Mr. Houston moved toamend the motion by referring the communication to the finance com- mittee The Chair ruled the amendment out of o-der; and the question recurring on the motion to re- turn, the ayes and noes were called, and the mo- tion to return was lost. ‘The communication was then referred to the finance committee. Mr. Riggs, from the finance committee, then asked to be excased from serving on that commit- tee. as the implied charges contained in the so- called memorial were couched in language which was a direct insult to him as a member of the Board. as well as most disrespectful to the Board as a body. Several members i sage the hope that the gentleman would withdraw his application to be excused from serving on the committee. Mr. R. persisted that he would not serve on a committee to consider a paper of the obnoxious character of the communication in question; it was an insult to the whole Board, and should not be received nor considered by thein. Mr. Houston then moved to reconsider the vote by which the memorial was referred to the finance committee; carried. Mr. Smith moved its reference to a select com- mittee, and that it be published with the pro- ceedings, together with the majority and minori- ty reports upon the same subject, which were made atthe last meeting of the Board; carried . ‘The Chair appointed Messrs. Peck, aceompanied by Esputa’s Band, mounted, pa- raded for the purpose of target practice. They proceeded to the farm of Dr. Haw, near the north- ern boundary ot the city, where a large number of their honorary members and friends of the company had assembled to unite with them in their exercises and enjoyments. At the target firing, the first prize, a large silver goblet, was awarded to private Wise of Georgetown; the second, a cigar case, valued at $17, was awarded to Mr. F. Latz; the third, a handsome military pees was awarded to Mr. Yeabower. The jonorary members’ prize, a large silver pitcher, was awarded to First Lieutenant John Frettier, The festival was a merry one indeed, and the day passed without an unpleasant occurrence to the corps or its friends, who returned to the city about sun down. Tue Monument Controversy.—We publish, to-day, in the Star's advertising columns, another card from Mr. AtLee. Usirep States Ponice Rerorts — Before Justice Donn.—Officer Bayless arrested Harriet Ann Dorsey, colored, under the charge of having committed an assault and battery on a woman of the same color named Mary Ann Turner. The assault took place in the market house at night while marketing, and was made on her by fendant and another female who was in her com- pany. The police immediately went in search of the assaulti: party, but in the darkness of the wee they ee suit, but defendant was subsequently arrested by Officer Bayless, and car- tied before the Justice, who after an examina- tion of the case required her to give security in the sum of $300 to appear at the June term of the Criminal Conrt. Snootixe Case at THE Panx.—Last night, another affair of a serious character oceurred near the Pa:k, in which two persons, Greenberry Sib- ley and a young man named Gladmon, were shot by a man named James Johnson. Sibley was shot inthe arm. Gladmon received three balls in his bedy, and we learn to-day that his recove- ry is very doubtful. The affair ay rs to have origi in a fight near the Park, after which the crowd, Passing al the road, stoned John- son’s house, and he fired from the house uw them. James Johnson was arrested this morning Officer B. F. Watson and taken before Justice ‘oddard, who held him to bail in $500, fora fur- ther hearing at 1 o’clock to-morrow.
