We never yet knew a man of industrial genius and remarkable capacity to involve himself in busi- ness engagements with Gorernment—one who | tnust necessarily rely alone upon his legitimate | resources to work him through eventually with- out extraneous aid—without pitying him from. the bottom ofour soul. Not that we conceive that publi¢ (Government) functionaries would inten- tionally injure him. But the world over, they have a way of transacting business which, were it easayed in dealings between man and man, would result in heavy damages at law against the party thus injuring the other. Dickens | as immortalized the Circumlocution Office of Id, England—that is, her executive depart- ments. We are a faster people than the English in all our attributes. Yet he who has important business to transact with Government function- aries in this country—we do not mean political business—finds from the moment he sete about it until it. may be concluded, that he is at the merey of the Cireumlocution Office. The difference is one of degree only; not of fact or principle. An account, such as would be settled between mercantile houses in ten minutes, can rarely be settled before a bureau of any department of any government in leas than, say, a month. A, in. office, settles the law points involved in it, and B unsettles them for the time being; as though bent only on creating delay. C receives satisfactory proof of the facts tion and contends that it contains a substantial promise of extensive political reaction in New England. So mote it be! + —__ oe StBMantxe Terscrarnic CasLBs acaoss THE Stsquenayyva —On Wednesday last two-English triple wires were successfully laid across the Sus- quebanna at Havre de Grace, for the purpose of securing an uninterrupted connection of the wires at that point. prep ory eT the cable was fastened to the shore the boats started—the reel working ad- mirably. Buoys were dropped at proper inter- vals, with the first cable, to indicate its locality, that the two might be laid at a proper distance apart at the bottom of the river when sinking the second. The whole was laid in about one hour and a half after leaving this side. About eight thousand feet were employed, and laid 2s near as possible in the route of the railroad ferry. The wires were tested with two cups of battery, and found in a perfect condition. Tur Panorama oF Literature for April, is before us with its rich freight of popular yet in- structive reading. The injury to which the Flag refers, which haz placed Mr. Hough on erutches for life, re- sulted from his real heroism in the discharge of his duties as a publie officer. Secretary Guth- rie had deposited with him, at the request of the merchants of Alexandria, for the conye- nience of their trade, some $10,000 in silver change. A fire broke out in the vicinity of the custom house, whieh, at one time, threatened certainly to burn it to the ground. He was en- geged in saving thie money and the building when he met with the fall that disabled him for life. No more consistent Democrat, or more public-spirited and popular gentleman was ever born and bred in that ancient town. The effort to procure his removal, which was kept as long as possible from his knowledge and that of his friends, has created intense feeling and excitement, not only among most of those of Alexandria who steadiiy adhere to the Dom- ocratic cause, through good and evil report; bat among the thoughtful and enterprising portion of ‘the people of the other party. {The doctrine of *rotation,”’ ‘as now under- stood—of removing faithful and deserving polit: cal'friends to make places for other political | J’ friends—is odious throughout Virginia.
