and graveling Twenty-second street west, from Pennsylvania avenue to F street north. Mr. Busey moved to re-commit the bill, with instructions to report with the bill a s amount for the repairs called for in the bill; so ordered Mr. Busey. from the police committee, reported back a bill providing against any public officer expending more of ¢ blic moneys than the amount appropriated, with the following amend- ment, viz: ‘* Provided, alwways, That the Mayor shall, be- fore proceeding ayzinst any officer so offending. cominunicate the facts of the case to the Board of Aldermen and Common Council.’* The amendment was agreed to, and the bill was passed. Mr. Busey also, from the same committee, to whom had referred the communication of J. S. Hollingshead asked to be discharged from its further consideration ; discharged. Gideon the sum of $413.70, foaned the Perseverance Fire Company for the purchase of fire ag eemee in the year 1530. Mr. Miller moved its recommitment to the fire department committee; so ordered Mr. Smith, from canal committee, reported hack a bill asking an additional appropriation of =2.500 for the di ing and cleaning of the Wash- ‘ton city canal. Mr. Busey moved to strike out $2.500 and insert $5,00u ; agreed to, and the bill was Mr. Smith, from joint committee to whom had heem referred the several plans for a new alins house, reported favorably of the plan submitted by Charles Haskins. The report expresses the eutire approval of the committee, and is accompa- nied by the following resolution : Resolved, That the plan of Charles Haskins for * new almis house be, and is hereby adopted, and that the Mayor be authorized to pay to Chasles Haskins the sum of $200 for said plan. The report was accepted, the resolution adopted Mr. Moore offered a resolution authorizing the joint committee of the two Boards to advertise Soe opowals for building the same; adopted. A gentleman who arrived in Wasnington direct from Harrisburg, Pennsylvania, informs the Union that a post mortem examination was made on Saturday last of the body of Mr. Petriken, who died, as our readers will recollect, from the effects of the malady contracted at the National Hotel in this city, aud who was stated to have exhibited a of having been poisoned with arsenic. Not the slightest evidence of mineral poison was in bis stomach. The property was purchased by the slave for and in the name of his mother who was free, and in part paid for. The mother died, and the property was sold by decree of the Court, now the complainant brings action to recover for hisslave. Fendall for complainant and Thompson and Carrington for defence. ‘The case was opened by Mr. Fendall, and Mr. Thompson followed for the defence, and was ad- dressing the Court when our report closed. Booxsrxpers’ Dirricutty.—This morning, two cases, growing out of 4 difficulty between bookbinders belonging to the society of that trade and workmen who are not members, were disposed of by Justice Smith. The affair oc- curred on Saturday night at Cooke's Mili’ Hall, on D street, between Ninthand Tenth. par- ties accused were F. H. Man for threats of violence toward H. De Camp, F. A. Gibson for assault and battery on the same person. Jus- tice Smith, after hearing the evidence, juired Messrs. Manning and Gibson to give security for peace, the case tage a simple assault. A Dzsrgrats FeLLow.—This morning, astout colored man, named Charles Simms, created a disturbance at the Centre Market, and when sev- eral citizens tried to quiet him, he turned upon them, striking at them with bis fists and throw- ing stones into the crowd. He was arrested bi Officer King and taken before Justice Donn, a: there he commenced another attack, but was finally subdued. He was then gagged and {jroned, and Justice Donn committed him to jail.
