WASHINGTON CITY: May §, 1857. SPIRIT OF THE MORNING PRESS: The Intelligencer, in publishing to-day an analysis of the Jervis-Island Guano lately brought to the United States by Mr. Arthur Benson (of which we have already informed the Star’s readers), takes occasion to explain that the labors of the American Guano Company, in securing the deposites on the groupe (Jervis, Baker's and New Nantucket Islands) for the use of American agriculture, have been better for the future of the United States than the ac- quisition of a mew Eldorade would have been— more especially om account of the extraordinary Proportion of phosphates that particular guano contains—86 parts; whereas the Peruvianeon- tains but 23 parts. The Intelligencer quotes Leibig to show the immense comparative value of a phosphatic guano to agriculture. We are glad, indeed, to find the Star’s position, taken long since, as to the great importance of the acquisition of this group to the future of the United States, now being sustained by the whole press of the country. We adopted itwhen the statements of the American Guano Company were booted at as mere speculation pretensions. Much, by the by, is due to Secretary Dobbin, for his firmness and steadiness in aiding the enterprise with all the means of the Navy De- partment that could be rightfally employed in that way. The Uxiox, in an able article, shows that in the original negotiation of the Dallaz-Clarendon treaty, England could not have been acting with good faith towards this country. (5 eee WASHINGTON NEWS AND GOSSIP. American INTERESTS 1x Carna.—There is much speculation in the public mind concerning the line of policy President Buchanan has adopted in relation toChina. The supercedure of Dr. Parker, the present Commissioner in that country, who has been connected with the American Legation there for nearly twenty years, is familiar with the customs and the lan- guage of the Chinese, and the appoiatment in his place of so eminent a lawyer as Mr. Reed. have, when taken in connection with the put- ting the new frigate Minnesota in commission in great haste to convey the new Minister to his post of duty. given rise to the impression that @ new and important line of action in Chinese affairs had been determinod upon. Yet from what we ean gather of public im- pression at this point. we do not incline to the belief that any departure has been resolved on in relation to our interests in China, from the policy laid down by President Pierce in that connexion during the last days of his adminis- tration, when the subject was brought under his consideration, by reason of communications from the Minister to France. On that occasion, if we are not mistaken, the United States de- clined to enter into any alliance, direct or indi- reet, with any government, to accomplish na- tional purposes in China. It may be that President Buchanan has adopted a different Policy ; but such, we repeat, is not at present our belief. The number of public armed ves- sels in that station have been increased, by reagon of the fact that the persons and property of American citizens have been injured or menaced, and probably will be again, should war aginst China grow out of present disturb- ances, which have for their inspiring cause the old question concerning the opium trade; but that cireumstance is not of significance. An alliance between the United States on the one part, and England and France on the other, for a purpose so grave as the opening of the whole Chinese Empire to free trade and social intercourse with the civilized world, must be something more than a simple verbal under- standing between nations. It must be a sol- emn treaty authenticated by the most imposing forms. It must be either an armed coalition for specific objects, or merely a promise on our part to institute a grand American naval and diplomatic promenade in the waters of China The latter is entirely within the power of the President; but is the former? Can the Execu» tive, without the consent of Congress, certainly of the Senate, enter into an alliance, coalition, or understanding with either France or Great Britain, or both. which might in certain emer- gencies compel us to take part with those na- tions in a war against the government and peo- ple of China? Even if the President of the United States had the power, would existing facts warrant such an alliance or coalition ? It is for these reasons, among others, that we do not ineline to the opinion that our new Min- ister to China has been or will be entrusted with any new or special powers,—any not long since given to our present Commissioner,—in relation to an alliance or coalition with the Gov- ernment of England or France We may not inappropriately add, that it seems to us that there should not be delay in his departure for his post of duty; nor, unless circumstances render it necessary, should he pro- ceed by way of England, when the route by way of Panama, and thence to the Sandwich Islands and China in a Government vessel is so much more expedit Our present trade with China is so immense that no delay should be had in making the American Legation there, and the Commander of our squadron in, those waters, acquainted with the views of the Presi- dent and his Cabinet upon so important a ques- tion Pracranisw or tax New York Heraup.— Bennett, every one knows, amazingly on the originality of the commercial matter published by his journal, and is as jeal- ous as a Barbary cock at any infringement on his fancied rights. In his paper of Tuesday last, with his usual blowing of trumpets, and with a most imposing array of capitals, he lays before the world what he calls “an elaborate and interesting articleon Cuixa—its commerce. ite agriculture and Productions,”’ oecupying more than five ¢losely-printed columns. Here treason is preached from the pulpit and practical Christianity ig- nored ‘qa fere—in this city of Worcester— which curges the Supreme Court for pronouncing the incapacity of the African race to be or become citizens of the Republic,—in this Worcester which professes the worship of the Ideal Angelic Negro—a man is unable to find a residence be- cause he is of a black complexion and of African descent! a 4 Tae MonicitraL Nominations.—The city reader will find in the S¢ar’s local columns this afternoon. an account of the proceedings of the Anti-Know Nothing City Convention, in session last night at the Assembly Rooms, on Louisiana avenue. We have hardly room to say that these nominations were made evidently with a due regard to the best interests of Washington. Messrs. Haliday, Morgan and Forsyth are known to every business man here we presume, as being among the most industrious, pains- taking, prudent, enterprising and energetic citizens of the Federal Metropolis. They are all unpretending men; yet none others among us are persons of higher individual character. Tt rejoices us thus to find the duties of strict in- tegrity and honest industry endorsed by the Anti-Know Nothings of this city, as the neces- sary basis of the character of those with whom they would entrust public responsibilities— rather than the characteristics of that most pestiferous class in society—the small poli- tician—so apt in these times, through the ma- chinery of party, to foist themselves into posi- tions of trust for which they are wholly unfit. If the other side in this municipal con- test will select as their candidates men equally as competent,in whom, personally, the com- munity have as much confidence,—and there is no lack of such gentlemen in their ranks,— we shall be proud, indeed, of the morale of our city as thus exemplified. Navy Coxtracts.—The heavy contracts for naval clothing have just been awarded by the Bureau of Provisions and Clothing as follows. Viz: Classes 1 and 2, (cloth clothing and flannc} clothing) to Wm. B. Lovejoy, of Boston, Mass. Classes 3, 6 and 11, to Wm. Mathews, of New York, (canvas duek trowsers and sheeting frocks and sheeting, duck and nankeen in the piecc> and black silk handkerchiefs.) Class 4 and 5, to the Bay State Mills, (blue flannel and blue satinet.) Class 7, to Henry Newton, of West Newton, Maas., (shoes.) Class 8, to Francis Greenleaf, Boston, Mass., (woolen gcks.) Class 9, to Sumner Flag, of Boston, Mass., (mattresses.) Class 10, to New England Worsted Company, (blankets.) ‘The prices at whieh these important contracts were taken are said among the manufacturers of New England to prove that they can sell un- der the new tariff at much less rates than here- tofore. The total cost of these stores to the Govern- ment will be about $400,000. The contracts for navy provisions, given out three or four weeks ago, will amount to an ag- gregate of some $300,000. The Court, however, reft the motion. Mr. Dean then moved a dismissal of the case on the ground that the Court was not proper- ly constituted. The motion was not entertained, and the Court took a recess. When the Court re-assembled the case was opened for the defence. Dr. Carnochan stated his ry of the whole affair, and expressed the opin- ion that the murder was committed by a-right- handed person.
